Purpose of the Evaluation
HIH EA is commissioning an End line evaluation to assess the project progress in conformity with OECD DAC Evaluation criteria of relevance, coherence, effectiveness, efficiency, impact and sustainability. This evaluation also seeks to compile, consolidate, analyze and synthesize existing and new project data to assess the extent to which the project has delivered the... outputs and achieved the desired outcomes. The evaluation also aims at highlighting the best practices, key lessons and performance of the Building Eco-Entrepreneurship Resilience in the Baringo Honey Value Chain project, with a view to informing future strategic and operational decisions.
Objectives of the End line evaluation

To assess the relevance of the project design, in terms of meeting the needs and priorities of the beneficiaries.
To assess the coherence of the project design, in terms of coordination with, or avoiding duplication of, other efforts in the area.
To assess how well the project has achieved its outcomes-effectiveness.
To assess progress against expected outputs and outcomes relative to the implementation as well as the project’s contribution towards the intended impacts.
To assess whether the project delivered and achieved outcomes within agreed budget and schedule-efficiency.
To assess the project’s direct and indirect benefits, and if any, unintended positive and negative consequences brought about by the project.
To assess the performance of the BHVC Cooperative as a catalyst for a sustainable honey value chain.
To assess the extent to which benefits delivered by the project are likely to last post-project-sustainability.
To assess appropriateness of the implementation strategies and give recommendations to inform future similar projects.
To document lessons learnt/knowledge generated and best practices that can be replicated to future similar projects. Also, assess what should have been done differently and should be avoided in such similar projects in future.

Approach and Methodology

The methodology chosen should demonstrate attention to impartiality and reduction of bias by relying on mixed methods approach (quantitative, qualitative, participatory etc.) and different primary and secondary data sources that are systematically triangulated. The evaluation must also be structured around the OECD DAC criteria for evaluation (specifically: Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability), since the evaluation is summative. The evaluator must ensure all relevant project indicators are addressed comparably between baseline and endline. The consultant will be required to provide calculations/analytical frameworks on how they will measure change between baseline and endline.

Ethical Considerations

The evaluation must conform to International ethical guidelines for research and evaluations. Accordingly, the selected evaluation firm will be responsible for safeguarding and ensuring ethics at all stages of the evaluation process. The evaluation firm will be responsible for managing any potential ethical risks and issues and must put in place processes and systems to identify, report and resolve any ethical issues that might arise during the implementation of the evaluation.

Deliverables
HIH EA is seeking for an independent evaluator firm to undertake this assignment who will design the study and prepare the data collection tools. The evaluator will clean, analyze, visualize, and write a comparable (baseline and end line) report, drawing on insights from both the qualitative and the quantitative datasets. HIH EA will provide all technical documents necessary to ensure the assignment is completed successfully, including the project proposal narrative, baseline survey reports, logic model, and MEL Plan; a survey template with our standard indicator questions and answer options; list of stakeholders; and the HiH EA evaluation report template. The data collection tools prepared by the consultant must align with the definitions provided in the MEL Plan, and should make reference to the tools used at baseline and midline evaluations.
Role of the Consultant

The consultant will be engaged through a service agreement and will be required to undertake the following;
Desk review of the project documents to understand the design
Develop the sample design for the End line survey and any qualitative data collection
Design/adapt/refine (as appropriate) the end line data collection tools – both quantitative and qualitative. The indicator data will be disaggregated appropriately into gender, and whether a beneficiary cohort 1 or cohort 2 (extension members).
An inception report detailing how the Endline evaluation will be conducted and presented to HiHEA.
Conduct a pre-test of the tools and finalize, incorporating changes
Identify and train the field supervisors and enumerators
Plan the field work logistics
Prepare survey implementation and questionnaire user guide documentation e.g. enumerator supervision manuals, etc.
Supervise survey implementation and ensure quality control
Clean and analyze all datasets
Document atleast one success story (most significant change story)
Assess the project’s initiatives contributions to outcomes against Hand in Hand’s theory of change
Write a concise End line evaluation report, compiling the findings of both qualitative and quantitative datasets, and using the HiH evaluation report template provided.
Submit raw, cleaned, and worked datasets to HiH in .xlsx or .csv format
Submit the report in English for review and feedback

Hold a validation workshop

Incorporate feedback from HIHEA and HiH SWE.
Submit a final report

Consultants Requirements

HiH EA requests consultants to submit proposals to respond to this Terms of Reference as outlined above. We expect the consultancy firm or consultant to demonstrate the skills and experience outlined below (or equivalent):
The lead consultant must have a background (atleast a Master’s degree) in Social sciences, Project Management, Agribusiness, Agricultural Economics, Livelihoods, Agricultural extension, Cooperative management or related field.
The lead consultant should have significant demonstrated experience (a minimum of 10 years) in evaluation of Agricultural Value Chain projects (preferably beekeeping value chains). Solid understanding of agriculture, small, medium and micro enterprises, economics, monitoring and evaluation and value chains.
The consultant should demonstrate excellent knowledge about value chain Cooperatives/Farmers organizations in Kenya.
The evaluation team must have the capacity to ensure that gender equality is taken into account in all aspects of the evaluation (i.e. design, data collection, analysis and reporting) and thematic knowledge (e.g. agricultural extension, micro-finances, value chains, etc.).
The individuals should demonstrate evidence of past relevant evaluation assignments in rural and peri-urban areas of Kenya (share sample reports).
Proven track record in analytical report writing
Proven track record on working with digital data collection approaches.
Proven capacity to assess unintended consequences of a project particularly for women participants.
Experience of field work and data collection at household level in rural areas of (Baringo and Elgeyo Marakwet, where the project is implemented.
The proposal should include the following (maximum 10 pages, not including cover page, table of contents, or CVs-proposals exceeding 10 pages may not be considered):
Motivational letter (Max 1 page)
Understanding of the Terms of Reference (max. 2 pages)
A short outline of evaluation approach, research design and methodology for the Evaluation. Max. 3 pages.
A proposed process and time frame for the Evaluation setting out the phases, the number of consultants and the number of days. Max. 2 pages.
The anticipated challenges and dependencies likely to affect the implementation of the Evaluation and how these should be addressed. Max. 1 page.
A description of how to ensure data quality throughout the process/assignment. Max. 1 page.
A description of how gender will be mainstreamed throughout the evaluation questions with consideration of how the perspectives of men, women and youths will be sought in the evaluation process. Max 1 page.
A narration of how ethical issues will be mitigated/safeguarded throughout the evaluation process. Max 1 page.
A summary of the most relevant skills and experience of the proposed lead consultant and the consultant(s) together with her/his CV showing relevant previous assignments and clients. (Annex CVs separately). Max 2 pages per CV.
A detailed fee quote and rationale for the consultants and an estimate for the operational costs. Max. 1 page.

Duties and responsibilities

Create general awareness of HiH EA operations activities in assigned areas of operation through promotion and outreach.
Select, identify and recruit potential groups/members in accordance with the established operations policy.
Mobilize, form and attend group meetings and ensure groups are cohesive and sustainable in line with HiH EA... requirements.
Ensure collection of member personal information and fully filled registration form (bio data tool).
Facilitate group/member selection, group formation and general group and member management.
Training of groups on the HiH EA model.
Appraise group/member on level of access to credit and remit the applications to the relevant approval persons/bodies.
Process and disburse loans and ensure continuous follow-up for timely loan repayment/recovery.
Prepare and submit daily, monthly, semi-annual and annual reports in a timely manner
Provide clients with post loan extension services.
In consultation with the Branch Manager, collaborate with government agencies and local NGO’s for the benefit of both the clients and the programme.
Represent HiH EA in the designated area, including representation in local development committees; and participate in relevant forums whenever nominated such as government, community and other stakeholder forums.
Participate and assist in monitoring and evaluation including supporting field activities, provision of data and information, adoption of findings and recommendations, documentation of case studies, experiences and lessons and adoption best practices.   
Create and nurture effective working relationship with stakeholders; beneficiaries, local community, partners, service providers, collaborators, relevant government agencies etc.
Maintain quality standards and ensure compliance with policy and procedures in implementation of activities in the assigned area.
Ensure proper documentation and maintain adequate records for all activities through maintenance of proper and effective filling system.  
Keep assigned HiH EA assets such as equipment, tools and motor cycle in good working condition and report any breakdown and damages to the Branch Manager in a timely manner.
Perform any other duties as may be assigned by the Supervisor from time to time.

Building the capacity of HiH EA staff in supporting micro, medium and small entrepreneurs through delivering digital literacy modules.
Coordinate and deliver digital literacy coaching and mentorship sessions to trained MSMEs.
Scope and identify appropriate platforms for digital marketing.
Supervise and train interns to execute one on one... digital support for members (Maintaining active social media pages, member page analytics review).
Carry out analytics on digital marketing trends and opportunities Content development and publishing of member’s goods and services.
Measuring and reporting on performance of all digital marketing campaigns.
Support MSMEs adopt and use digital solutions and tools in their enterprises.
Provide periodical digital literacy training reports as required Monitor, review and document program progress of MSMEs through the implementation process.

Specifications

Diploma in Marketing or Business administration with demonstrable experience in Information Technology.

SUMMARY
The position is responsible for processing of day to day accounting transactions in a timely manner in line with professional standards and the policies, procedures, structures and systems of the organization.
Duties and responsibilities

Facilitate timely reimbursement of HQ petty cash through tallying, expenses allocation in the system and raising of payment... voucher.
In liaison with programme accountants, facilitate processing of HQ requisitions and issuance of purchase orders.
Attend all procurement committee meetings and draft minutes.
Carry out trial balance analysis to guarantee correctness of the balances, coding and transaction management.
Managing accounts receivable and accounts payable.
Managing stationery.
Ensuring timely HQ bank and petty cash reconciliation.
Maintain proper filing system and management of all auditable documents.
Timely data input of HQ transactions in the system.
Raise journal vouchers to correct data in the system.
Manage sending and receiving of postage from and dispatch of mail and parcels to Branches
Close monitoring and follow up of imprest advanced to head office staff and ensure they are surrendered on time.

Specifications

CPA Part II completed.
At least 2 years’ experience in a similar position.
