EXTERNAL AUDIT SUPPORT


Under supervision of the Line Manager, support on project audits in liaison with Awards, Finance staff and the relevant project managers ensuring donor compliance with responsibilities including:
Support with coordinating the entire process of external audits and if need be, accompany the auditors to field offices. 
Identification of documents required by the... auditor.
Sharing with the area offices the audit timelines and requirements.
Liaise with programmes and departments in providing management comments to issues raised by the auditors.
Clarify and share questioned transactions from auditors for cross department responses.
Support in coordinating entry and exit meetings with the auditors.
Archiving and document retrieval.
Track and communicate audit findings and recommendations to the Line Manager for sharing with SMT on a quarterly basis and follow up with relevant department to ensure corrective actions are taken.
Visit field offices and review internal processes (financial and non- financial) according to Save the Children regulations.
Document audit findings and report to the line manager.
Review award files, reports and documents prior to any in country donor audit, making sure that everything is present and that all main compliance points have been tested.


DONOR COMPLIANCE


Summarizing regulations and requirements for all Save the Children Kenya programme donors and all other major institutional donors and circulating to relevant staff.
Support in training budget holders, other departments, staff and partners in the relevant donor regulations, and promote awareness of the importance of adherence to all guidelines.
Take part in new award start-up meetings to ensure that budget holders understand donor compliance regulations.
Ensure Save the Children Kenya programme is complying with all applicable, reporting requirements and regulations.


PARTNERSHIP COMPLIANCE


Visit field offices and partners to review source documents and processes according to donor guidelines.
Document findings and report to budget holders and Line Manager.


INTERNAL SYSTEMS COMPLIANCE


Support in updating the operations teams, finance and partners with changes in donor regulations.
Make sure that document retention is in accordance with donor guidelines and a clear process is in place for regular secure storage.


FRAUD AND INVESTIGATION


Support in fraud investigation cases that may arise under the supervision of the Line Manager.

QUALIFICATIONS AND EXPERIENCE


Bachelor of Commerce degree in Finance or equivalent. 
Professional qualifications in Accounting (CPA part II or ACCA II).

What You’ll Be Doing (Essential Duties)


Lead the management of the program in line with USDA guidelines to achieve project objectives;
Lead overall program planning, putting in place team structures, technical and operational approaches, infrastructure, monitoring and evaluation (M&E), and feedback loops required for program delivery and success;

Required Qualifications


Post-graduate education (Master’s or higher) in development studies, international relations, agriculture, nutrition, public health, business administration, or a related field;

Proven leadership skills managing projects of a similar size and scope in developing countries facing complex, volatile, and uncertain contexts;
Demonstrated experience in managing program implementation, financial reporting, reporting procedures and systems, and staff;

The child protection coordinator will... provide technical support and strategic oversight on the child protection component of the FCDO-funded education project in Kaduna, Kano, and Jigawa to eliminate barriers to education and respond to the protection concerns of children and their families.
The CP coordinator will strengthen the child protection systems in the three states. As a single project integrating education and child protection, the CP coordinator must also have the capacity to manage and track results in other components of the project and coordinate activities on behalf of the project manager.
S/he will build the capacity of partners and the government to establish new or strengthen existing child protection and case management responses for children who are vulnerable to abuse, exploitation, neglect, and violence.
S/he will address child protection-related barriers to education by establishing or strengthening community-based referral systems and specialist services to support children in need.
S/he will work to transform the social, cultural, and religious norms that discriminate against boys and girls, including children living with a disability, and affect their ability to access education.
It entails the integration of child protection into the community-level catch-up clubs, incorporating family strengthening activities using the ecological model to build a support system around the child.
In close collaboration with the Programme Manager, manage project field activities, ensuring project objectives are being achieved and ensuring the efficiency and effectiveness of our field work.
Promote a Child Protection Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and local partners and working towards impact, scale and sustainability.
Working closely with the Project Manager, ensure that the project implementation strategy is clearly understood by the implementing partners, teams, and ensure that project plans and strategies are adhered to during implementation,
Establishment/strengthening of child protection referral pathways
Work with government child protection services, community and LGA-level actors and other service providers to strengthen referral and response mechanisms for child protection concerns as well as data collection and reporting platforms.

Ensure quality  timely reporting on progress as per SC and donor required quality standards.

Program Management and Implementation:

Ensure that other technical sectors in the state (e.g. Education, Community Mobilization) are coordinated, integrated and support each other to optimise the project purposes and objectives.
Provide updates to the Programme Manager at regular intervals
Ensure project team is undertaking monthly Awards review meetings and all actions implemented.
Inspire, lead and motivate the state team to deliver project objectives; including technical advisors and consultants, and the finance and admin staff working on the project.
Oversee the development and successful implementation of state work plans for the programme components.
Ensure compliance with all grant provisions, and timely fulfilment of the State programmatic reporting requirements.
Support the development of Detailed Implementation Plan (DIP) and procurement plan.

With Funding from ECW, the CP Officer will provide support to the Education and Child Protection Project in Adamawa and is responsible for ensuring that quality mental health and psychosocial support services and case management for children experiencing or at risk of abuse, neglect, exploitation and violence including GBV survivors are provided. Build the staff capacity to... provide direct meaningful support to children at risk and GBV survivors, mentor, supervise and monitor team activities and ensure effective coordination and networking system establishment to the rest of child protection team. The CP Officer will be expected to support on child protection sectoral assessment, project planning and coordination with other actors and clusters. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.

ROLE PURPOSE: 


The Accountability Assistant will be based in Adamawa and will work to put the children and communities we serve at the centre of our work by supporting the humanitarian response to integrate child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems (including information sharing and Feedback and Reporting Mechanisms) and support child... participation. This role supports the management of the FRM database by ensuring proper documentation and aggregation of FRM data and responding to feedback as well as support in providing detailed summaries of feedback to the program team during monthly and quarterly meetings. The Accountability Assistant will work closely with the MEAL, Safeguarding, and program teams to support accountability to children and communities.

KEY AREAS OF ACCOUNTABILITY: 

Information Sharing


Support the implementation of the Country Office Accountability to Children and Communities Framework. 
Support data collection on, and analysis of, of information needs, appropriate and trusted information sharing approaches, and inclusive and accessible feedback and reporting channels, based on primary and/or secondary data, led by the MEAL Manager / Accountability Coordinator.
Ensure information about Save the Children (SC) and its partners (where relevant) as well as key programme outcomes and activities are shared with children and the wider community in appropriate, timely and accessible ways. This may involve developing information sharing materials such as posters, facilitating the development of “Frequently Asked Questions” documents, and helping programme implementation and child safeguarding teams to develop information sharing plans. 


Child and Community Participation


Support child and community participation processes across the programme cycle (including in needs analysis, design, implementation, monitoring and evaluation). This could involve facilitating/supporting child-friendly discussions, adult focus group discussions, community meetings, child or community committees and other approaches. 
Support in ensuring participation is done in accordance to the 9 basic ethics of meaningful and ethical participation
Support capacity building of project team and partners on child participation


Feedback and Reporting Mechanism


Support the development and roll-out of accessible and inclusive feedback and reporting channels, to enable Save the Children to receive feedback from children and adults. The channels will vary depending on context, but may include focus group discussions, surveys, helpdesks, hotlines, face-to-face feedback, social media, and other channels. 
Ensure feedback is handled in line with the agreed Feedback Handling Standard Operating Procedure, and that feedback and responses are registered in the Feedback Database. Quality assures the documentation of feedback (quality of data, categorization, etc.).
In line with the Feedback Handling Standard Operating Procedure, receive and register feedback and their responses in Feedback Database. Make sure that feedback is logged in a professional and timely manner.
Refer feedback to the appropriate team, including rapid identification and referral of serious concerns such as those related to child safeguarding, unsafe programming, sexual exploitation and abuse, and fraud and corruption. 
Respond and communicate in a dignified and respectful manner with children and adults regarding their feedback, including informing them of what decisions have been made related to their feedback, and ensuring this is documented in the Feedback Database. Where relevant, support implementation staff to close the feedback loop meaningfully. 
Contribute to Programme Key Performance Indicator (PKPI) quarterly reporting at national level. 
Contribute to a strong understanding of child rights principles, accountability to children and communities and child participation through inductions and training, together with other Accountability staff
Contribute to the analysis and interpretation of feedback and findings from participatory processes for programme management and decision-making.


Safeguarding  


Ensure all safeguarding concerns received through the central toll-free line are reported on Datix. 
Follow up with safeguarding colleagues to ensure actions are being taken on reported safeguarding concerns.

Support, encourage and monitor the teachers supported by the programme to ensure children learn in a safe and protective environment.

B.Sc./HND with 3 years professional experience with education work e.g. in NGO/INGO or as a professional teacher.
