Summary of the Position

The role will primarily involve providing the Regional Director, the HEARO board and Countries Directors/Senior Management Teams with independent, objective assurance that the key risks facing the Country Offices are being identified; appropriately mitigated; that residual risks are accepted on the basis of well-reasoned decisions; that appropriate systems have been... designed to control risks and that both mitigating and control systems are operating as intended. The role will also involve provision of advice to HEAR Regional Director and Country Directors/ Country Senior Management Team on the effectiveness of existing management, information and administrative systems. 

Purpose

To design, implement and monitor internal audit function for ACF USA in compliance with approved policies, procedures and processes, donor requirements and international accounting/ auditing standards. The role will provide assurance and assistance to management when developing action plans to address weaknesses identified. 

Engagement

Collaborates with key stakeholders to provide an independent evaluation of the Country offices and HEARO Office Operational, Governance activities with an objective to effectively mitigate identified compliance risks and ensure policies, procedures and processes are adhered to in all operations and governance activities of the ACF USA. 

Delivery

To execute internal audits, grants audits, special reviews and investigations through overseeing the planning and scheduling of the work, preparation of the reports, identifying the risk areas and making appropriate recommendations for improved governance, risk management and internal control. 

Essential Role duties 

Implement Internal Audits, Grant Audits, special reviews and investigations and ad hoc assignments as required, both at HEARO and across different countries within the region
Primary responsibility for managing the day-to-day activities of the Internal Audit function in planning and performing financial, operational, and compliance audits.  
Research and assess the different countries’ governance, risk management and internal control processes effectiveness and appropriateness to achieve the Organization’s objectives and report on areas of improvement using the internal audit report 
Assist Regional Director with planning Country Offices’ Internal audits, grants audits, special reviews and investigations. 
Travels to Countries to conduct Internal Audits, grants audits, special reviews and investigations. 
Draft audit findings that clearly describe the conditions, criteria, cause and effect and recommendations to correct identified deficiencies. To work with various country management to develop action plans to address findings identified during Internal Audit, special reviews and investigations. 
Share draft internal audit reports with Countries Directors, Regional Director and the Audit and Risk Management Committee summarizing the work performed. 
Planning, monitoring and quality review of assurance engagements on key systems, processes, policies and controls carried out at the Country level. 
Carry out internal audit webinars for new staff as well as developing and reviewing training material relating to Compliance, Anti-Fraud, bribery and Corruption. 
Acts as link with external auditors when needed. 
Leads with follow up of fraud, bribery and corruption, misuse of resources allegations as well as conduct investigations of irregularities discovered by internal and external audit reviews 
To undertake non-audit work for management if required, e.g., a project, investigation or short assignments. 
Development and review of Internal Audit department’s plans, processes and procedures.
To ensure Internal Audit departmental processes and procedures are applied when carrying out assignments.  
Assist in continuously improving the Internal Audit function process through new/improved tools and techniques and staying abreast of changes in Global Internal Auditing standards. 
Play a critical role in the preparing and successful delivery of the Annual Audit Plan for HEARO for presentation to the HEARO Board and the Regional Director.  
To maintain adequate knowledge of technical developments in accounting, audit and corporate governance. 
Review of audit and compliance policies, procedures and processes. 
Ensure development of the annual objectives of the Internal Audit function in the region are in line with the Annual Audit Plan and HEARO Strategic Pillars. 
Establish working relationships with management.
To ensure that audits are carried out with professionalism and an appropriate level of communication with the relevant management team before, during and after the audit. 
Maintains relationships with senior management to develop and maintain an understanding of organizational and country processes, their challenges and risks and improvement initiatives; 
To promote a clear understanding of the role of Internal Audit function. 
Provide ad hoc advice and guidance to managers and staff at all levels, which can sometimes be done through delivering training sessions. 
Actively participates in Regional and other leadership meetings to provide strategic input on risk management

Requirements
Required Qualifications

Bachelor’s Degree or its International Equivalent. Accounting, Business Administration, Finance or Related Field 
CPA/ACCA or CIA qualification is an added advantage 
Membership with relevant professional body. 
At least 7years professional work experience in auditing, accounting, or the equivalent with exposure to various aspects of finance. Experience working with US government, EU, UN and other multinational donors preferred. 
Ability to deal with sensitive and confidential issues using well developed discretion and judgement. Ability to maintain absolute confidentiality of information and communicate only appropriate information to individuals at the appropriate time. 
Exposure to dealing with senior management. 
Highly developed inter-personal, analytical and presentational skills  
Proven ability to use relevant Data Analytics and Audit Tools

Purpose: 
To support the generation of evidence at the base level in Program Monitoring process, Evaluation activities, Accountability mechanisms and Learning products across different field bases in the mission.
Engagement:

Representing Action Against Hunger in various county level external meetings on information management, monitoring and evaluation
Work in collaboration with relevant... county government in conducting joint surveys, surveillance, evaluation and monitoring
Provide technical support to program team on MEAL Aspects.
Liaise with MEAL Manager for technical support and exchange of information, collaboration and coordination of MEAL activities
Program Manager/ Field Coordinator for hierarchical relationship and project management

Delivery:

The MEAL officer is responsible to coordinate aggregation and analysis of routine quantitative reports, design and maintain performance dashboards and other visualization tools in use, design data collection tools, generate post distribution monitoring reports, baselines and endlines reports. The MEAL Officer will manage the routine MEAL data management cycle at County base offices and share updates to the MEAL manager for dissemination.

Essential job functions
Survey and surveillance Activities (20%)

Implementation of the integrated nutritional surveys and other survey activities in collaboration of the local authorities and relevant govern procedures/protocols adherence to Government of Kenya procedures / protocols / guidelines designed methodology, reporting process, etc.
Support in Strengthening the capacity of staff, Ministry of Health, and other partners in surveys methodologies, processes to include sampling, data collection, analysis and report writing skil

Project Monitoring ( 50%)

Develop, create a framework and procedures for MEAL and strengthen monitoring and evaluation of the framework and procedures for all project activities and progress towards achieving the project output;
Develop and Maintain Dashboard in Power BI to reflect on program progress
Monitoring and conducting review meeting on the Detailed implementation plan (DIP), jointly with the programs at the bases supported by this position.
Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of the projects cycle.
Provide feedback to the Project Managers on project strategies and activities to include suggesting strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate bottlenecks.
Assist in Monitoring and Evaluating program progress, costed work plans and targets accordingly throughout project implementation.
Contribute towards the operationalization of internal project feedback mechanism and project related accountability mainstreamed in all project and dissemination done to key stakeholders on quarterly basis

Data Management (30%)

Management of data reporting cycle by generating internal data reporting calendar, data collection process, data analysis and data sharing/dissemination.
Assist the project managers in collating quantitative and qualitative reports generated monthly, quarterly, half-yearly and annual on the progress of the project activities.
Maintain project specific databases and ensures all MEAL related data, reports, and records are clearly organized archived in a central location for future reference.
Ensure the quality of data (timeliness, integral, reliable, valid and complete) shared/disseminated and that it is verifiable.
Aggregation, collation and analysis of incoming data coming from the field bases.
Analyze data submitted on a monthly basis and develop key descriptive statistics from each group’s activity and their progress.
Conduct spot-checks to confirm reported activities, reported datasets as a means of program implementation quality assurance. This can be done collaboratively with partners or local government officials where applicable.
Work with MEAL Manager to ensure data management during the data cycle that will be within relevant timelines so that the information can be useful for programmatic and strategic decision making for Program staff, support staff, partners, local government officials and regional utilization
Work with MEAL Manager to design relevant surveys and routine surveillance activities. This includes and not limited to Baselines, Edline, context monitoring and post distributing monitoring surveys and dissemination of the findings to key stakeholders at the bases
Conduct data review meeting to reflect on the program progress performance at the base level on quarterly level.
Support and participate in the project inception and close out meetings at the national and county level.
Work with the MEAL Manager in capacity building of the program staff on data management and report writing.

Supervisory Responsibilities

Coordinate delivery of MEAL objectives with Enumerators/Data entry clerks
Initiate training packages on basics of MEAL to be used by Enumerators/Data entry clerks routinely or on demand.

Fiscal Responsibility

Track Counties base level MEAL activities monthly budget requests.
Participate in development of assessment budget plans.
Track/analyze at Counties base level, all Project budget expenditure versus performance.
Track performance against the Projects strategy targets.

Required Qualifications and Professional Experience

Bachelor’s degree in a relevant field such as Monitoring and Evaluation, Statistics, Epidemiology, Public Health, International Development or another field of social sciences.
Minimum 2 years work experience on similar position with similar setting and responsibility.
Demonstrated experience in developing project monitoring and evaluation systems.

Required Skills & Competencies

Demonstrated analytical skills both qualitative and quantitative approaches (data analysis, documentation, interpretation and reporting).
Excellent interpersonal and communication skills.
Experience developing and deploying feedback mechanism for multi-sector program working through county and national systems.
Proven skills in statistical analysis using Excel and Epi-Info / ENA, as well as at least one other software platform such as Power BI, Nvivo, DHIS 2, ODK/Kobo collect, SPSS, STATA, or PSPP.

Previous experience in Arid and Semi-Arid lands of Kenya
Knowledge/Use/Experience of Power BI,

The project aims that Action Against Hunger and local partners will evaluate the adoption of WaterScope’s bacterial testing system for drinking water integrating into ongoing humanitarian responses or programmes in Ethiopia and Kenya.

The project aims to test hypotheses and to draw key learning objectives while conducting water quality testing and monitoring using WaterScope WQ testing kits.... The project has three hypothesis:

Hypothesis-1WaterScope can be easily adopted by field staff and local partners, allowing them to conduct water testing at regular intervals.
Hypothesis-2 is the more frequent water quality testing leads to improved decision-making to ensure water is safe for consumption. And
Hypothesis-3 is that WaterScope is more cost-effective than locally available testing options.

The project also set three learning objectives (LOs):

To assess the potential for collaboration and partnerships between water Scope developers and local stakeholders, to enhance the technology's effectiveness and reach.
To measure the performance and comparative advantage of the water Scope water testing system against conventional water quality testing kits in emergency contexts.
To learn about the factors regularly affecting the application of water testing practices throughout the water supply chain in emergency contexts among water offices and humanitarian organization

Objectives of the evaluation

The objective of this evaluation is to test & verify the hyphothessis’ and evaluate key learning objectives to generate evidences and draw lessons that enable us to use the WaterScope kit sustainably in the humanitarian setting,

Specifically,

To asses ease of use by field staff of waterscope water quality testing kit in terms of its bacteriological analysis accurately (effectiveness), how quickly users can perform the analysis process (efficiency), how appropriate users feel the system is (engagement), how often and when users make mistakes (error tolerance) by using blanks and Duplicates, and whether testing improves over time (ease of learning), transportation (portability), sample handling, on-site accomplishment, and sterilization with other existing kits.
How familiar are field staff and local partners with the WaterScope technology?
Have they received adequate training on how to use WaterScope for water testing?
What challenges, if any, have they encountered in adopting WaterScope in their regular routines?
Are there any specific features or aspects of WaterScope that they find difficult to use or understand?To Asses how frequent water quality testing leads to improved decision-making to ensure water is safe for consumption
How often are water quality tests currently conducted?
In what ways do frequent water quality tests contribute to better decision-making?

How much does it cost to acquire and maintain WaterScope equipment?
Are there any hidden costs or ongoing expenses associated with using WaterScope?
In what ways can the cost-effectiveness of WaterScope be measured against traditional testing methods?
Compare the WaterScope kit based on the above tools with another water quality test kit based on the data generated by the project
Draw lessons for the three learning objectives (the potential for collaboration and partnerships between Water-Scope developers and local stakeholders, the performance and comparative advantage of the Water-Scope water testing system against conventional water quality testing kits in emergency contexts; the factors regularly affecting the application of water testing practices throughout the water supply chain in emergency contexts)
Based on findings, generate evidences, identify result dissemination platforms and methods to the wider WASH sector, produce suitable pieces of the findings for dissemination purpose, and estimate costs needed for the identified result dissemination and sharing activities

Scope of the evaluation
Geographically, the evaluation will be conducted in North Pokot subcounty of West Pokot County where ACF and Yangat are implementing ElRHA Project. .

Assessment of cost for existing water quality kits and consumables , Aquasafe, ) , in terms of initial investement cost (to buy kit itself) and waterscope kit, and if there are any hidden costs as well cost of testing at existing water quality laboratories
Assessment of availability of existing water quality kits (DelAgua, Aquasafe),waterscope kit and consumables, and reputatable water quality laboratory including government laboratories
Comparative assessment of cost per sample for the existing water quality kits,testing at the government laboratory(Aquasafe and waterscope kit)
Comparative assessments and analysis of the effectiveness, efficiency, engagement, error tolerance, ease of learning, portability sample handling, on-site accomplishment, and Sterilization of testing water quality testing kit
Compare the waterscope testing kit with other testing kit, at the existing water quality laboratory based on the above assessment.
Based on findings, generate key evidences that waterscope can be used sustainablyor not.

Methodology
Methods of data collection

The assessment team will entirely rely on the primary and secondary information source and methods to compile both quantitative and qualitative data for the assessment.

Primary data

Primary data sources will include mixed methodologies, using multiple means of collecting information. This will include;

Key Informant Interviews (KII):

KII with Importers/Suppliers and local private sectors, Ministry of wáter, WaterScope, national standard Agencies - to assess the potential for collaboration and partnerships between Water-Scope developers and local stakeholders, to enhance the technology's effectiveness and reach
KII with relevant line ministries in West Pokot County and ACF and Yangat staff who participated in the testing process - to measure the performance and comparative advantage of the WaterScope water testing system against conventional water quality testing kits in emergency contexts and to test hypothesis that WaterScope can be easily adopted by field staff and local partners, allowing them to conduct water testing at regular intervals
KII with Water Resource Authority officers(WRA) Public Health Officers, County/Sub county WASH Cordinators, WASH actors in West Pokot and regional level WRA/Water quality officers(Nakuru/Kakamega), - to learn about the factors regularly affecting the application of water testing practices throughout the water supply chain in emergency contexts among water offices and humanitarian organizations.
KII with HHs targeted during the testing, with water committees, Community Health Volunteers, Water companies- to test hypothesis that more frequent water quality testing leads to improved decision-making to ensure water is safe for consumption.

Focus Group Discussion (FGD): Structured group discussions will be conducted, with small homogenous groups of people who will be identified by the preselection criteria.

FGD with ACF staff, Yangat staff and water office staff, Public Health officers/WASH cordinator – to test hypothesis that WaterScope can be easily adopted by field staff and local partners, allowing them to conduct water testing at regular intervals
FGD with ACF staff, partner staff and water office staff, with Water committees,CHVS– to test hypothesis that more frequent water quality testing leads to improved decision-making to ensure water is safe for consumption

Water quality test data analysis:

Comparative analysis and visualization of the water sample test data collected by the project by using different available water testing kits - To measure the performance and comparative advantage of the Water-Scope water testing system against conventional water quality testing kits in emergency contexts

Secondary data

Review of literatures and similar pilot Project reports on WaterScope and similar water testing systems mainly those under consideration under this Project
The pre-pilot experiences baseline report on water quality testing for the Project

Sampling

Purposive sampling for the Key Informants Interview (KIIs) and Focus Group Discussion (FGD) in the qualitative and quantitative phase

Consultant

Develops and submits the inception report and data collection tools and should get validation.
submits the first draft report (s) in accordance with the report format given below to Action Against Hunger not later than 14 calender days after the completion of data collection.
An innception report: this report should incorporate understanding the work, objectives, methods, tools, work plan, conclusions, dissemination
A draft report: this report should incorporate findings in line with the objective and scope of the work, suggestions and recommendations, result dissmenination plans and budget
Final report: the second round of revision may be required before the final version of the final report can be prepared. The final report should be submitted in accordance with the Action Agaist Hunger format.
Debriefing: the lead consultant will present the results of the assessment and will document the discussion, which will form part of the final report.
Validation meeting: The lead consultant will be requested to present findings and recommendations to Action Against Hunegr and stakeholders at capital and base level.

Qualifications of the Consultant(s)
The consultant(s) should have the following qualifications and experience:

The lead consultant should have a minimum Master’s degree WASH/humanitarian/economics/statistics/public health with very good knowledge of WASH, water quality, water quality testing kits. WASH background, particularly water quality monitoring, is mandatory and to be demonistrated within the consulting firm.
Professional experience in monitoring and evaluation of water quality and safety
Excellent research experience, including conceptual and analytical skills; evaluating water quality programs and projects, reports and presentation
Knowledge and/or proven expertise in participatory approaches in conducting assessments and facilitating project result-harvesting meetings
Legally registered firm with renewed license in related field of business, VAT registration and Pin Number
Experience in working with INGOs and in similar projects is an asset

Summary of position
As part of Action Against Hunger Regional office, the  Regional Grants and Reporting Officer, will support in the management of the Regional Grants and Contracts Unit’s Portfolio and in their ambitious effort to advance the organization’s agenda through resource mobilization, programmes execution, compliance and quality reporting.
Purpose
The Regional Grants and Reporting... Officer will provide grants management support for the regional office portfolio with adherence to internal and external standards and regulations. He/she will execute multiple grants transactions and ensure process integrity in all areas including proposal development, reporting and documentation.
Engagement
He/she will closely collaborate with Regional Grants and Contracts Manager for technical guidance. He/she will interact with Action Against Hunger sector coordinators at regional level and grants staff at country level and Network HQs level, and with external stakeholders as needed.
Delivery
Quality formulation of donor proposals in accordance with relevant guidelines; timely and high-quality donors reporting of Action Against Hunger Programs, consistent delivery of timely and quality grants services using established processes and tools.
Duties and Responsibilities:
Donor reporting:

Support external reporting to ensure timely delivery of coherent, accurate and high-quality reports which meet Action Against Hunger and donor requirements, with support of Country offices, HEARO’s technical, MEAL and ACTs teams and relevant Action Against Hunger Network’s HQ.
Create and circulate monthly reporting schedules and ensure country teams' adherence to the reporting schedules;
 Disseminate draft reports for review and validation by HEARO’s technical, MEAL,  ACTs and finance teams
Liaise with relevant network members -Action Against Hunger USA, Spain, Germany, UK, France as necessary to ensure reports meet internal and external program quality standards, guidelines and timelines.
Support the country office teams to produce high quality program reports as per donor and AAH requirements by providing high quality editing and formatting skills.
Support regional office grants management team in the overall reporting procedures with a good deal of attention to detail like proof reading, editing, reports compilations, update preparations, and presentations.
 Support the Grants management team to prepare, update, and share regularly donor and internal reporting schedules.

Proposal development:

In close collaboration with stakeholders at country and regional level, formulate concept note(s) as first stage of proposal submission to international and local donors.
Coordinate, monitor and/or support in the completion of all sub-components of technical proposals as per the agreed timeframe.
 Ensure the coherence and technical quality of the overall proposal package prior to submission.
Ensure that Key staff (including partners’) have a clear understanding of donor compliance requirements during proposal development.

Records/Information management, and communication:

Support maintenance of comprehensive information management and filing system on shared Drive (No Hunger Forum) that ensures all donors contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries;
Ensure grants data base is up to date for all assigned new awards and modifications.
Sensitize grants management team on archiving system in use and supporting in the retrieval of essential documents.

Donor compliance:

Maintain a broad understanding of relevant donor policies, regulations and procedures in the organization.
Capacity built country missions on key donor compliance guidelines, update on compliance changes, expectations during funding application, implementation and reporting, and the impact of non-compliance on organization’s operations and reputation.

The incumbent will work closely with the Nutrition Manager, program staff, S/CHMT members to ensure that program activities are implemented on time, on scope and within the budgets as stipulated in the various program and project documents.
Purpose: 
To support the implementation of nutrition project interventions in Isiolo Counties that are geared towards addressing acute malnutrition among vulnerable populations through a multi-sector integrated approach.
Essential job functions
Support to Health System Strengthening efforts at the County level.

In liaison with the County MOH and Partners develop joint work plans for key activities as stipulated in the project document.
In liaison with the MOH undertake periodic capacity assessment across the health facility staff and structure OJT and Mentorship sessions to the health facilities based on specific needs.
Work closely with the MOH and undertake classroom training to County teams on various aspects of the nutrition program to enhance program implementation
Participate in coordination meeting at the County level with the MOH and Partners including NITWG, CNTF, CSG and any other.
Coordinates with the other nutritional NGOs, UNICEF, WFP, other partners and MoH at County and Sub County level
Support development of County work plans with the S/CHMTs and schedule joint supervisions to enhance quality programming
Support community Health Strategy and Community Resilience activities
In liaison with the Community Strategy Focal persons at the County and  Sub County level, support  CHS activities at the community level including community dialogue and action days, sensitization sessions for community members among others
Work closely with MOH to offer technical support and sustain Mother to mother support groups for improved MIYCN practices.
Support MOH to develop ,implement  and monitor Social Behavior Change Communication Strategies in Isiolo County
Support the MOH to develop a practical community feedback mechanism geared at improving service delivery at the County level.
Supports the nutrition team in the implementation of community approach through regular contact and exchange with the community leaders,

Reporting and Program Development

Compiles program reports on a timely basis in liaison with other program staff; Weekly SitRep, Monthly(statistical and narrative), Quarterly
In collaboration with the Nutrition Program Manager prepare progress reports, quarterly donor reports, proposals, Program reports project procurement plan and contributes to survey reports.
In collaboration with Program Manager and coordination team; contribute in defining technical strategy when required.
Participates in the analysis and drafting of activity reports and evaluation of the project.
In liaison with the program manager develop project proposal to address County specific gaps
Support MOH focal persons on information, data management and reporting through the DHIS
Participate in the planning, organizing and implementation of surveys, assessments and research studies including post distribution monitoring

Information exchange and cooperation with all Action Against Hunger interventions and external stakeholders

Collaborate with all other Action Against Hunger departments and sectors to ensure the projects are integrated
Collaboration with other Partners, MOH (S/CHMT), INGOs, NGOs, CBOs and the UN working in this area to ensure smooth running of projects.
Work in collaboration with the communities and local leaders at all stages of project implementation

Finance, Logistics

Prepare cash forecast in liaison with the other program staff in line with the work plans
Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
Propose  anticipated budget realignment in line with field realities
In liaison with the Program Manager and the Filed Coordinator Monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
Support the Program manager in monthly budget reviews and suggesting amendments to Finance
Any other roles as assigned by the supervisor

Education and experience:

Required qualification: Degree in BSC. Food Nutrition and Dietetics, Public health nutrition option, nursing and any other related course.
At least 2-3 years of experience in a similar position
Registered with Kenya Nutrition and Dietetics Institute

Required Skills & Competencies

Conversant with the HiNi Package
Experience in training of health workers and Community Health Volunteers on various nutrition modules.
Experience in nutrition counseling to caregivers and community
Experience in conducting community dialogs
Language skills: English and Kiswahili fluent
Computer skills: Excellent knowledge of both software (word processor, spreadsheet, Linux servers, Windows server…) and hardware (network cards, memory upgrades…)

Summary of position
The WASH officer shall take charge of technical aspects of Emergency WASH and Community based water supply system and Hygiene promotion on behalf of the program under the supervision of the Program Manager. His/her main roles and in consultation with the WASH Program Manager and the county government technical teams shall include; planning, implementation, (technical... oversights), monitoring and evaluation of high quality, innovative WASH projects.
Purpose
The WASH officer shall be responsible for the daily implementation, monitoring, and regular consultation with program partners on WASH program components. Ensure linkage, synergies and complementarity with other sectorial interventions, i.e. Nutrition, Food security and livelihood as well as proper coordination, consultation and information sharing with partner’s communities and other stakeholders.
Engagement
Represent Action Against Hunger in all coordination forums at county and sub county level, collaborate with other implementing partners, INGO, UN bodies and the local communities to ensure successful implementation and smooth running of the projects
Successful implementation of WASH interventions in target areas in line with internationally/Nationally accepted standards and ACFs /national technical guidelines as well as the donor requirements.
Essential job functions
Planning, design and implementation of water and sanitation projects.

Identification and technical assessment of feasible water sources at the community level.
Work in Partnership with government line ministries (county department of water) to prepare technical designs of feasible water supply projects.
Ensure the construction of water systems (groundwater or surface water), protection, abstraction,storage,treatment, and distribution for new systems or rehabilitation of existing systems as well as the construction of the most appropriate form of sanitation systems, in consultation with the beneficiaries and line ministries
Preparing bidding documents, materials and technical work specifications.
Regular monitoring of ongoing WASH construction activities to ensure all the activities are as per the design, specifications and work schedule and also Verify the work done at site and recommend for payments to contractors.
Ensure integration of Water, sanitation and hygiene promotion components of projects
Capacity Building and strengthening of water management committees and linking with private sector service providers for post construction support.
Ensure that   procurement is timely initiated, monitored and prioritized by the logistics team.
Support water quality testing and monitoring at communal water points and household level and recommend remedial
Support implementation of sanitation and hygiene promotion activities
In coordination with Program manager, Monitoring and evaluation officer and county teams, design and conduct all baseline assessment, KAP surveys and follow-up assessment with concrete feedback findings.
In coordination with MEAL and WASH PM undertake/take part in quantitative/qualitative assessments to identify key risky hygiene behaviors to work on and to capture key achievements with-in the framework of project/s,
In coordination with MOH, ensure proper implementation of hygiene and sanitation component of WASH projects with-in allocated budget and timelines.
Support planning and implementation of community mobilization activities (using; community led total sanitation and any new methodology that may be introduced and appropriate.)
Provide technical support to communities in construction of appropriate and context specific household latrine
Provide support to the distribution of hygiene items, and conduct monitoring and follow up to ensure proper usage of items and appropriateness.
