JOB SUMMARY
The Supply Officer carries out the purchases for the programs and logistics for his/her assigned base. He/she is one of the guarantors for implementing and respecting MDM purchase procedures. He/she is responsible for filing and archiving logistics documents linked to purchases.
Specific Roles and Responsibilities:

Realize local purchasing of goods for the mission, upon... instruction of the Logistician and according to the MdM Purchasing procedures.
Purchase goods ensuring the optimum price/quality ratio on the market.
Collecting quotations and checking prices for purchase of goods and services
Ensure that the suppliers fill in all receipts/invoices for local purchases correctly.
Ensure that products purchased correspond to the requirements of the purchase Officer's requirements in terms of quantity and quality.
Keeping and updating all logistic filing systems regarding MDM purchases.
Update price lists and vendor databases.
Control MDM purchase procedures to ensure the monitoring of requests and inform purchase requesters of the status of their orders.
Compose and archive purchase folders properly.
Implement purchases, monitoring adherence to validation regulations and procedures.
Negotiate prices, deadlines, and methods of delivery.
Ensure that relationships with suppliers are monitored.
Ensure compliance with administrative procedures for the management of advances and payment of suppliers.
Receive and process requests for quotes and IOFs after verification and approval by his/her line manager.
Provide strong support in periodic market surveys and market analysis.
Identify and compile a listing of all material needs from Procurement plans,
Purchase follow-up, and produce a product database.
Prepare Procurement Dossiers for framework agreements and contracts and update relevant monitoring tools (Procurement Follow-up and Contract Follow-up).
Liaise with contractors/suppliers to ensure compliance with the contract, including initial meetings.
Collect and prepare any supporting documents related to contract implementation or modification.
Communicate to the line manager any deviation from the initial contract.

Requirements, Skills & Qualifications:

Bachelor's degree in supply chain management, business administration, logistics or a related field.
Proven experience in procurement and supply chain management, preferably in a similar role.
Strong knowledge of procurement processes, contract management, and supplier relationship management.
Familiarity with inventory management systems and procurement software.
Excellent negotiation, communication, and interpersonal skills.
Strong analytical and problem-solving abilities.

TASKS DESCRIPTION:

TASKS DESCRIPTION:
Implementing a quality drugs supply system in line with MdM standards

Participate in analysis of needs, preparation of regular forecasts, calculation of replenishment orders and buffer stocks and initiating timely procurement of medical supplies in collaboration with log/supply and Pharmaco.
Prepare the request for all the necessary drugs, material and equipment for mobile clinics and validate with medical supervisor.
Anticipate needs for medical supplies and assist in defining and implementing strategy for local procurement if necessary in collaboration with Pharmaco and Dep phCo.
Alert the PhCo and dep phCo as soon as the buffer stock will be used.
Checks quality of drugs are in line with MDM internal and national regulations during the procurement process.
Participate on evaluation of potential local suppliers for supplies and equipment according to MDM standards.
Participate on selecting the suppliers (validated after QUAMED Local Market Assessment) for local purchase of drugs.
Store drugs according to instructions and standards.
Realize the pharmacy stock management (in/out) at the mobile clinic
Support drug dispensers/pharmacy assistant in the weekly drugs orders to MdM central pharmacy with the assistance of the medical supervisors, medical doctors and paramedics staff

Implementing an effective stock management

Create a pharmacy with appropriate storage, receiving and packing space and allowing to conduct a full medical inventory.
Organize the drugs storage according to international standards (route of administration, alphabetical order of International Non-proprietary Name, FEFO principle, clear labeling with INN + dosage + pharmaceutical form + expiry date)
Organize drugs, medical supplies and equipment for easy distribution and appropriate stock movement records
Ensure all boxes and items are proper identify and register in stock cards and excel.
Organize a monthly physical inventory and provide the stock balance at the end of each month to medical coordinator.
Monitor temperature of the pharmacy and fridge on a daily basis

Ensure that updated stock and consumption records can be provided upon request for any reporting
Assist in development and implementation of drug consumption tools in supported facilities and mobile clinics
Monitor the drug consumption by establishing/maintaining mechanisms of consumption record and inform Pharmaco and Dep phCo in case of any unusual consumption.

Support to health facilities and mobile clinics

Collaborate closely with and build the capacities of dispensers of supported health facilities and mobile clinics.
Conduct on the job training for dispensers in the mission.
Upon request, organize trainings on drug prescription and rational use of drugs for medical staff
Help to asses needs in health facilities and mobile clinics related to drugs storage and dispensation. Propose and fulfil any necessary changes required.

Planning, Reporting and attendance to different meetings

Prepare weekly activities plan with the support of Pharmaco and Dep PhCo.
Compile drug consumption per week, month and clinic
Compile information of inventory and consumption for the monthly analysis. Participate in a pro-active way to MdM internal meetings (medical, security…)
Participate to all the relevant trainings organized by MDM
Provide a report after each field visit with objectives achieved and recommendation to be followed.
Provide first draft of monthly analysis for revision of Pharmaco and Dep PhCo.

Liase/inform clinician, doctors and midwife about drug availability.

Suggest improvement measures of the FCRM and build capacity and understanding among MDM staff, partners and stakeholders on beneficiary accountability and FCRM.
Segregate feedback and complaints response mechanism (FCRM) data from the field to a summary complaint and feedback mechanism FCRM database
Organize all satisfaction, donors and accountability surveys
Collect complaints and feedback via suggestion boxes, monthly community consultation meetings with community men, women leaders, and any means implemented (for e.g.: toll free line)
Ensure a proper filing system for all the complaints and feedback received through the helplines

SUMMARY OF RESPONSIBILITIES
The Monitoring, Evaluation, Accountability and Learning (MEAL) Supervisor will play a crucial role in tracking MDM project(s) objectives at site and state level. The M&E Supervisor will be responsible for supporting the program team to ensure that program decisions are based on quality, up-to-date evidence and will promote an atmosphere of constant learning within the... team. He/she will ensure that MDM MEAL strategy and approaches are implemented and included in activity implementation. The M&E supervisor will travel frequently to the field location within Katsina on roving basis 60% of the contract period.
MAIN RESPONSIBILITIES
Under the direct supervision of the MEAL Advisor, the MEAL supervisor will also have reporting responsibilities to the Field Coordinator in his/her assigned site. He/She will be responsible to line manage the MEAL Officer, Enumerators. The MEAL supervisor will ensure the program quality of the implemented project(s) in the assigned site. He/she will:

Implement all MEAL activities in the mission while providing technical support to staff and local implementing partner on MEAL system strengthening processes and approaches.
Supervising the MEAL members under him on the day to day MEAL functions and ensure all operations is reviewed, validated, and reported promptly to enhance decision making. Tracking of indicators and monitoring progress performance, and providing detailed monthly reporting.
Will also be responsible for updating the MEAL Database (Monitool), support in creation of electronic data collecting forms and training of staff on same or any other data management approaches in line with MDM processes.

DETAILED ACTIVITIES
Monitoring, Evaluation, and Learning:

Support the development, review, and revision of M&E plans, and logical frameworks, with a focus on performance indicators and their measurement, and keep them updated with project activities, timeframes, and targets as relevant.
Support the Team in aligning M&E activities with project goals ; support the development, review, implementation, and assessment of the overall M&E framework for projects and funding proposals.
With support from the MEAL Advisor, facilitate the design of “SMART” objectives, logic models and theory of change, M&E frameworks, and evaluation plans.
 Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions, compare the activities done with the donor’s contract and requirements, generate data and indicator reports for assigned sites for tracking progress against key indicators on a monthly/quarterly basis (oversee the tracking of achievements and indicators for projects/programs at assigned sites).
Ensure adherence to specific monitoring, supportive supervision and reporting requirements.
With support from the MEAL Advisor, develop quality benchmarking tools for monitoring interventions and track the progress being made.
In coordination with the MEAL Advisor and program coordinators, provide technical support to local implementing partners in the planning, implementing of M&E systems and activities including using data for decision-making, and results reporting.
Support the development and facilitation of Collaborative Learning and Adaptation (CLA) tools and activities to help in the identification, analysis, and synthesis of lessons learned from program implementation; facilitate incorporation of lessons into the activity cycle with the program coordinators and managers.

Accountability:

With guidance from the MEAL Advisor, ensure the, set-up and implementation of the FCR-M systems in MDM project locations of intervention.
Lead monitoring of the availability, functionality, and effectiveness of the FCR-M system in the target health facilities and surrounding communities.
Support in creating awareness of the FCR-M system within the communities and site location.
Support capacity building and understanding of the FCR-M system by MDM and partner staff, community members, and other stakeholders.
Ensure operational compliance, accountability, and archiving of project complaints and feedbacks in the central data base in line with donor and organizational requirements.
Ensure beneficiary satisfaction survey to improve tailored aid response.

Capacity Building:

With support from the MEAL Advisor, conduct staff and partner capacity assessment on MEAL. Support the development and review of MEAL training materials and toolkits.
Support the development of the MEAL training strategy or roadmap and lead in the implementation and monitoring of its progress.
With support from the MEAL Advisor, conduct capacity training (accountability, monitool etc.) through workshops, and webinars (MS Teams, Skype, Google Meet, etc.).
Provide technical support to local implementing partners, including developing tools, logframes, data analysis, planning, and reporting.
Provide on-the-job mentorship and coaching to data collection focal persons, on good data management practices.

Management and Coordination:

Participate in project planning meetings, providing analytical feedback and support to inform technical decisions (in the absence of the MEAL Advisor).
Representation at a coordination meeting (in absence of MEAL Advisor) as well as other departments (programmes, finance, HR, operations and logistics) and provide updates/feedback on key issues.
Support the organization's communication strategy by providing input for content creation.
Represent the organization in MEAL Technical Working Groups (TWGs) at site and state levels.
Provide supportive supervision to MEAL officers while ensuring they are able to perform their roles and responsibilities coordinating with other departments.

Quality Checks, control, and compliance

Oversee the implementation of quality control processes and procedures to ensure the delivery of high-quality project outputs and services.
Establish quality control standards, metrics, and performance indicators to measure project effectiveness and efficiency.
Lead quality control inspections, tests, and reviews to identify deviations from quality standards and recommend corrective actions.
Provide training and guidance to project staff on quality control methodologies, techniques, and best practices.

Conduct baseline and end-line assessment with support from the MEAL Advisor

Coordinate data management through leading data quality reviews that support validation, quality and completeness of data sets.
Support creation and integration of data visualization using Monitool, Excel, and any other software such as MS Power BI and include these in reports, presentations, and information products.
Contribute to the development, implementation, and reporting of MEAL activities, including conducting routine monitoring and supervision visits, monthly learning sessions, quarterly and mid-term project reviews, impact assessments, baseline studies, final evaluation, and development and review of performance monitoring plans with relevant data collection systems.

Programming

Deliver one-on-one (Individual) and group counselling sessions to identified clients through MDM Clinics, and in line with MDM integrated approach

Support MHPSS Roving officer in delivering training, workshops etc. as outlined in the Project.
Deliver Health talk/sensitization on MHPSS related topics in MdM facility
Support in the creation of materials including publicity documents, workshops contents. 
Engage with the community to deliver and promote MdM MHPSS project activities in the designated locations.
Assist in writing monthly, quarterly, annual reports, monitoring and evaluation activity and progress reports of project activities including monthly reporting to the MHPSS officer.
On request support MHPSS Roving Officer and Medical supervisor in specific tasks
Actively participate in camp coordination meetings
Maintain a positive image of MdM at all times and in all circumstances.

Reporting:

MAIN RESPONSIBILITIES:

Under the supervision of the team leader, the Mobile Clinic Medical Doctor will be responsible for the following main activities to ensure the quality of care in the mobile clinics:
Provision of free of charge curative health consultations
Admission, weekly medical follow-up and discharge of the malnourished children in OTP program

TASKS DESCRIPTION:

Provision of free of charge curative health consultations
Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
Follow the basic medical rules of hygiene when performing curative health consultations
Participate actively in triage activities before to start curative health consultations
Perform curative consultations:

Take a proper medical history including:

Reason for consultation
Duration of the illness or complaints
Main symptoms
Past medical history and treatment.
Perform a correct physical examination:
Inspection, auscultation, percussion, palpation
Systematic checking of signs of severity
Diagnose and treat the diseases according to protocols in use (i.e. clinical guidelines)
Write the most important complaints, signs, symptoms, diagnosis and treatment on the patient’s registration form.
Explain the treatment to the patient
Give individual health education related to the patient’s disease
Manage emergency cases according to MdM protocols and regulation
Fill in the registration form for each patient, according to the diagnosis of the morbidity surveillance form
Check the immunization status for all EPI targeted children and referred the unvaccinated children to the vaccinator
Investigate any information regarding unusual health events or diseases outbreak, provided through any source
Ensure patient confidentiality is respected and treat all the patients with respect and dignity
Admission, weekly medical follow-up and discharge of the malnourished children in OTP program
Ensure that all the 6-59 months children have been screened (MUAC, H/W and edema)
Admit new cases in OTP program according to the criteria of national nutrition protocol and give systematic treatment for SAM cases Ensure weekly follow up of SAM cases and adapt RUTF doses
Discharge cases according to the criteria of national nutrition protocol
Refer complicated SAM cases to identified Stabilization Center
Fill in the specific OTP form
Collection, computerization and analysis of weekly epidemiological data
Perform the daily data collection regarding curative consultations
Participate to the weekly computerization and analysis of the medical data
Reporting and attendance to different meetings

SUMMARY
Under the supervision of the Medical Supervisor, the Registrar will be responsible for managing and maintaining health data collection processes. Key duties include the daily collection and entry of health data into MdM’s databases, ensuring data accuracy and confidentiality, and maintaining a clean recording area. The Registrar will coordinate data collection across various departments,... update patient records, and ensure the timely availability of data tools. Additionally, the role involves participating in internal and external referrals, supporting mobile clinic operations, and attending relevant meetings. The Registrar will report data management issues to the Medical Supervisor and contribute to health data analysis. The position also requires building relationships with stakeholders, adhering to security protocols, and ensuring the delivery of quality healthcare services.
DETAILED RESPONSIBILITIES
Program activities

Carry out day-to-day collection and entry of health data (e.g. patient’s data, date of visit, content of prescription) into the MdM’s spreadsheet and/or mission database.
Ensure data protection, in order to have reliable and up-to-date information.
Keep recording area clean and tidy
Participate in the compilation of weekly data, monitoring the trends of infectious diseases.
Make sure no data is missing.
Update patient’s card and correct mistakes on the OPD card if need be.
Ensure, promote, and maintain confidentiality regarding all information registered.
Ensure timely availability of data collection tools.

Team management

Coordinate the data collection processes among the different departments (OPD, Nutrition, MHPSS, SRH, GBV and Community Outreach).
Make sure all information related to the beneficiaries are clear and present in the patient’s card while coordinating with the different department.
Participate in the referral processes; both internal and external referrals.
Participate in the triaging (case-coding) of patient.
Support the crowd controllers in maintaining decorum in the mobile clinic.

Reporting and attendance to different meetings 

Attend the program weekly meeting.
In case of need, attend to the meetings requested by the Medical Supervisor.
Report any issue concerning data management to the Medical Supervisor.
Share all issues noticed in the mobile clinic with the Medical Supervisor.
Contribute to the weekly and monthly health data analysis.
Liaise with the MEAL Officers for efficient, quality data collection.

OTHERS:

Establish good relationship with the different stakeholders and partners (SMOH, WHO, UNICEF) in order to have a smooth implementation of the MdM project.

Mains Responsibility
The Medical TA is responsible for ensuring the quality of the medical services in the mission. The Medical TA manages the technical aspects of the activities of the full package of medical services (Primary Health Care and Nutrition) in the different operational sites.

Programme Support:

Realize the supervision of the medical activities
Analyse reports and data collection
Provide technical support on health program, to Project Manager and Medical Supervisors
Provide SoPs, guidelines and tools for medical teams in line with MdM worldwide standards and national standards.
Participate in the elaboration of the capacity building plan to partners and elaborate to training modules on medical topics
