Critical priorities include: (1) Driving the development of a new results measurement system, including the definition of indicators and IT platform; (2) Strengthening the global MEAL network, including identification and application of expertise through a community of practice; (3) Integrating people-centered approaches in assessment, design, monitoring, and evaluation; and (4) Building a global knowledge base of research, evaluation, and program models.
The Senior Director will integrate accountability across geographies, functions, and programs, working collaboratively with both programmatic and operational colleagues (including strategy, communications, and resource development). The role also supports Habitat’s work to promote diversity, equity and inclusion in its workplace and programs.
Key Responsibilities

Build culture and serve as an organizational focal point to generate evidence to enhance the quality of programs to prove and improve outcomes for the people Habitat serves.
Directly lead the MEAL team to define and implement the organization-wide MEAL strategy.
Build and support a global network of MEAL expertise based in regional and country offices, to improve the quality of program assessment, design, implementation, reporting, evaluation, and learning.
Lead the definition and implementation of a new results measurement system. Key elements include metrics definition, IT platform development, change management, and ongoing capacity building.
Work with others to define and implement strategies, standards, guidelines, and tools linked to Habitat’s Theory of Change, with particular emphasis on housing ecosystem assessment and people-centered development.
Lead efforts to document and mainstream learning across geographies, in key program areas, and from external sources.
Drive a research agenda which can be used as a platform for advocacy.
Represent Habitat for Humanity in external networks.

Requirements

Bachelor’s degree in international development, program development, program operations, research, evaluation, or related discipline.
15+ years of related experience that includes working in multiple country contexts and leading teams in a global organization, including building culture, defining strategy, and leading operations.
Experience designing and implementing a results measurement system, which links strategy with programs and relevant indicators to track progress over time.
Strong qualitative and quantitative analysis skills and experience producing papers, reports, and case studies.
Proven ability for capacity building in a global organization, including the development of tools, training, coaching, and mentoring.
Understanding of best practices and technical expertise in assessment, design, implementation, reporting, evaluation, research, and learning.
Excellent project management skills and an ability to work efficiently and prioritize effectively.
Excellent written and verbal communication skills in English.
Ability to earn trust and provide excellent service to different levels and functions within the organization, including facilitation and influencing skills to drive change.
Strong initiative and genuine commitment to continual learning and improvement.
Demonstrated ability to adapt to organizational change.
Excellent analytical and critical thinking skills.
Ability and willingness to travel globally up to 25%.

The consultant will also be required to deliver to HFH Kenya all study materials including and limited to:

Soft copies of all data sets both quantitative and qualitative.
The geophysical interpretation model and the graphical plot of the curve and model for the hydrological survey.
Soft copy of topography or google map for the survey area indicating clearly the borehole points and the... villages.
Any other non-consumable documents/items that will be used in the course of the planned consultancy.

Qualification and Experience
The potential Consultant should have the following qualifications;

A Master or postgraduate degree in Hydrogeology/Geology/Geophysics or Environmental Sciences or engineering or water engineering.
Must be registered by the Geological Registration Board and preferably an active member of the Geological Society of Kenya (GSK).
A consultancy firm with proof of previous record of conducting hydrological research will be an added advantage.
Knowledge of integrated water management and its relations to adequate and affordable housing and the challenges inherent in the country and/or professional experience working in the sector.
At least 10 years proven experience in conducting and interpreting hydrological/geophysical survey using diverse techniques
Proven experience in drilling supervision and borehole documentation.
A reliable and effective analyst with extensive experience in conducting analyses and a proven record of delivering professional results
Excellent computer skills and desirable skills in Arc GIS and groundwater modelling software’s.
Excellent presentation and report writing skills.

Some of the evaluation questions we seek to answer include:

To what extent the programme-built awareness, expanded knowledge, shifted attitudes, and motivated uptake of housing solutions by low-income households,
How and to what extent the media engagement influenced attitudes or shifted opinions and motivated change in behaviour among market actors? i.e., allocation of resources on... information-sharing strategies and platforms, understanding information needs of primary market.
What impact has the programme had on the media landscape to create content on affordable housing solutions. Assess if other media companies been influenced to create content on affordable housing solutions and what the influencing factors were for this. In addition to capturing the types of content being developed and how, if any, they have impacted low-income households.
An analysis of emerging opportunities for more engagement with media by households, market actors and other media platforms.
What enabling factors (finance, policy, legal, etc) are important to support scaling up of media interventions to drive systemic change in the Kenyan housing market,
An assessment of the appropriateness of the intervention to meet the intended outcomes. Do the stakeholders involved have recommendations for how this can be improved if scaled up? is the content developed appropriate to aid households in making better decisions about affordable housing solutions?
Scope of the work

This assessment will measure impact of the media intervention as designed at the three levels of the intervention logic and assumptions made as below:
At household level

Households, fundis and contractors procure/purchase affordable housing solutions featured in the media programme.
Households, fundis and contractors use affordable Housing solutions featured in the media programme.
Households live in decent and affordable homes.

At sector level

Relevant sector actors are convinced of affordable housing programme business case and advertise their housing solutions through the media house
Sector advertisers are willing to use/invest on mainstream media as a channel of communication
Sector advertisers understand edutainment format and see value in disseminating information through this format.
Commercial advertisers continuously develop content that target households, fundis and contractors.
The demand stimulated by this media intervention will be attractive and lead to crowding in by other media houses and sector actors.
