Position Requirements

Undergraduate degree in political science, international relations or related field.
8+ years professional experience in international development programming in the areas of democratic governance and politics.
Experience working in Sub-Saharan Africa or the Middle East, preferably working directly with political parties, civil society organizations/ NGOs and/or... legislative bodies.
Working knowledge of the politics, economics, history and culture of the region, particularly Sudan and neighboring countries.
Strong written and oral communication and presentation skills.
Demonstrated management experience including ability to motivate and manage staff.
Demonstrated experience working with USG funded projects and familiarity with USG regulations and processes, especially USAID.
Demonstrated financial management experience in developing and administering program budgets.
Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donor communities.
Ability to communicate skills and experience to others as a trainer, advisor or technical consultant; sensitivity to working in advisory role with local organizations.
Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
Willingness to travel within the country of assignment a significant amount throughout the year, security permitting.
Demonstrated significant experience living and working in post-conflict or conflict-ridden countries and willingness to live and work in a challenging environment.
Language proficiency in Arabic is a plus.

Primary Functions & Responsibilities

Monitors, analyzes and reports on political and related developments in Sudan to provide regional and country analysis.
Serves as the official senior IRI representative for Sudan, developing credibility with and maintaining good relationships with all relevant stakeholders, including USAID, U.S. and foreign diplomats and donor agencies, host-country government representatives, and program partners.
Participates in the substantive design of new programs and contributes to the development of new program ideas in Sudan and, as appropriate, South Sudan.
Oversees the implementation of all program activities oversees ensuring consistency with grant work plans and objectives.
Establishes, maintains, and develops productive working relationships with relevant stakeholders, consultants, field and DC staff.
Oversees all operations related to the IRI field presence and ensures IRI is in compliance with local laws regarding IRI’s legal status in the country and employment of local staff.
Supervises local field staff, including participating in the hiring, professional development and evaluation process for these staff. Sets specific goals and provides ongoing performance feedback.
Mentors local staff in program development, program implementation, finance, work plan development and presentation, reporting, monitoring and evaluation, business development and knowledge management in their country of assignment.
Maintains an understanding of IRI policies and procedures related to grant compliance and oversight as well as assigned grants’ specific substantive, financial and compliance requirements per its respective funder.
Oversees the implementation of all program activities in the country ensuring consistency with grant work plans and objectives, reporting weekly to DC.
Monitors and approves field office budgets and expenses, in collaboration with DC program staff and the Regional Project Accountant, to ensure that expenditures remain within budget allocations.
Monitors, analyzes and reports to DC staff on political and economic developments, and media responses.
Ensures adherence to monitoring and evaluation plans, including the monitoring of programs and evaluation/analysis of program results.
Provides information and contributes to sections of quarterly, semi-annual, final and other relevant reports for funders, reviewing to ensure quality and completeness.
Anticipates and troubleshoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions.
Leads business development and capture efforts, including identifying and seeking out potential new or additional sources of funding with real-time costs estimates for proposal budgets, and/or the development of new program ideas, coordinating with DC staff.
Actively supports IRI’s communication strategy including IRI’s branding and outreach plans on projects assigned, including drafts and updates program summaries and other outreach materials, drafts web stories, tweets, etc.

  • Project Management
The Program Officer (PO) will technically support the development and implementation of IRI programs in Uganda, focusing on programming on Peacebuilding, Democracy and Governance work, political participation and electoral representation of women, youth, and people with disabilities. The Program Officer will work as part of IRI’s program team to develop program strategy, draft program proposals... and activity reports, organize and implement program activities, assist program monitoring and evaluation, and oversee program initial report development. The Program Officer will report directly to the Resident Program Director (RPD).

Monitor activity budgets and expenditures for assigned program areas, and negotiate and prepare contracts, sub-grants, and other financial and project implementation documents.
Design, develop and manage program areas to ensure that reporting requirements are met, projects remain within budget allocations, and program objectives are completed on schedule.
Implement program activities, perform various duties related to coordination, development and delivery of conferences and other events and ensure that activity implementation is compliant with donor and IRI guidelines
Fulfill reporting requirements of assigned program areas, and manage the drafting and editing of team documents and field reports, and provide guidance for written work of subordinates;
Monitor and evaluate the performance of IRI and partner organization activities, identifying successes and failures and recommending program adjustments accordingly;
Develop short and long-term plans for specific programmatic objectives, and support in the design, drafting and editing of project proposals with the Program Manager;
Monitor regional political developments, and provide political and programmatic analysis and recommendations as needed;
Travel from time-to-time, independently and/or as part of a team, to various locations throughout Uganda to support IRI’s programmatic objectives; and
Anticipate potential problems and trouble shoot project problems and offer solutions and actively take part to lead resolution of them with creative and immediate solutions.
Establish, maintain, and develop strong working relationships with relevant stakeholders in Uganda and DC.
Perform any other duties as assigned by the RPD.

The Driver – Administrative Assistant is responsible for transporting staff and materials for the International Republican Institute (IRI) and assisting with the pickup and delivery of IRI-related business items. This role ensures the safe and efficient transport of IRI staff and any authorized individuals in IRI vehicles to their required destinations. Additionally, the Administrative Assistant... will ensure that driving and logistical services are provided to IRI staff members and visitors in an effective and efficient manner.

Drive staff and run administrative errands as needed.
Driving and maintaining vehicle in a professional, conscientious, and safe manner; and complying with local road traffic laws
Checking the vehicle daily (spare tires, oil levels, battery, emergency tool kits, fuel level, first aid kit etc.) and reporting any problems (damage, mechanical, etc.) to the immediate supervisor.
Ensure that the vehicle is fueled, maintained, and cleaned all the time.
Ensuring that the vehicle assigned to him/her is kept clean inside and outside.
Being responsible for the safety and security of the passengers on board and obeying all vehicle use policies and country traffic laws.
Timely reporting of any accidents or incident involving the vehicle, other vehicles, or pedestrians to immediate supervisor
Making sure that the proper procedures for insurance claims are followed at the time and scene of any accident and timely reporting to the immediate supervisor.
Being responsible for any loading or offloading of the vehicle he/she is driving.
Always Observing all security policies and guidelines
Maintaining all reports in the vehicle logbook (start and end kilometers, consumption date and quality & general vehicle condition)
Support staff in travel arrangements for field visits and other program activities
Book lodging for IRI visitors and organizing for all necessary logistics

  • Administration
The Program Associate (PA) will support development and implementation of IRI programs in Uganda on full-time basis. S/he will work as part of IRI’s program team and support developing program strategy, drafting program reports and budgets, organizing, and implementing program activities, and conducting program monitoring and evaluation (M&E). The Program Associate will report directly to the... Resident Program Director (RPD).

Assist program staff with design, development, and implementation of programs.
Make logistical and substantive arrangements for programs such as training seminars, conferences, and other programs.
Ensure that expenditures remain within budget allocations and comply with donor regulations.
Assist program staff with the development of weekly reports, quarterly reports, and proposals.
Provide efficient and timely action on administrative and financial matters, written assignments, and submission of reports.
Update and maintain program resource files and program participants’ contacts for purposes of monitoring and evaluation and internal reporting.
Cultivate relationships and communicate with relevant government officials, local partners, and members of the diplomatic and donor community on behalf of his/her supervisor and represent IRI at public functions as requested.
Work in concert with IRI M&E and program personnel to monitor and evaluate the performance of IRI and partner organizations program activities, identifying successes and failures and recommending program adjustments accordingly.
Travel from time-to-time, independently and/or as part of a team, to various locations throughout Great Lakes region to support IRI’s programmatic objectives; and
Perform any other duties as assigned by the RPD or his/her immediate supervisor.
