MAIN RESPONSIBILITIES 

Under the direct supervision of the General Coordinator, the Humanitarian Access and Safety Manager (HAS Manager) in Abuja will be responsible to supervise technically the HAS Officers in the bases, to develop and follow up a context analysis mechanism, to adapt and implement a safety framework including trainings plan, to set up and maintain a network of relations with... authorities, other NGOs and field-level focal points, to proceed for assessment of new areas of intervention, request of access authorizations, to report and to anticipate security-related events, in accordance to national and MdM internal procedures, under a confidentiality based approach. 

ACTIVITIES DESCRIPTION:

Security management


Monitor the security situation in Nigeria, conduct risk assessments, participate in enforcing security and safety procedures and provide sound and timely advice to staff and management on safety and security matters.
Maintain contacts with local, national authorities, international state and non-state actors by compiling threat analysis, incident reports and routine security reports.
Liaise and advise timely and efficiently with the General Coordinator and the HQ Security Advisor regarding security incidents, threats or deficiencies which potential could affect operations: (to be uploaded on SyRIL and share point).
Ensure the implementation of safety, security policies and standard operating procedures (SOPs) as detailed by the HQ Security Advisor.
Create a weekly situation report as per MDM’s SOP, including a brief analysis of the security situation and share to the General coordinator.
Design and practice emergency systems, emergency communications and follow up the saferoom update for Damboa, Katsina, Maiduguri other MDM offices in Nigeria. 
Conduct and submit to the General Coordinator the site Risk Assessments for locations regularly visited by Médecins du Monde staff, including field locations.
Maintain the validity of emergency & contingencies protocols based on the applicable level as prescribed in the National Security Plan.
Ensure that communication protocols and CCTV camera system are implemented, and up to date.
Work with the logistics department on defining the needs, installation and maintenance of telecommunication equipment
Liaise with other humanitarian and emergency actors as well as international and national governments on safety and security matters.
Participate in the inter-agency meeting from INSO, UNDSS, UNOCHA and other national security forum in Abuja. 
Support the general coordinator on crisis management and decision-making process.
Ensure full safety and security briefings and debriefings to team members and visitors


HAS Team supervision and capacity building


Provide technical support to the HAS officers in the bases in close coordination with the Field Coordinator
Identify safety and security training needs, conduct trainings and capacity building actions through the development a set of training for the HAS team as well as other team members (e.g. project implementation, logistics, etc.)
Follow up monthly on the minimum operational security standards and the minimum operational residential security standards (MOSS and MORSS) for Damboa, Katsina, and Maiduguri offices and Guest Houses. 


Liaison with Authorities and Humanitarian Actors


Develop, maintain and establish an effective communication and good relationship with authorities and other humanitarian actors in Maiduguri, Katsina, Abuja and other areas of implementation in Nigeria, in order to proceed for: Facilitating visits of MDM staff with authorities, and obtaining access authorization for current and potential intervention areas
Keep informed the General Coordinator timely of any information concerning changes in the procedures in the context.
Network and liaison with INSO, UNDSS, NGOs, authorities and other key stakeholders on security, to improve security monitoring and analysis
Participate in any scheduled technical and coordination meetings when needed especially the field level civil military coordination meetings
To serve as an interlocutor with security forces in the field 


Assessment:


Participate in developing SOP, validation procedures and briefing prior to fieldtrips to new and/or sensitive areas in Maiduguri, Katsina, Abuja and other areas of implementation in Nigeria.
Develop and update a focal points database for info collection on permanent basis.
Carry out a thorough analysis of the security situation in the potential areas of intervention and provide valuable information and recommendations to the general coordinator
Identify relevant actors in the area and get involved in the actors mapping, including analysis of relationships and dynamics between different actors and impact on MDM intervention.


Project implementation:


Participate in the Project Cycle Management in the selection of project location, budgeting to guarantee security needs are funded
Participate in project review meetings to anticipate potential challenges related to security or propose solutions when issues arise to contribute in the project successes.
Identify possible places for team hibernation in the field and advise on adaptation of security pack based on new needs and context factors.


OTHERS:


Be flexible in performing his duties 
Inform immediately the General Coordinator in case of any security problem.
Participate in a pro-active way in MdM internal meetings that maybe requested


Essential Qualification:


University degree in social sciences or other related field; certification in security management course is an asset
Very good research and analytical skills
Proficiency in Microsoft office and Excel is desired
Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports, make presentations
Full command in writing, reading and speaking of English, Hausa, and Kanuri
Good intuition skill is desired

Mains Responsibility

The Medical TA is responsible for ensuring the quality of the medical services in the mission. The Medical TA manages the technical aspects of the activities of the full package of medical services (Primary Health Care and Nutrition) in the different operational sites.

SUMMARY:
Under the supervision of the Medical Doctor, the Drug Dispenser will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:

TASKS DESCRIPTION:
Stock management in link with mobile clinics

Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
Store drugs according to instructions and standards.
Realize the pharmacy stock management (in/out) at the mobile clinic
Calculate daily consumption for each item in order to anticipate any shortage
Do a weekly physical inventory of mobile clinic pharmacy
Prepare weekly drugs orders to MdM central pharmacy with the assistance of the medical doctors and paramedics staff
Monitor the supply quantity, expiration dates and quality of medicines and medical supplies.
Ensure pharmacy recommendations are applied

Distribution of drugs during the mobile clinics

Give the drugs according to the medical prescription.
Ask the medical doctor or the midwife to complete their prescription in case of incomplete information (dosage, duration…) 
Indicate the name, presentation and dosage of the drugs on the dispensing bag.

Main Responsibilities
Under the supervision of the Medical Supervisor, Health Programme Coordinator and Medical T.A, the Triage Nurse will be responsible for the following main activities to ensure the quality of care of patients:
Patient management:

He/She will be responsible for conducting brief clinical assessments that determine the clinical urgency of the clients’ presenting health... concerns and culminate with the allocation of a care category, which determines the time and sequence in which they receive services.
The Triage Nurse will also be responsible for managing client records; ensuring accurate data entry, filing/archiving and retrievals.
S/He will provide comprehensive triage (in-clinic and/or mobile) and clinical assessment service to clients resulting in safe and appropriate clinical decisions that reflect their healthcare needs.
Identification and isolation of suspected cases in the advent of an outbreak/epidemic (COVID-19, Measles e.t.c)

Program Objectives: 
Essential duties 
He/she will be responsible of ensuring GBV activities are integrated within the medical services package delivered to IDPs and host population in MdM’s clinics or supported Ministry of Health PHCC. He/she will follow-up the smooth implementation of MdM strategy for the response to GBV in Nigeria in close collaboration with the Program managers, medical... technical advisor and the MHPSS Technical Advisor.  
She / he will receive the support of HQ Medical and GBV referents.  
Support the provision of services to GBV survivors in MdM operational sites (MdM clinics, MOH PHCC)  

Based on the local context and in line with MdM overall strategy for the response to GBV, s/he is to ensure the quality of implementation and suggest adjustments to MdM strategy on GBV, in close collaboration with the GBV Desk Officer, the Medical Technical Advisor, and MHPSS technical advisor. 
Promote actively the GBV component within MdM program team to ensure that they perfectly adhere to MdM strategy on GBV in the interest of the survivors. 
Advise the clinic team (medical, counsellors, social workers) on ensuring the implementation of the planned activities, including emergency medical care, mental health and psychosocial support, and appropriate referral mechanisms following guidelines and strategy, through the Health Coordinator 
Ensure the quality of activities through regular monitoring and technical support of clinic team (medical, counsellors, social workers). 
Carry out and update a mapping of all actors responding to GBV and develop a strong network to foster information exchange and synergies.  
Lead on coordination with other actors to ensure safe referral for GBV survivors and make sure MdM internal referral pathway respect the guiding principles of the response to GBV. 
Actively participate to coordination efforts with GBV actors (ex: GBV sub cluster). 
Support of MdM Community Outreach Supervisor, to ensure that sensitization & awareness activities are properly carried out, with culturally appropriate message.

Capacity building / training 

Supervise the GBV technical officer for the provision of on job technical support to clinic staff involved in the provision of services to GBV survivors (medical, counsellors, social workers)  
Identify the capacity building needs of MdM and partner’s team related to GBV and provide trainings.  
Organize and/or facilitate trainings on the response to GBV, in line with MdM training materials available.  
Provide technical support to MdM partners for the smooth implementation of sensitization & awareness raising activities and the definition of key messages.  
Collaborate with the Medical Technical Advisor, MHPSS Technical Advisor (and team), to set up trainings and follow-up of the activities (medical and psychosocial care) towards victims of GBV. 

Communication & advocacy  

Participate in the development of external and internal communication tools to promote MdM operational model for the response to GBV in humanitarian settings.  
Take part, if necessary, with the MdM team, partners or other actors to advocacy activities. 
Participate in the dissemination of MdM’s approach, results and lessons learnt.   

Reporting, information management, coordination / representation 

Make sure the GBV data collection system is in place, respect confidentiality and safety and that GBV data collection tools are properly used, and indicators monitored. 
Share to deputy Genco in -charge of programs, Medical Technical Advisor and Program Coordinator any difficulties met in the field and propose solutions or adjustments.  
Participate to the GBV sub sectors meetings and actively contribute to coordination and common reporting efforts. 
If needed, participate to meetings with the State Ministry of Health or other stakeholders involved in GBV. 
Contribute to MdM monthly sitrep. 
Contribute to the preparation of new proposals or reports to donors.

Demonstrated 3-4 years professional experience in humanitarian settings, including at least 1 year of direct program management of GBV programs in the field.  
Excellent knowledge of international standards and guidelines on GBV in humanitarian settings and ability to implement GBV response in accordance with the guidelines  
Master’s degree in relevant field (public health, social work, gender studies, development studies, humanitarian affairs, or related social sciences disciplines). 
Knowledge, skills, and experience in providing/leading services to survivors of gender-based violence using a survivor-centred and multi-sectoral approach.

In this project MdM will be opening a new mission in North-West Katsina state (Zango LGA). 
The MdM community-based approach (CBA) seeks to empower the communities about theire rights to health and access to services that are available for them; we need CBA to raise people's awareness on health-related issues, so they are able to recognize signs of emergencies or life-threatening situations and... take precautions against epidemic disease. Additionally, MdMs CBA seeks to educate the community on malnutrition, hygiene practices, and the significance of immunization and sexual reproductive health and rights in reducing morbidity and death. MDM will increase its localization efforts by deepening the already existing partnership with partners and investing in capacity building. MdM plans to delegate the implementation of the community-based activities to partners, while MDM will focus on the capacity building. Partners will cover all community activities through an integrated approach. Partners will play a key function in informing and empowering communities in general on health-related topics with a specific focus on GBV and empowering people to disclose and report GBV when they see it in their communities. The partnership with partners will be supported by a memorandum of understanding explaining the roles and responsibilities of each party, which includes the monitoring, program and finical reporting and the capacity building supported by MdM.

Collection and analysis of health & pharmaceutical data
Ensure the implementation of data collection protocols, working closely with the database officer and HPC
Ensure accurate collection of MC/OTP data
Monitor the drugs consumption by establishing/maintaining mechanisms of consumption record and inform the Health Program Coordinator and Pharmacist in case of any unusual consumption, or stock shortages
Identify and rectify gaps or weaknesses in medical activities by using monitoring and supervision tools
Ensure rapid communication of suspect communicable disease to HPC
Developing coherent project implementation strategy
Assist in preparing and implementing operational action plan for MC and/or OT component in collaboration with MdM coordination team
Assist in the implementation of the project activities in collaboration with MdM coordination team
Assist MdM Health Program Coordinator and MdM medical coordinator in preparing data collection tools as well as medical and paramedics protocols
Reporting and attendance to different meetings
Prepare a weekly activities report to submit to the head medical supervisor
Compile epidemiological reports for inclusion in medical reports or any other relevant reports
Support the pharmacist to compile drug consumption report per month
Participate in a pro-active way to MdM internal meetings (medical, security…)

OTHERS:

Establish good relationship with the different stakeholders in order to have a smooth implementation of MdM project
Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
Inform immediately the security focal point in case of any security problem in the field

MAIN RESPONSIBILITIES
Under the supervision of the logistics officer , and in technical link with the base logistician , the Driver is in charge of driving MdM vehicles according to the MdM procedures, and assisting the logistics team for maintenance of the office/guesthouse/warehouse and loading/unloading goods and material into the cars.
TASKS DESCRIPTION:
Driving vehicles and passenger... safety and security of transported materials/equipment’s :

Following MDM driving Regulation
Adapting his/her behavior and driving to assure passengers' security, MDM equipment and the rest of road/street users (drivers, pedestrians, etc.).
Always drive according to the Nigerian circulation code and respecting speed limits
Always wearing safety belt while driving and ensuring all passengers do the same
Ensuring having a valid driving license and always have it ready for any eventual inspection
Ensuring that all necessary documents are valid and renewed before the expiration date (yearly road safety check, registration of main drivers with the Rental Company, etc.)

Maintenance of the vehicle

Checking on a regular basis the vehicle's motor, oil level, breaks liquid, air pressure of wheels, wind shield liquid, etc.
Alerting direct supervisor in case of technical problem or need for maintenance
Organizing or if possible carrying out of any necessary maintenance after validation of direct supervisor
Ensuring the vehicle is clean on the inside and outside
Ensuring all necessary equipment and material is present in the vehicle and in good condition (tools, spare wheel, airlift, belts, ropes, etc.)
Refilling the fuel tank each time the tank is at half of its capacity

Remaining stand-by in the office in between movements
 Other duties/responsibilities:

Realize small purchases following the orders of the logistics officer
Fill a logbook with kilometers and fuel consumption he does
Supporting the team for manual tasks (load/unload the vehicle)
Participate in internal work meetings and inform MdM team on log issues
Report any security related issues to the supervisor
Supporting operational organization of field trips
Maintaining full confidentiality for all work-related information

EDUCATIONAL REQUIREMENTS:

High School Diploma
At least 1year experience in same position
A good knowledge of Katsina context and its environs.

TASKS DESCRIPTION:
Security & control

Perform regular rounds around the enclosure MDM premises to prevent any external intrusion
Informed as quickly as those in danger in case of intrusion and contacted his supervisor as soon as possible with the available means of communication
Open and close the gate for inputs / outputs of individuals or vehicles
Check the entry and exit of visitors in... the secure area according to MdM rules (permission from MdM responsible, filling entry/Exit book)
Make sure that nobody enters the enclosure without permission and respect MdM rules (no weapon, registration…)
Check that the access doors are closed during non- working hours
Ensure that no MdM material comes out of the compound without permission from logistician
Report any incident occurring during the shift and, in general, report any information relating to the safety of the mission
In the end guard for awarding shift, carries a relief information by a physical inspection of the base to be note on notebook. Do not leave the base if the succession not arrived.
Always wait for the next shift guard before leaving and never leave workplace and the premises unattended for any reason.
Performs a safety device control so that it is firmly in place (closed doors, lights, fire extinguishers, radios, flashlights, generators, fuel reserves, water ...), and if not, notify the line supervisor.

MAIN RESPONSIBILITIES 
Under the responsibility of the HR/Admin Officer and with technical links with the logistic department, the Cleaner is responsible for Cleaning and maintaining, MDM Offices and Guest Houses and the premises 
S/He works within the organization policies and procedures in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission and to... respect MdM and donors’ guidelines.
TASKS DESCRIPTION:
Under the supervision of the HR/Admin Officer, the Cleaner will be responsible for the following activities:

Ensure the daily cleaning, and tidying of the Guest House, and Offices.
Ensure the daily cleaning of all rooms, balcony, shared areas, and offices.
Ensure the supply of fresh towels, and bed sheets to rooms on a regular basis.
Ensure the availability of cleaning materials ( tissue, napkins, soap, disinfectants mops, brooms)
Ensure the washing, and ironing of all bed sheet, cloths, and curtains of the Guest House, and offices.
Ensure that the compound is clean on a daily basis. 
Ensure that the trash bins are regularly empty, and clean.
Ensure the safety of all  items, and equipment placed at his/her disposal
Will respect the instruction given by the supervisor, 
Work with Logistics department to ensure the supply of safe drinking water to the office, and Guest House.
Clean the kitchen, and its surrounding 
Responsible for the items, and equipment placed at his/her disposal
Watering of the flowers
Pruning  and trimming of the flowers
Any other tasks as assigned.
