The Regional Quality Assurance Pharmacist is responsible for implementing the ICRC’s logistics strategy and quality policies as they relate to health-care products in the countries that they cover. Implements good distribution practices (GDPs) at the regional level.

Accountabilities & Functional Responsibilities


Responsible both legally and operationally for medical quality assurance... management for ICRC Logistics Support Centre,
Carry any pharmacist support missions and good manufacturing practice/good distribution practice audits as required,
Collects documentation and analyse the national legal requirements of the countries covered for holding a medical distribution centre and other regulations linked to medical products such as donation guidelines, narcotic,
Ensures registration and licenses for medical store from National Drug Regulatory Authorities (NDRA) are obtained where required and renewed on time,
Audit ICRC medical warehouses and medical logistics activities to prepare recommendations for legal compliance of the national medical warehouse and its satellites (human resources-Quality system) and monitoring any changes in regulations at country level,
Support National Teams in any negotiation with National Drug Regulatory Authorities -NDRA
Support each national medical warehouse in establishing appropriate storage and distribution facilities, standard operating procedures, working instructions, protocols and records, and quality managements systems including deviation management with the related corrective and preventive actions, global and field change control, risk management, technical guidance on product suitability and batch recall activities,
Coordinate qualification of Medical Stores & cold chain equipment and processes,
Assess Pharmaceutical market in case of emergencies and train local staff to health care products purchasing policy,
Evaluate suppliers and health products, offering technical guidance to ensure they meet the necessary quality and regulatory standards, in the region,
Supervise the Performance Management & Development (PMD) activities for employees under their supervision.


What we will look for in your profile


Degree in Pharmacy from a recognized university,
Post graduate degree in relevant fields is an asset,
10-15 years’ work experience in Quality Assurance or production departments in pharmaceutical companies/humanitarian organization,
Experience related to Quality management in wholesale pharmaceutical distribution,
Excellent command of written and spoken English (Knowledge of French is an asset),
Advanced computer skills, advanced user of Microsoft Office suite (Word, Excel, Power Point),
Experience of pharmaceutical markets in low- and middle-income countries (in humanitarian organization) is an added advantage,
Excellent knowledge of the WHO and EU Good Distribution practices,
Excellent understanding of the WHO Model Quality Assurance Systems methodologies,
Good knowledge of worldwide pharmaceutical regulations and market,
Must be a registered pharmacist with the pharmacy and poisons board, Ministry of Medical Services, Republic of Kenya,
Team player with good communication skills,

Your Tasks and Responsibilities
- Ensure proper and timely provision of housekeeping services (office, apartments, warehouse)
- Lead, supervise, support, and guide a team of housekeepers

Purpose
As part of the Health Unit and in a delocalized position in the Nairobi Regional Delegation, the Sexual and Reproductive Health (SRH) Referent is the specialist for SRH at a global level:

Provides support and guidance within SRH field expertise either remotely or in-person to all delegations worldwide.
Contributes to the ICRC policies and guidelines and develops tools and training... modules for the ICRC to improve the quality of sexual and reproductive health (SRH) activities for Primary and Secondary health care programs.
Ensures quality care through the implementation of ICRC standards of care.

Education & Qualifications required

University degree in Nursing/Midwifery or Medical doctor specialist in Gynecology and Obstetrics.
Valid license to practice in your country of residence.
At least 5 years of professional clinical experience and at least 2 years of international humanitarian field experience.
Proficient command of English language, - minimum of C1 level.
Proficient command of French language, - minimum of C1 level.
Knowledge of any additional language, such as Spanish or Arabic, is an asset.
ICRC field experience is an asset.
Experience in managing Healthcare Programs is an asset.

Accountabilities & Functional responsibilities
Operational support (Field and Health Unit support):

Maintains an overview of global approaches and programs in area of expertise in SRH to ensure exchanges of experience and lessons learned between delegations.
Reinforces ICRC response capacity in terms of Emergency Obstetric Care as a whole, with a specific focus on the link between Primary Health Care (PHC) and hospital care and effective referral procedures.
Ensures the correct implementation of adequate SRH care, protocols, and efficient supervision system.
Provides technical support to implement ICRC frame of reference on Sexual Violence (SV) in Armed conflict and other situations of violence, especially the inclusion of medical examination and treatment of victims of SV in ICRC supported primary care and hospital facilities including the access to Mental Health and Psycho-Social Support (MHPSS).
Mentors and supports mobile and resident colleagues in charge of following / implementing SRH (midwives, health delegates, gynecologists, etc.) in developing relevant strategies, plans of actions and programmes adjustments.
Supports delegations, mainly health coordination, in program level assessments, monitoring and analysis (including use of relevant tools) in area of SRH. 
Coordinates, supports and/or delivers training in area of SRH at global, regional, and national levels to internal and external staff and ensure capacity building of SRH peers in the field (mobile and resident staff).
Contributes to the annual planning and budgeting exercise in liaison with Health Coordinators and in collaboration with health unit colleagues.
Ensures guidelines on sexual and reproductive health (SRH) services and quality of care are integrated in the health services supported.
Oversees that delegations apply institutional technical tools and provide guidance to adapt and operationalize them.
Supports Health Coordinators in appraising field staff on technical aspects within SRH area of expertise.
Contributes on the follow-up of the global and regional SRH related contingency stocks in collaboration with the HU and the logistic department.

Thematic support:

Liaises with Movement partners and other stakeholders at regional and international level to update and to contribute on external resources.
Monitors and provides regional situation analysis to the operational partners and PHC/Hospital programme coordinators and other relevant units /departments.
Engages actively with the relevant communities of practice to continuously share knowledge, literature, and information relevant for community regional and globally. 
Contributes to develop institutional policies, guidelines, and protocols, and update the ICRC Sexual & Reproductive Health Core Package with a practical toolbox including medical logistics.
At HU level, contributes to institutional planning (PfR) and Human Resources support (recruitment, briefing and evaluation).
Liaises with fellow regional specialists (health and non-health) for in depth situation analysis and to ensure the integration of SRH in health response.
Supports and contributes to the implementation of the Health Strategy, as well as the institutional strategy.

Global and Regional networking:

Develops and maintains global and regional networks aimed at strengthening ICRC’s capacity building and operational outcomes.
Represents the ICRC in global and regional discussion and training fora in her/his domain of expertise.
Is available to be deployed as a first-line responder in acute crises in liaison with Programme Coordinators, operational partner, and Surge unit.

Relationships

Internally: interacts closely with colleagues of all programmes based in Geneva (headquarter) run by the HU, and with staff in the delegation where s/he is based (notably Management and Regional Affairs team) as well as all relevant team in the delegations supported (mainly Health, Protection, WatHab, Ecosec, etc.).

- Analyses the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to delegation activities, objectives, strategies and plans of action to address identified legal and other related issues.
- Drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, 'non-papers' etc. related to delegation activities and objectives.
- Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
- Supports IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.

Purpose: 
The Forensic Specialist assists the ICRC in the implementation of forensic programs/activities in the Area of responsibilities (AoR) of the Poltava sub-delegation, with a view to reaching the objectives set within the delegation’s Plan for results (PfR). The Forensic Specialist is part of the Forensic Team within the delegation. Under the technical supervision of the Forensic Coordinator, s/he assists in formulating programs/projects, policies/proposals and helps to ensure the integration of the ICRC Forensic programs within the delegation. When requested s/he represents the ICRC towards external interlocutors as well as in various of a relevant to his/her responsibilities and tasks.
Functional general responsibilities:
Under the guidance and supervision of the Forensic Coordinator, the Forensic Specialist’s main responsibilities are:
- Contributing to the implementation of forensic activities and programs in the Delegation.
- Contributes to the Forensic analysis of the context by maintaining an overview of the forensic situation in Ukraine, with a specific focus on the AoR of PLV SD (Poltava, Sumy and Kharkiv), particularly institutions involved in the management of the dead, the search of missing persons and identification process. 
- Contributing to defining/orienting the forensic strategy of the delegation, specific objectives, the plan of action, the timeline and the resources required (budget included). 
- Promoting the implementation of relevant forensic standards including those applicable to the management and identification of the dead and the Missing and their families. 
- Responsible for strengthening the capacity of forensic practitioners, forensic facilities and other relevant interlocutors.
- Representing the ICRC towards the authorities on all matters related to forensics in the AoR.
- Organizing/ providing training and workshops aimed at implementing the program objectives linked to forensics.
- Conducting/participating in field visits in the AoR, including traveling to all locations within the AoR of the PLV substructure. 
- Providing technical support and conducting follow-up of cases of missing persons registered with the ICRC that because of their nature or specific circumstances require forensic advice/support and/or close follow-up with both families and concerned authorities. 
- Disseminating the organizations’ communications on forensic science and forensic humanitarian action.
- Briefing ICRC staff and others on forensic issues relevant to the ICRC and help sensitize ICRC staff and relevant external stakeholders on issue related to Humanitarian Forensic Action. 
- Provides technical support and advice in forensic-related issues, in relation to the delegation’ strategy related to the search for missing persons and identification of bodies resulting from the conflict. 
- Supporting the process of enhancing capacity of the forensic practitioners, forensic facilities and other relevant interlocutors involved in the search of missing persons and identification of dead bodies resulting from the conflict. 
- Ensuring that delegation’s staff are appropriately knowledgeable about forensic programs undertaken by the delegation. 
- Participating and contributing to internal and external working meetings when required, including interpretation for ICRC non-Ukrainian/Russian-speaking delegates participating in the meeting.
- Providing written and oral reports on forensic meetings, activities or other issues as required for ICRC action and planning, contributing to regular delegation reporting.
- Prepare mission reports as required. 
- Participating and contributing towards maintaining an optimal team environment. 
- Completing all actions in relation to assistance/donation activities aimed at improving working conditions and quality of forensic procedures and services.

Required Qualifications and Skills:
- Citizenship of Ukraine.
- Postgraduate degree in medical, biological or forensic sciences.
- Experience in forensic practice applied to humanitarian or human rights investigations.
- Fluent command of Ukranian and English; knowledge of other local languages an asset.
- Experience in forensic casework.
- Contribution to scientific publications on forensic practice, especially in the field of humanitarian and human rights investigations, a strong asset.
- Experience in negotiations and public relations, particularly in promoting the implementation of professional and ethical standards in his/her field of expertise.
- Experience in forensic training an asset.
- Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.

Overall Responsibility
The Regional Operational Communication (OpCom) Trainer drives and develops training, capacity-building and learning pathways and activities for delegations. They also support the COM team in strengthening implementation of the organization’s OpCom Strategic Orientations in the field.
Tasks and responsibilities

Designs, plans and delivers training for ICRC staff based on... an analysis of the skills and knowledge that are required for them to understand, introduce and manage OpCom tools and approaches within their programmes and operations;
Develops contextualized training materials and modules relevant to the specific needs of delegations or operational regions;
Works closely with delegations to help identify specific needs for ongoing support, in order to strengthen OpCom initiatives and specific projects. Undertakes field visits to support key delegations;
In collaboration with delegations’ HR staff, ensures the integration of OpCom into delegations’ learning and development objectives, building staff learning paths and adjusting training opportunities, activities and methods as necessary;
Liaises with OpCom Focal Points (FP) in delegations to ensure OpCom training sessions to non-com staff are being delivered throughout different delegations;
Strengthens evidence-based learning by demonstrating the impact of OpCom on the quality and effectiveness of programming, through support for the roll-out of research, impact surveys, perception studies and evaluation reports;
Identifies and compiles good practices on OpCom across delegations and liaises with the OpCom Officer in GVA to promote knowledge-sharing and shared learning using the OpCom toolbox as the platform to share these materials;
Liaises with the Cooperation officer in delegations and the Regional Movement Com Advisor to ensure NS also have access to OpCom trainings, creating a transversal and cohesive OpCom approach throughout the RCRC Movement;
Helps coordinate learning opportunities with the Communication Head of Sector and Global Communication Learning & Development manager at headquarters, Heads of Regional Communication Centres and Advisors when appropriate, and focal points within the International Federation of Red Cross and Red Crescent Societies and the member National Societies on communication within the International Red Cross and Red Crescent Movement.

Minimum Requirements and competencies

University degree in communication, or equivalent work experience;
Minimum, 6 – 9 years’ professional experience, with a focus on planning and delivering communication trainings;
Sound experience in designing and carrying out assessments, community consultations, research and/or focus group discussions;
Background in coaching, training and developing the skills of colleagues and volunteers, to build long-term capacity and create ownership;
At least two years of experience in humanitarian work;
Proficiency in the digital tools and platforms required for office work, such as Microsoft programmes;
Fluent command of English. Knowledge of French, Arabic, Spanish and/or other ICRC working languages an asset.
