The Rome Centre for Climate Action and Energy Transition is seeking an Energy Finance Specialist to advance UNDP's mission in Kenya through the "Energy for Growth in Africa" programme. The implementing the partnership’s initiatives, working closely with the UNDP Country Office in Kenya to ensure effective coordination.
The primary focus of this role will be to identify and... support national and country-specific activities that can accelerate the clean energy transition, driving progress toward UNDP's energy objectives in the region. The Energy Finance Specialist will provide strategic insights and technical expertise to ensure alignment with both national needs and global energy goals, ultimately contributing to a more sustainable and resilient energy future for Kenya.
Energy Finance Specialist will be instrumental in executing the initiatives of the partnership and will collaborate closely with the UNDP Kenya Office to ensure efficient coordination with the supervision of UNDP Rome Center Energy for Growth in Africa Team. The Energy Finance Specialist will support UNDP Kenya in expediting the energy transition in Kenya, in accordance with UNDP's energy goals in the region. The position will entail creating new initiatives in a cohesive manner, with an emphasis on sustainable energy and climate change actions to capitalize on opportunities for enhancing and refining energy strategies tailored to the Kenyan context.


Duties and Responsibilities


The Renewable Energy Specialist will act as the focal point for the UNDP Rome Center's ‘’Energy for Growth initiative in Africa’’, providing essential advice and technical expertise, advocating for change, building relationships, and sharing knowledge in the areas of clean energy transition This role involves identifying regional and country-specific initiatives that can facilitate energy transition and support both regional and national climate objectives, aligning with the goals and scope of Energy for Growth in Africa. S/he will enhance the capabilities of the UNDP Kenya Office in the clean energy and climate sectors by offering specialized expertise and technical skills, particularly in these key areas:


Project Identification and Origination:


Identify clean energy projects that lack sufficient capital for development; 
Develop and maintain a pipeline of clean energy projects in collaboration with UNDP Country Office;
Coordinate with stakeholders to align project identification with national priorities and the objectives of the Energy for Growth initiative;  
Develop a country engagement strategy for Kenya, analyze current economic trends, identify emerging opportunities, and align efforts to promote Energy for Growth initiative in Kenya. 


Build Strategic stakeholder Engagement and Coordination:


Engage with energy sector stakeholders—including government agencies, private investors, and development institutions, particularly G7 development partners, to foster collaboration and ensure alignment with G7 priorities;
Lead and support the development of partnerships with relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector and civil society organizations to pursue institutional and policy development for effective implementation of the Energy for Growth initiative;
Develop and execute a comprehensive engagement strategy for Kenyan ensuring that stakeholder engagement align with the objectives of the Energy for Growth in Africa initiative;
Support the organization of stakeholder meetings and related events and prepare technical advisory work, policy, and communication materials including advice to the country office’s related approaches and initiatives in the area of energy access and transition;
Map and engage key stakeholders, including government agencies, Development partners, NGOs, private investors, and energy service providers.


  Lead Project Risk Mitigation and Enhancement:


Provide technical expertise to assess the risks associated with the identified energy projects, particularly in terms of financing and bankability;
Advice and implement de-risking mechanisms, including technical assistance, catalytic funds for blended finance structures, and insurance for political and off-taker risks;
Collaborate with financial institutions and other partners to ensure project risks are addressed effectively to enhance the attractiveness of projects for investment.


Lead knowledge and capacity building, knowledge sharing and technical Assistance: 


Provide technical expertise and strategic guidance to clean energy projects at the development stage, including feasibility assessments, power purchase agreements, and environmental and social impact assessments;
Lead and support the UNDP Country Office in building capacity related to clean energy project preparation and implementation;
Lead and support country programming that links and strengthens existing efforts on long-term energy planning (e.g., as stated in Nationally Determined Contributions (NDCs), as well as flagship initiatives.


Reporting and Monitoring:


Prepare a quarterly report on project progress, including updates on project identification, risk mitigation activities, stakeholder engagement, and investment facilitation;
Prepare regular report on the status of engagement with G7 and other development partners covering key developments, collaborative initiatives, challenges encountered, and recommendations for strengthening partnerships;
Develop monitoring tools to track the implementation of supported projects in achieving energy access and economic development objectives;
Provide feedback and lessons learned to enhance the impact of the Energy for Growth in Africa initiative.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The Energy Finance Specialist will work under the direct supervision of the "Energy for Growth in Africa" team lead at the UNDP Rome Center, with a second reporting line to the Deputy Resident Representative for Programmes at the Kenya Country Office.

Required Skills and Experience

 Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of professional experience in executing clean energy projects in Kenya, offering policy guidance and program support in the broader fields of sustainable development, climate change, and green growth across various development scenarios.

Experience in providing operational and project/programme management support for projects/programmes related to sustainable energy and climate change, prior work experience with UNDP;
Experience in demonstrated capacity in elaborating investment plans in the field of energy, particularly in the field of energy access and transition with a focus on energy financing mechanism;
Experience in creating energy investment facilities, mobilizing resources, engaging partnerships, and managing risks for clean energy investments with UNDP or other international organizations;
Substantive understanding of energy policies, regulations, and incentives at local and national levels, notably in Africa;
Experience in developing strategies for unlocking renewable energy financing (working experience with actors such as IFC/ World Bank, Africa Development Bank, Africa Finance Corporation, European Investment Bank and other Multilateral Development Banks);

Duties and Responsibilities


The Project Coordinator will be responsible for providing managerial leadership to the project, managing and supporting the day-to-day activities and resources of the project, with special emphasis on coordination and networking, management, and mobilization of resources.
Under the supervision of the UNDP Global Advisor on Community Security Specialist, and in... close coordination with the rule of law, justice and security team, the Gender Team and USPC, the Project Coordinator will:


Ensure effective management of the project by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project’s progress through monitoring, evaluation and reporting


Managing and coordinating the implementation of the respective activities based on the relevant project documents, including, as needed, consultants and experts to achieve project results;
Developing comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones;
Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and setting deadlines including monitoring of the financial resources and accounting to ensure accuracy and reliability of financial reports;

Education


Secondary education is required 
A university degree in Business Administration, Public Administration, Finance, Economics or equivalent will be given due consideration, but it is not a requirement.
CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Duties and Responsibilities

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Development of indicators, monitoring and tracking of results of the various projects in the resilience hub, in close coordination with all business units of the regional programme for Africa; 
Implementation of Project Quality Assurances (PQA) milestones, based on the Regional Programme for Africa guidelines; 
Implementation of donor intelligence and partnerships mapping, using the UNDP online interfaces, including the Unity Platform on Quantum+;
Tracking of corporate milestones, reporting obligations and other program milestones related to donor funded project, to strengthen the reputation of UNDP.


Contribute to the financial resources management, in close coordination with the RSCA, and focusing on achievement of the following results: 


Implementation of proper planning, expenditure tracking and audit of financial resources, including extra-budgetary income in accordance with UNDP rules and regulations; 
Performance of Level 2 Approving Officer in Quantum for voucher and Treasury transactions approvals, bank reconciliation, etc. Approval of pending disbursements as the “third authority” (checks, bank transfers, EFT), approval of bank reconciliations;
Management of cost-recovery mechanisms for RH services provided to projects and UN Agencies, including ensuring the preparation of proforma invoices for UN agencies; 
Organization and oversight of RH cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site; 
Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff at HQ of the results of the investigation when satisfactory answers are not obtained; 
Member of bank signatory panel. Transaction and stop payment approval on internet banking system; 
All financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures. 


Actively support efficient procurement and logistical services focusing on achievement of the following results: 


Resilience Hub compliance with corporate rules and regulations in the field and contributes to the elaboration of the CO procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e- procurement promotion and introduction, performance measurement, PROMPT; 
Contributes to the elaboration of the Resilience Hub contract strategy including tendering processes and evaluation, guiding the management of contracts and contractor and legal implications;

Will be the focal point for all OMT related activities such as HACT, Resilience Hub Audit, private sector due diligence, MOSS & MORSS and Common premises. 


Actively supports common services organization and management, establishment of partnerships with other UN Agencies focusing on achievement of the following results:


Maintenance of coordinating machinery to assist in the implementation of activities on common services and implementation of the UN reform; 
Implementation of harmonized approach to common services management with analysis of requirements and elaboration of proposals on common services based on best operational practices;
Research and identification of systems and applications for optimal content management, knowledge sharing, information provision and learning including e- registry, web-based office management system, etc;
Proper planning and tracking of common services budget and of Agencies contributions to the common services account.

Required Skills and Experience

Education:


Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or related field is required. 
A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.


Experience:


Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services and/or managing operational systems and establishing relationships with international organizations and national governments; 
Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems such as ERP is required; 
Experience and good knowledge of Quantum is highly desirable;
Experience in providing operations and programme support functions to programmes and projects is an asset;
Excellent interpersonal and communication skills and experience working collaboratively in small and large multi-cultural teams within and across organizations is desired;
Previous experience with the UN is an asset.

Duties and Responsibilities


Assist the Country Coordinator (Programme Analyst) in recruitment of UN Volunteers
Circulate UNV vacancy announcements within the UN system.
Support UNV Recruiters to contact potential candidates to check their interest and availability for national assignments.
Follow up with potential candidates to complete required documentation in UVP.
Support... arrangement of interviews in consultation with host institutions/Invite shortlisted candidates for interviews.
Support preparation of interview reports and uploading into UVP
Ensure that arrival entitlements are processed by the VSC team on time.
Prepare briefing packs and arrange orientation/security briefings for new UNVs. 
Conduct induction for incoming UN volunteers. 
Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
Interact with newly deployed UNVs to ensure successful settlement and integration with host institutions. 
Maintain personal files of UNVs ensuring that all correspondence and matters requiring action is brought to the attention of the Programme Analyst.
Provide required input, where appropriate, in managing and monitoring assignments, i.e., keep track and monitor contractual status of all volunteers including contract extensions, resignations, terminations and follow up on respective replacements via UNV systems – Unified Volunteer -Platform (UVP).
Assist UN Volunteers to submit appropriate background documentation for processing any other entitlements due to volunteers.
Maintain up to date lists of serving volunteers, maintain up to date leave records of all UNVs and support separating UNVs with exit formalities.
Assist in planning and coordinating UNV events - IVD, UNV Retreats, innovative initiatives and any other activities which promote volunteerism and celebrate strengths and contributions of volunteers.
Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Support awareness and outreach  activities to UN hosting agencies and potential partners on the UN V Offer, modalities and categories. 
Follow-up with serving UN Volunteers to complete the Volunteer Reporting Application (VRA).
