Budget Planning


Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies for WFP Somalia CO.
Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
Create and review... budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures
Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.


Resource Management


Monitor and provide advice on fund utilization, and advance financing, loan and borrowing/ repayment and refinancing arrangements, alerting Country Directors and CO Leadership team to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and proposing appropriate solutions.
Monitor and provide advice on actions related to project closure and resource transfer.
Represent the unit at internal meetings/committees/working groups as required, to obtain and provide information from a budget and resource programming perspective


Pipeline Management


Monitor the resource pipeline to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.


Reporting


Collate and analyze data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
Provide regular reports progress on WFP Projects under the different SO’s and for donor grants.
Review and update CO specific reports, including- donor reports, executive briefs and sitreps for both external and internal audiences, ensuring data consistency across a wide range of reporting material


Other


Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals, and guidelines.
Supervise GS staff.
Perform other relevant duties as required.


Qualifications, Experience And Skills Required


Education: Advanced University degree in Business Administration, Finance, Economics, or other relevant field, Or first University degree with additional years of related work experience and/or Training/courses.
Experience: At least 3 years of postgraduate progressively responsively professional experience in financial, budgeting and accounting Systems in commercial enterprises, national governments, or international organizations.

As an Investigation Officer, you will take part in internal reviews and assessments of received complains and allegations, efficiently plan and undertake complex investigations and prepare comprehensive reports. A large emphasis is placed on coordination of the work of investigative teams, development of policies and procedures, provision of advice on best practices with respect to investigations... and guidance/training to other staff. BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The NGO FLA Partnerships Management Officer will be responsible for overseeing the management of all field level agreements and contracts between WFP and its NGO partners. The Officer will ensure that all agreements are in compliance with legal and organizational requirements, and that they are implemented effectivel7 and efficiently in the field.

ACCOUNTABILITIES/RESPONSIBILTIES:

Resource Mobilization 

Support the coordination of donor accounts and ensure adherence to obligations agreed with donors to WFP in Somalia.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Deputy Head of Unit, the incumbent will support WFP’s emergency preparedness and response work, and be responsible for the following:
Response

Monitor the performance of emergency response, including by maintaining a performance monitoring dashboard for the main emergency operations in the region, and escalate issues of... underperformance for resolution.
Refugee Economic Self-Reliance: Support Country Offices with the rollout of programmes that support economic self-reliance of refugees (and their hosting communities). This includes technical advice and strategic guidance with a focus on supporting programmes/transition models from relief food assistance to economic self-reliance.

Preparedness

Monitor food security and nutrition risks and hazards, including by maintaining a risks monitoring tracker (elections, climatic hazards, conflict dynamics, health crises, etc) for the region to inform preparedness and response actions and prioritisation.
Monitor CO readiness for risks in the above-mentioned tracker.
Support RBN Country Offices with the implementation and rollout of the Emergency Preparedness Checklist (EPC) in close coordination with the Preparedness lead.
Support the Preparedness lead in ensuring coordination between EPR and AA on preparedness and response activities.

Reporting

Lead the writing of a quarterly Forced Displacement brief, summarising displacement trends in the region accompanied by WFP’s response.
Support the Budget and Programming Unit in developing a quarterly Refugee Report to UNHCR, emphasizing ration levels and pipeline.
Lead or contribute to other reports and analysis relating to EPR in the East Africa Region; including Situation Reports, fundraising documents, and talking points/briefs for senior management.

Knowledge Management and Culture Change

Support the implementation of the RBN Knowledge Management Strategy (EPR Unit Focal Person). This includes EPR contributions to the Project Cycle Management (PCM) unit’s knowledge management initiatives, and compiling EPR reports.
Facilitate dissemination of EPR lessons learned and best practices regionally.
Plan, coordinate and help facilitate EPR regional workshops, annual performance planning, and other events or trainings, as needed.
Support onboarding of new EPR staff (EPR Unit Focal Person).
Support RBN workplace culture (EPR Unit Culture Change Champion).

Other

Contribute to EPR support to Country Offices to plan and design emergency response programmes (typically related to CSP Strategic Outcome 1), with a likely emphasis on General Food Assistance programmes (in-kind, cash-based transfers, vouchers, wet feeding/hot meals, etc).
As required, provide technical advice for the planning, formulation, and implementation of food assistance strategies by WFP, Cooperating Partners and host governments.
As required, represent the EPR Unit in both internal and external fora relating to emergencies and humanitarian coordination.
Contribute to EPR support to WFP Country Offices to strengthen capacities in EPR. This includes supporting training for WFP as well as partners including National Disaster Management Agencies in areas related to Disaster Risk Management. Support other capacity strengthening initiatives as required such as Simulation Exercises.
Deploy directly, sometimes for extended periods, to Country Offices as required to support implementation of WFP humanitarian operations (for preparedness or response).
Other tasks as assigned by supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

A Master’s degree in one of the following fields: social sciences, humanitarian/disaster management, development studies, public policy and management or other related fields, or a first university degree with additional years of relevant work experience and/or training/courses.

Languages :

Fluency (level C) in English language essential. Arabic and/or French advantageous.

Experience:

A minimum of 5 years of relevant professional experience in humanitarian or emergency programme management or implementation.
Demonstrated experience working in close partnership with Government and key stakeholders in the field of disaster risk management or humanitarian action.

THE ROLE
To support receipt/dispatch and verification of commodities in order to maximize quality of warehouse operations and mitigate losses, and to support the best storage management practices in compliance with WFP warehouse guidelines and standards.
KEY ACCOUNTABILITIES(not all-inclusive, nor exhaustive):

Prepare and issue to tally clerks offloading work orders from LESS for all received... WFP food commodities through trucks and containers.
Confirm receipt documents, duly filled offloading work order against service providers tally sheets to be in order and proceed to capture the receipts in LESS system real-time as per physical documents.
At end of receiving, reconcile received stocks against physical stocks and ensure both are matching.
Check for stock condition in the system and verify through tally clerks that is in good physical condition before issuing loading order.
Strip containers in the system as per superintendent reports received.
Ensure all excesses, losses, damages during receiving are appropriately captured in the system.
Issue loading orders for trucks or containers presented for loading after confirming against approved truck list.
Check from LESS system that presented truck have been duly planned and has both shipment and outbound delivery.
Issue waybill for loaded truck or containers real-time as per signed tally sheets.
Participate in month end physical inventory count and reconciliations.
Report on unfit for human consumption stocks in the system for disposal actions to be taken.
Perform warehouse inspection to ensure commodity are stored in conditions meeting WFP standards.
Directly supervise third party warehouse staff as well as WFP vendors working at the warehouse.
Ensure proper filing of all food movement documents at Kilindini warehouse.
Create stocks in the system for all deliveries where suppliers deliver at the warehouse or loadings at supplier sites (FCA Mombasa)
Monitor stock expiry in the system and report for those with 6 months and less to enable action to be taken.
Issue required warehouse reports after receiving inputs from storekeepers.
Prepare Daily Operations Report for the previous day and ensure submitted to labor team on time.
Perform any other duties as assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE:

Education: Successful completion of secondary school education. Training in stores management or related course is desirable.
Experience: Three or more years of relevant work experience.

Knowledge and Skills:

Experience monitoring various aspects of logistics operations.
