MISSION AND OBJECTIVES
The Nurse is responsible for all aspects related to the proper management of the patients in accordance to the standards established by ALIMA, as well as the medical supply within the ICRC.
In compliance with ALIMA standard practices and protocols, ensure good Patient Nursing management. Cultivate the relationship with the MoH stakeholders in order to implement efficiently... and ensure the goals as well as to improve targeted population’s health conditions and humanitarian situation.
TASKS & RESPONSABILITIES
Patient Management

Provide adequate and timely quality nursing care, treatment and follow up to patients hospitalized in Lassa Fever ward.
Follow-up on blood Transfusion, ensuring that patients who need blood transfusions get it as quickly as possible. Also ensure that every unit of blood is duly recorded and document transfusion done in dialysis room.
Follow-up on hemodialysis sessions, assist the renal nurses during some procedures when time permits.
Offer psychological Support to patients and relatives while considering Health Promotional component to the affected population.
Know, promote, implement and follow at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensure high standards of hygiene of his/her working environment.
Organize and carry out care and treatments according to medical prescriptions, as well as assist medical staffs during consultations/ daily rounds and other medical procedures.
Ensure patients are properly received and installed in the health service. Ensures that patients with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort.
Respect medical secret and confidentiality.
Carry-out admission, surveillance and follow-up of patients meaning assessment of their health state evolution, and identification of emergency situation or any deterioration,
Participate in health education of the patient and caretakers (hygiene, nutrition, preventive care, safety, etc.) accessing the assigned facility or work location.
Participate in the department-related pharmacy and medical equipment control and maintenance (carrying out inventories, carrying out stock takes of medicines and material at every team changeover, ensuring no material is taken out of nursing area/wards without prior authorization, checking its quality and its functioning, storage conditions, doing follow-up of expired drugs in the ward unit, etc.).
Carry-out and supervise administrative procedures and documents (fill in patients files, forms, consumptions, statistics, etc.), ensure an appropriate written/oral handover, and report any problematic situations and cases that may arise. Fill in all necessary registers and health files, participate in data collection and keep Doctors/Supervisors informed.
Pay attention to PEP and report urgently any incidents. Be aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit

Sample Collection & Pharmacy

Ensure that Blood samples are taken as instructed by the doctor.
Ensure the follow-up of stocks and inform on time the medical referent on the state of stocks (shortage, overstock, expiry dates...); also remove expired products from stock in the ward.
Support the Pharmacy in doing inventories and departmental order.
Ensure patient safety by complying with the protocol and the rational drug use with the support of Project pharmacy

Report  

In collaboration with the medical doctor and other nurses contribute to the weekly and Monthly report for the clinical part.
Ensure data is entered on the drive weekly.

Meetings and others

Attend trainings and meetings, as directed by Medical Referent.
Perform any other tasks within the scope of this role, as directed by supervisor and according to the needs of the mission.

EXPERIENCE AND SKILLS
Experience:

Degree / Diploma of nursing related studies., or medical profile

Previous experience with ALIMA or other NGOs in developing countries is desirable

MAIN PURPOSE IN THE ORGANISATION

To supervise the overall activities of the Community Management of Acute Malnutrition (CMAM) at the OTPs in Bade/Karasuwa LGA, Yobe state and ensure the smooth running of all other related community activities. Ensure that all activity link to the CMAM is done in close collaboration with the state and implemented according to the standard that help to get... solution to reach vulnerable population.
He/She works in intelligent relationship/collaboration with MoH PHCs supervisor.

Outreach Nurse Supervisor activities
Management Activities

Supervise the work of OTP nutrition supervisors and CNM involved in close consultation with Nurse Activity Manager or Medical Referent.
Supervises daily routine activities in the field (CMAM activity, and the mobilization by CNM) and supporting daily planning of the work where necessary.
Supervise the supply and consumption of RUFT
Carry out supportive supervision through the time of implementation
Ensure proper protocol for CMAM is followed
Organize community meeting with CNMs and community leaders.
Ensure IPC safety measures are observed in the field
Ensure general hygiene of the OTP sites and follow up as such.
Participate in the management of waste generated during the activity, ensuring all waste are properly destroyed.
Ensure community sensitization and mobilization are done in collaboration with the Head of health promotion.

Ensure that the ambulance is available for referral and organize with close collaboration with the NAM and MedRef.
Follow up all referred cases.

Data collection and analysis

Ensure proper data ensure proper data collection and harmonization daily in all OTP sites.
Collate and report weekly and monthly data from the field
Participate in analysis of the data collated in respect to meeting target.

Management of drugs and medical equipment

Manage the availability, correct use and maintenance of medical supplies (drugs, IPC materials and other equipment)
Ensure that ALIMA ambulances are properly equipped with necessary medical supplies during referral.
Ensure no drugs or medical consumables get expired in the field.
Informs the Medical Responsible or Nurse Activity Manager or MedRef about any unavailability of medical supplies and other consumables like RUTF.
Ensure that there is no rupture of medical consumables for case management
Analyse the consumption according to the data
Ensure that there is proper use of all items distribute at health facility

Human Resources Management

Supervise in close collaboration with the in-charges of different health centres and Nutrition Focal Person.
Participate in the training/induction, evaluation, and communication of the staff under his/her responsibility in order to ensure the amount of knowledge required, with the support of the Medical Responsible, administrator and the PC if needed
Plan on-job trainings when necessary, of all the staff related to the CMAM activity in collaboration with the Nurse Activity Manager.
Supervise the community or health promotion activities at health post and at community level in collaboration with Head of health promotion.

Meetings and others:

Participates in the epidemiological reports related to health facilities in the project area.
Participates in meetings with other supervisors in order to ensure smooth collaboration of all departments in terms of activities running.
Perform any other duty as assigned by the organization through the Medical responsible or Project Coordinator.

Organize, train, and supervise the CNMs supervisors and CNMs in terms of:

The Alima Association

ALIMA has been present in Nigeria since 2016. Its actions are part of a regional response strategy to health and nutrition emergencies, with a focus on pediatric, maternal-infant and epidemic interventions. ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade and Karasuwa LGAs) where it provides outpatient and inpatient... healthcare and nutrition services for IDPs and host communities. In North-West Nigeria, ALIMA is in Katsina State (Kaita LGA) to respond to increased nutritional needs. ALIMA is also present in the South-West, in Ondo State (Owo LGA) where teams are treating patients for Lassa fever and conducting research into improved treatment.
In Yobe state, ALIMA ensures since May 2021 outpatient access to nutrition and health care, and hospitalization for children under five. In Karashuwa LGA, ALIMA currently delivers outpatient health care (emergency primary health care, Mental Health and Psychosocial Support -MHPSS, clinical management of sexual and gender-based violence, deliveries, antenatal and postnatal care, etc.) and supports ambulatory management and referral of Severe Acute Malnutrition (SAM) cases in 5 Primary Health Care Centers (PHCCs): Waro, Jajeri, Jajimaji, K. Garun Guna and K. Galu. ALIMA also provides inpatient care for SAM cases with complications within its 45 beds stabilization center located in Gashua General Hospital, Bade LGA. In order to improve the early detection of SAM cases among communities, ALIMA provides for MUAC and edema training to mothers, as well as Infant and Young Child Feeding (IYCF) training, both at the ITFC and community level through a trained network of community nutrition counselors and community health workers. ALIMA additionally supports these health facilities through the supply of medicines and medical equipment, as well as building the capacity of the Ministry of Health (MoH) staff. 
ALIMA ensures access to water and sanitation in health centers through the rehabilitation of latrines, as well as solid and medical waste management. Hygiene promotion activities within communities are also conducted. ALIMA also regularly undertakes epidemic emergency responses in the state, such as its response to a cholera outbreak in Yobe at the end of 2021 as well as a 3 months measles outbreak response from the beginning of April 2022.
Since the start of the Yobe project in May 2021 until September 2022, ALIMA conducted 1,065 MHPSS consultations and 2,309 deliveries, and trained 52,723 mothers and caregivers on MUAC and edema detection. Treatment of SAM cases with complications at the ITFC level started in May 2022 and ALIMA has until September 2022 admitted 519 cases.

Mission and Main Activities

Is in charge of the program's administration, finance and Human resource. Together with the Program Managers, he/she is responsible for expenditure and compiles the budget tracking reports for each program. He/she also manages cash flow.
Is responsible for the implementation of Human Resources policies in the project and the correct Administrative Management of all staff working in the project.
Advise Project Coordinator on set up (org chart) and together with the HR Coordinator, update the project’s organizational chart and job descriptions.
In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the mission and to facilitate budget following-up.
Ensure hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.
Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national employees of the project are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary advance, etc.), in order to ensure on time and accurate salary payments.
Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals.
Plan and supervise, in close coordination with the HRCo, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
Together with the Project Coordinator, support the line managers in implementing the internal communication policies in order to boost staff active participation and ALIMA commitment.
In close collaboration with the Project Coordinator and HRCo, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and ALIMA. 
In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve possible labour conflicts in the project.
Ensures all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.
Is responsible for all movements and/or accommodation of staff in the Project.
Implement circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank conciliation) in order to anticipate expenses at project level and to optimize cash needs and its security.
Implement and supervise transactional procedures and systems in order to ensure transparent accounting practices and full documentary traceability (invoices, receipts, bank statements, etc.), following ALIMA guidelines and rules, and using the respective software in place.
Ensures that monthly accountancy closure is taking place and controlled, with due quality and on due time.
In close collaboration with the Project Coordinator and the Finance Coordinator, analyse and follow up the project budget, in order to ensure that funds are used according to funding contracts and to proposing corrective action.

Job Details

To supervise the overall management and ensure the smooth running of medical activities, including the supervision of nurses, nurse assistants and paramedic helpers, in order to ensure 24/7 good quality nursing care of patients admitted in ALIMA health program, in collaboration with the doctors and respecting a protocols & guidelines.

Responsibility / Main Activities

Apply... medical knowledge and skills in diagnoses and prevention of illness. Carry out outpatient and inpatient consultations, and prescribe the necessary treatment while respecting ALIMA protocols in designated duty station
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, ensure patients/relatives have clear understanding of the available treatment options and their eventual outcomes.
Follow up the evolution of the hospitalized patients, through daily visits, consultations and examinations, prescribing the necessary treatment while respecting ALIMA protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
Ensure proper documentation in the patient file including the particularly the final diagnostic at discharge that will be recorded in praxis.
Attend ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
Knows and ensures all ALIMA medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
Assists or Performs Emergency Obstetric surgeries (MVA, C-section, Exploratory Laparotomy etc.) under supervision of the OBGYN and in accordance with MSF protocols. Prepares the operative notes after each intervention.
As assigned in the roster, conduct staff health clinics (staff and dependents), in accordance with ALIMA Nigerian staff health policy while respecting ALIMA treatment guidelines.

Reporting:

Incident report related to nursing activities shall be registered in a special book.
Monthly data collection for patient referrals, patient education sessions, doctor and nurse consultations, and missed appointments
