Ensure all data are fed into OpenMRS, webPPR, Site database and state DHIS.
Daily entry of records into the OpenMRS for effective storage and backup for effective monitoring and assessing the performance of client’s health and program at site level

Work closely... with the HIV care/treatment and HIV testing teams to reach out to HIV positive clients encourage them to come into care and monitor their linkage and engagement in medical care.
He/ She will make phone calls, arrange home visits and work with community structures to reach newly diagnosed HIV positive clients that haven’t been linked to care and treatment.
He/ she will make notes and regularly update the appropriate linkage and retention tools when they contact the client.
Work with the clinic team to identify, follow-up and support clients that miss clinic appointments and those that disengage from care.
In conjunction with Community Tracers, conduct community follow up of clients that cannot be reached on phone.
Support the clinic team to trace, contact and bring to care those clients that are urgently required to return to the clinic e.g., those with unsuppressed viral load, positive TB test etc.
Monitor the clinic phone line for calls that come in during non-operation and operation hours and effectively respond.
Identify and document barriers clients experience in accessing HIV Care and other services and work with the client using a strength-based approach to identify solutions and overcome the barriers.
Reach out to partners of clients that recently tested HIV positive and invite them to the clinic for HIV counseling and testing services.
Arrange appointments with other peer clients, counselors and other staff, CBO with the client when necessary.
Reinforce treatment goals that clients develop with medical care providers during one-on-one or group counseling sessions.
Document linkage and navigation data from client encounters.
Assist with liaising clients and community-based case management providers once they are successfully re-engaged in medical care.
Assist with reporting requirements including documenting data for reports, preparing reports and submitting data to line managers.
Assist with program wide activities including attending meetings.
Assist with other AHF activities as requested and to perform other duties as may be assigned.
Ensure that >90% of newly tested positives are linked to care while >90% of all clients both new and old are retained into care.

Provide laboratory support to AHF supported sites and monitor adherence to standard laboratory protocols and guidelines. Involved in training, support supervision, mentorship, and team building exercises for laboratory staff.

Directly supervises laboratory technicians and other lab personnel on routine lab assays,... demonstrates experience in viral load sample management, automated and semi-automated equipment handling and use (running the Cyflow for CD4+, Chemistry and Hematology machines). Ensures quality management system in the lab and implementation of laboratory services in line with approved QC/QA protocols at supported healthcare centers.

Essential Duties and Responsibilities:


Provides routine and basic laboratory services for PLHIV attending the health facilities as required. 
Supports laboratory services provision, ensures standard, and current practices are in place for maintaining high quality laboratory services including calibration, standardization, and maintenance of automated or semi-automated instruments following established procedures.
Participate in EQA and proficiency testing activities.
Support in ensuring compliance and implementation of laboratory protocols for all lab technicians and assistance involved with the lab function, including maximizing the use of available resources. 
Coordinates with all laboratory vendors (external contractors) and supported sites to ensure that the process of handling patient samples and delivery of results is efficient and effective.

Essential Duties and Responsibilities:

Leadership and Management 


As a coordinator, he/she oversees medical, AHF operations in the State and supports the Country Program Manager to efficiently and effectively deliver quality clinical services in the state/region. 
He/she will lead the expansion of AHF Program within the state.
Provide technical support to Prevention and Treatment program and ensure linkage of outreach activities to treatment and care program through well-established processes of patient linkages and service integration
Attends key technical partners meetings and provides feedback to management through the Medical Director.  
Ensure that CMEs are conducted in all sites and participates in the facilitation of CME sessions.
He/she participates in staff need assessment and induction of newly hired staff. 
He/she participates in setting performance targets and staff appraisal, disciplining and addressing complaints of employees under his/her supervision. 


Clinical Responsibilities:


Ensure the standard quality of clinical services at all AHF supported sites in his/her region.
 Provide periodic comprehensive support supervision report, adhering to the tools provided by AHF
Promotes the implementation of standard operating procedures for all activities relating to good clinical practice and ensure functional QI teams are in existence at site levels
Supervise and implement quality management activities and quality benchmarks monitoring, facilitation of quality assurance and quality improvement sessions.
Strengthen TB/HIV, PMTCT, ART services through integrated service delivery and provision of quality services in the state program.
Ensures optimal operations of the laboratory services, including functioning of sample referral networks at regional level 
Provide on-site technical support and mentoring to the field staff and coordinate M&E of the project
Ensures effective patient flow in all sites, especially those with high volume of patients and coordinate time motion surveys to monitor performance
Oversee the timely collection, compilation and reporting of routine and specific data to guide decision making at site, regional and country program level. 
Identify early warning resistance indicators and intervention strategies
Remain updated on current trends and standards in clinical management of HIV/AIDS and related illnesses 
Participate in the elaboration/monitoring of annual targets and ensure that they are achieved in all regional sites


Supervisory Responsibilities: 


Provides direct supervision and mentorship to doctors, nurses, laboratory scientists, pharmacists working in the different facilities in the region to ensure continuous growth and learning
Ensure timely compilation and submission of monthly drug inventory reports in coordination with the Program pharmacist
Work with the program pharmacist to ensure that pharmacy operations are in accordance with good pharmacy practices
Identify and promote operational research at state level and build capacity among the staff in case presentations and elaboration of scientific papers


Education and Experience:


Must be a medical doctor from a recognized institution.

Five years of medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
