Summary
VillageReach is seeking a Finance& Administration Assistant who will work under the direct supervision of the CFO. This role will support the organization in coordinating the financial and administrative operations of all programs globally for VillageReach.  Under direct supervision of the CFO, the Finance and Administration Officer will be responsible for overall maintenance of financial... records, processing of payments, maintenance of assets, coordinating all operational activities and general administration of VillageReach offices. This position will be located in Sub-Saharan Africa with preference for countries where VillageReach currently has staff: Malawi, Mozambique, Democratic Republic of Congo, South Africa, Kenya, Cote d’Ivoire, Nigeria, Tanzania, Uganda, or Zambia.

Financial Management
Perform daily duties such as:

Maintain a system of financial documents and supporting files, including proper substantiation of payments made including proper approvals and coding, that ties to the General Ledger within sage Online;
Manage petty cash, payments, and record expenses;
Review and process payment requests; operational and travel advances requests,
Monitor advances and reconciliation of expenditures using Concur expense platform;
Prepare, collect, compile and declare sums paid to third parties
Support monthly duties, such as:
Submission of monthly financial report due to HQ;
Submission of monthly cash request due to HQ;
Perform any adjusting entries created during finance items review process;
Reconcile balance sheet accounts, including banking, petty cash, advances, prepaids, and accounts payable.

Administration and Coordination:

Recommending, implementing, and maintaining efficient systems.
Handling finance communication, managing the finance e-mail and other finance related email inboxes; and ensuring timeous acknowledgement and feedback on all finance related matters.
Compiling, coordination, and maintenance of the annual finance calendar and ensuring that timelines and deadlines are adhered to.

Resource Management:

Assisting in the procurement and maintenance of office equipment, furniture, computers and other assets including managing and updating the inventory of office assets.
Any other duties as required.

REQUIREMENTS

Education & Experience:

Bachelor’s degree in Business Administration or Accounting (or similar) required or equivalent education and experience
 Fluency in English; both written and verbal
 At least 3 years of professional experience with at least two of those managing accounting, grant finances and compliance; public sector grants a plus
Demonstrated financial management skills within the non-profit sector
Financial and bookkeeping acumen
Experience with financial reporting
Demonstrated familiarity with financials tools, expenses allocations, contract language and grant cost policy adherence.

Gender-Based Analysis (30%):

Conduct comprehensive gender-based analyses to identify and address gender disparities as part of the programs, such as related to supply chain strengthening and research. Example of programs include... using community based participatory research to understand barriers to immunization.
Guide program and country teams in conducting gender analyses and incorporating gender considerations into program design, monitoring & evaluation, and dissemination.
Collaborate with teams to integrate gender perspectives into all stages of project development and implementation.
Develop and implement tools and methodologies for gender-based analysis.
In coordination with internal teams, regularly undertake landscaping reviews to identify the organization’s own state of gender integration at the programmatic level.

Gender-Responsive Programming (50%)

Support the following programs to incorporate gender in process indicators and improvements in design
Bodies of work under Supply Chain Integrators program
Next Generation of Supply Chain in provinces with high numbers of zero-dose children in DRC
Supporting provinces with high numbers of zero-dose children with the implementation of the Equity Accelerator Fund (EAF) in DRC, in coordination with gender specialists in the country
Ensure costing for programs incorporates gender-responsiveness in design.
Work closely with the research, evidence and learning team to regularly assess the quality of gender integration into programs and initiatives, and design necessary improvements in close consultations with relevant VillageReach staff.
Publish papers and articles on VillageReach’s deployment externally, including but not limited to UNICEF’s IGE portal

Gender Strategy Deployment (20%)

Lead the implementation of the new gender strategy for programs and teams within VillageReach.
Offer expert guidance and one-on-one mentoring to VillageReach staff in integrating gender perspectives into existing and future program documents, including theories of change, process indicators, funding proposals, and research reports.
Actively participate in annual work planning to include gender sensitivity into the design and implementation of programs.
Conduct semi-annual or quarterly reviews to assess progress and ensure implementation of the strategy is aligned with overall goals.
Identify new donors and areas of funding related to gender
Serve as the organization’s gender integration thought leader and key resource person responsible for offering strategic guidance, analytic support, and capacity building.
Serve as the organization’s external focal point for all gender-related communications including but not limited to new funding proposals, webpages, and externally published thought showcasing thought leadership in this area.
Represent the organization in key donor and government counterpart engagements, and/or public forums, related to the integration of gender considerations into program design.

The Manager... oversees a portfolio of awards, manages a Grants & Contracts Associate, and has dotted-line oversight of award associates globally for their adherence to Grants & Contracts standard protocols. Description
Training and Procedural Oversight (60% FTE)

Work collaboratively across teams to prioritize updates to policies and SOPs related to compliance, contracting, business development, and award management policies
Partner with Grants Accountant and Controller on key financial policies, systems updates, and protocols that will strengthen award management and financial risk management.
Partner with Finance team on budget system and financial visualization tools to strengthen award management and opportunity budgeting data availability.
Audit adherence to policies to determine where gaps in tools and training exist; perform escalation protocols
Develop and refine trainings for incoming grant managers, award associates, and business development leaders on protocols across offices
Monitor portfolio of awards to audit financial compliance, grant performance, adherence to VR policies; meet with award manager at least quarterly

Business Development Support (25% FTE)

Ensure correct set-up, review, approval, and system upload of budgets for new business development opportunities within portfolio
Partner with Finance leadership to ensure all required approvals are integrated into standard protocols
Develop/refine and lead trainings to enhance business development: common donor guidelines, how to use budget templates, where to find key budget information
Work with finance leads across geographies to keep budget template up to date with standard expenses, recent staff hires

Strategy and Management (15% FTE)

Support the Ministry plan the transition of the 7-1-9 COVID-19 line from Safaricom to the Kenya MOH in line with the 1-year work plan (60%)

Work with the Health Promotion Call Center Focal Point to develop, establish, and coordinate a... Task Force with relevant MOH and Safaricom members, to move the transition of the 7-1-9 line from Safaricom to the MOH and establish and implement a decision-making Steering Committee from across key stakeholders in different departments and ministries within the government, as well as donors and partners.
With support from the MOH and VillageReach Director, Digital Solutions, Health Center by Phone (HCBP) Technical Lead, and Director, Global Programs, support the Task Force to finalize a 5-year strategy for the program, 1-year work plan, transition strategy and plan, Human Resource staffing plan, post transition financing plan, and validate the costs
Help gather the costing materials needed for the 5-year strategy, 1-year plan, and ministry budgets.
Facilitate the development of the key KPIs needed for the call center.
Work with the MOH to develop a private sector strategy to manage relationships with Mobile Network Operators and technical service providers.
Build the capacity of the focal point to work with Safaricom to implement the transition plan.
With support from the Director, Digital Solutions and the HCBP ICT Manager, work with the ICT Department and Primary Health to develop a requirements list and configuration needed for the Customer Relationship Management (CRM) system and dashboard that meets the needs of the MOH.
Work with the MOH to determine any needed regulatory policies to operationalize and regulate the hotline.
With support from the MOH and VillageReach Director, Digital Solutions, Health Center by Phone (HCBP) Technical Lead, and Director, Global Programs, co-develop the Standard Operating Procedures for the call center using existing SOPs from the Malawi Health Center by Phone and coordinate with the Focal Point to get the SOPs validated by the appropriate officials.
Compile and develop, as needed, the Frequently Asked Questions (FAQs), Interactive Voice Recordings (IVR), and written COVID-19 specific materials for the first phase of the call center.
Co-develop the Training Materials for the call center using existing training materials from the Malawi Health Center by Phone and work with the Focal Point.
Support the Focal Point in training call center staff.
Monitor the Call Center checklist and provide updates towards progress at weekly meetings.
Hold weekly meetings with the Director, Health Promotion and Director, Primary Health Care Services, and VillageReach to keep them abreast of the progress made towards achieving monthly action plans.
Support the official launch of the Call Center.

Map the existing hotlines for manual and eventual electronic transfers from the hotline in line with the year 2-3 activities in the 5-year strategy (10%)

Compile a database of services and locations of services offered to integrate in the reference materials for the call center staff and eventually electronically allow for transfers

Oversee a technical assessment of what would be needed to integrate existing hotlines in line with the year 2-3 activities in the 5-year strategy (20%)

Work with the VillageReach HCBP Technical Lead, Director Digital Solutions and ICT MOH to develop a requirements list for what would be needed technologically to integrate other hotlines into the call centre.
Work with the VillageReach HCBP Technical Lead, Director Digital Solutions and ICT MOH to develop a Request for Proposals from technology service providers for the government to release for assessing the technology of existing hotlines and integrate the MOH Call Center with those lines by the end of year 2.

Support the MOH in their planning for the expansion of the call center to additional health topics and referral capabilities from a technological perspective in line with the year 2 activities in the 5-year strategy. (10%) 
(Programmatic support for FAQs, IVR, protocols, etc. for other health topics would be provided by through other VillageReach staff support.)

Develop a requirements list for what would be needed technologically to integrate other health topics into the call centre.
Develop a requirements list for what would be needed for the dashboard and what KPIs would need to be tracked to integrate other health topics.

Technical qualifications: Fundamental analytical and conceptual thinking skills, proven experience in integrations requirements analysis & documentation for healthcare information systems, some technical background or call center experience and project management for technical activities.
Experience workingwith Ministries of Health officials in Kenya. Ability to work with high level officials and understand the nuances of working with government.
Experience with health call centers, digital health, or other relevant topics. Working knowledge of digital health systems and understanding of how to develop technical requirements list.
Management and Coordination skills. Ability to manage large amounts of work and work with others to accomplish the set objectives.
Significant health experience. Experience in working in the health sector.
Writing skills and research skills. Experience writing official documents and compiling large amounts of data and data and information, and clearly communicating complicated topics to a variety of audiences.
Communication and interpersonal skills. Strong communication and cross-cultural management skills.
Personal qualities.Energy, intelligence, diplomacy, attention to detail, organizational skills, sound practical judgment and the ability to work independently without supervision.

Education & Experience:

Bachelor’s Degree in Business, Information Technology or related field. MBA or equivalent level qualification is an added advantage.
A minimum of 5 years of experience in business analysis or a related field.
Project Management Certification is a distinct added advantage

This position has no supervisory responsibilities.
