TAConnect is seeking an experienced Consultant to design and deploy a... Management Information System utilizing the DHIS2 for data management - entry, analysis, reporting, and performance tracking of all TAConnect project indicators to inform decision-making for improved program quality.
Principal Duties and Responsibilities (Essential Functions):
Specifically, this consultancy will entail:

Working   closely   with   the   MLE   lead   to   translate   requirements   into detailed product specifications.
Update and Utilize detailed specifications requirements to design and deploy a cloud based DHIS2 instance; configure DHIS2 instance using different apps to manage the entire data cycle from collection, validation, analysis, visualization,  and  dissemination restricted by different user level and role
Work in consultation with the MLE lead to co-design data dictionary; to execute the database back-end (underling forms, sheets, and tables, users/user role setup etc.) and front-end design (preferred interface for customizations etc.)
Execute interoperability requests between data management platforms by integrating with DHIS2 mobile data collection platforms like CommCare, KoboCollect etc.
Utilize additional code where required for add-on DHIS2 components using the DHIS2 SMS API, web API and mobile API.
Build capacity of database administrator and other relevant staff to understand the working concept of the TAConnect MIS (how to update, edit and delete information, add fields, authorizations etc).
Develop relevant documentation guides (code, design etc.) and other relevant training guides and support materials for key user levels.
Provide system maintenance to the DHIS2 instance, including regular system upgrades on request.
Perform any other related to goal of this consultancy as agreed.

Job Qualifications

A Bachelors' Degree with minimum of seven (7) years of experience in Health  Informatics, Computer Science/Engineering, Software Engineering, Information  Technology,  or  any  other  eHealth  related fields
Demonstrated  minimum  of  5  years'  experience  as  a  full  stack developer; DHIS2 Academy level 2  specialization is  an added advantage.
Experienced working with a global or national   DHIS2   instance, applying user- centered requirements processes (country-level and State teams) to design customizations or applications, in testing and troubleshooting,   and   in   building   local  capacity  to  continue  to customize and/or troubleshoot.
Expert knowledge and experience with front- and back-end of web-based  applications, and familiar with various web service technologies such as Java, JavaScript, LAMP (Linux, Apache, MySQL,PHP),  PostgreSQL,  MongoDB,  Python/R  and  other  related frameworks.
Ability to design and develop customized DHIS2 solutions, specifically pull and  push  into  DHIS2  using API (SMS  API,  web  API and mobile API)
Proven   ability   to   translate   technical   needs   into   database specifications and to  develop a fully functional and user-friendly database application, including appropriate reports.
An in-depth understanding of public health routine and periodic data compilation, management, and data analysis. In addition, experience or knowledge of immunization and public health surveillance systems is an advantage.
Ability  to  work  in  a  dynamic  and  agile  environment  with  changing requirements and priorities while completing tasks in a timely manner, with minimal day-to-day supervision.

Job Qualifications

Bachelor’s degree in Demography/Statistics, Public Health, or any Science/Social Science related discipline, or field.
Minimum of 6 years of relevant work experience, 4 of which must be in an M&E position, where responsible for implementing M&E activities for international donor-funded development/health-related projects. Detailed familiarity and expertise with NHMIS/DHIS2 are required.
Proven experience in supporting the designing and implementation of Monitoring and Evaluation systems for public health programs/projects in Nigeria.
Knowledge of evaluation methodologies (e.g., qualitative/quantitative), data collection and analysis; experience with mobile and electronic data collection platforms/CAPI tool, is required.
Strong technical skills, including the ability to process, automate, and analyze data using one or more of the following statistical software packages SPSS, Epi-Info, Stata, SAS. Knowledge of SQL and Power query will be an added advantage.
High proficiency in the use and optimization of Microsoft Office Suite (Word, Excel, PowerPoint), Microsoft VBA macros, and data visualization platforms/software is required.

Job Qualifications

A Medical doctor, Experienced Nurse, Midwife, or any other closely related health care professional; specialization in Public Health and other health-related courses will be an advantage.
9-10 years of work experience in the areas of Reproductive, Maternal, Newborn, and Child Health (RMNCH), Health System Strengthening (HSS), Family Planning, and Nutrition.
Familiar with the implementation of health projects and program management in Nigeria and have in-country experience managing or supporting donor programs. Experience working on international donor-funded RMNCH & HSS projects will be an added advantage.
Extensive relationship with the RMNCH community and Primary Healthcare (PHC) system in Nigeria.
Broad understanding of the FMOH, SMOH structures, and functions especially as it relates to MNCH and HSS is highly desirable. Demonstrated expertise in working directly with government officials and policymakers in RMNCH, Nutrition, family planning, and/or HSS.
Experience working with partners, organizations, and institutions.
Strong verbal, listening, writing, and intrapersonal skills essential for effective coordination among several institutions and staff involved in a broad range of activities and projects.
Strong ability to multi-task and be a great team player will be highly desirable.
Fluent in English, (written and oral communication) and any local language.
Willingness to travel throughout Nigeria as necessary.

PURPOSE:
Technical Advice Connect (TACONNECT) is inviting qualified professional audit firms with experience in theory, principles, and applications of standard accounting and audit practices to submit proposals wishing to be considered for appointment as external auditors (the “External Auditor”)
GENERAL INFORMATION:

Technical Advice Connect LTD/GTE (TACONNECT) is an innovative Technical Assistance (TA) delivery platform, conceptualized by the Bill and Melinda Gates Foundation and incubated by DAI Nigeria to respond to State TA priorities to promote sustainable improvements in State Primary Healthcare (PHC) systems' performance, Group Anti-natal care (G-ANC) and increase the uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.
TAConnect employs an innovative approach aimed at delivering TA services to state governments while strengthening the capacity of state institutions for enhanced PHC service delivery and holding accountability for financial and programmatic results to both donors and the State Government.
TAConnect operates by matching requests for TA from states to compatible TA supplies from donors and TA providers. The enhanced coordination of TA deployments would, in turn, lead to increased cost efficiency, technical efficacy, more effective system strengthening and ownership by states, long-term sustainability, and increased local capacity
SCOPE OF SERVICES:
The objective of the audit is to express an opinion as to whether the financial statements of TACONNECT present fairly, in all material respects, the financial position, results of operations, and changes in cash flow, in accordance with generally accepted accounting principles. This will be for the financial year ending 31st December 2022. The period of the audit exercise shall be within one week of the commencement of the audit exercise.
During the engagement, the Auditor(s) will report:

Any significant or unusual transactions
Any deficiencies in internal controls that are of sufficient importance to merit the attention of Management and/or the Board of Directors
Any disagreements with Management about matters which are significant to the organization’s financial statements.
Any lack of compliance with TACONNECT Operating Manuals.
Any lack of compliance with Generally Acceptable Accounting Principles
Any lack of compliance with donor/award agreements/requirements
Any lack of compliance with financial, accounting standards or other relevant national legislations; and/or
Any lack of accountability in the use and management of TACONNECT’s assets.

All reports will be presented through an audit management letter.
EXPECTED DELIVERABLES:
The Auditor will:

Prepare an auditor’s report in a format consistent with generally accepted auditing principles/standards.
Provide a management letter that identifies areas of concern or weaknesses, recommendations for improvement, and management’s response to any concerns identified.
Discuss the auditor’s report and management letters with Management and the Audit Committee prior to their distribution.
Schedule in-person clarification and catch-up meetings with TACONNECT; and
File all relevant financial documents with the government and obtain a tax clearance certificate TCC as appropriate for the relevant year.

PRICE SCHEDULE/BILL OF QUANTITIES:
Full specifications of the provision of audit and assurance services shall be provided on the price schedule.
EVALUATION OF PROPOSALS:
The most promising responses will be evaluated in detail. Additional information may be sought from the Firm(s). Firm(s) may be asked to present and explain their proposals. TACONNECT reserves the right to waive non-material deficiencies in any proposal.
Proposals will be evaluated by TACONNECT, who reserves the right to reject any or all proposals received. The following will serve as the basic criteria for the selection of the successful vendor:

Understanding of the work required as evidenced by the proposal and the ability of the audit firm to deliver in a timely manner. The completeness of the proposal will be critical.
The qualifications of the company.
The scope of the services offered.
Completeness and responsiveness to the requirements of the RFP.
Experience, qualifications, and competency in providing audit and assurance services.
Good service and good value shall weigh heavily in the selection process.

SUBMISSION AND INFORMATION REQUIREMENTS:

One electronic copy (Adobe Acrobat format) should be submitted to info@taconnect-ng.org on or before 27th June 2023 at 17:00 WAT, at which the advert will be closed.
A cover letter shall be included with the proposal on the firm’s letterhead with a duly authorized signature and company stamp/seal. The letter will include the Name of Business, Address, Contact Person, Phone Number, and Email Address.
Proposals will be evaluated based on what is deemed to be in the best interests of TACONNECT Ltd/Gte, including such factors as the bidder’s experience and expertise in the provision of tax and audit services, the flexibility of the proposal, and total cost. The cost will not be the sole factor in evaluating bids.
Please note that TACONNECT Ltd /Gte is asking for a full proposal for the provision of audit and assurance services.
Firm will certify a validity period of 30 days for the prices provided.
Provide an overview of your company, including a brief description of your company’s history, ownership structure, financial stability, philosophy/culture, and approximate number of employees.
Describe your expertise in our industry, outlining your ability to provide expertise and experience in the areas of health benefit plan analysis and design.
Please indicate any other services, capability, designation or experience that differentiates your organization from the competition.
List three current (not more than 2 years ago) clients for whom you have provided audit and assurance services in the Nongovernmental Organization or Not for Profit making sector/industry. For each client, the list must specify the type of work performed by your company and the period retained as a client. For each client, include the name, title, address, and phone number of a contact person who TACONNECT Ltd/Gte may contact as a reference.
Each proposer must submit a proposal that indicates the price of the service. The price proposal must only include the price schedule for the provision of audit and assurance and filing of annual returns services.
Tender documents submitted late shall be rejected.
All submissions must be in English language and services will be provided in Nigeria and payment made in Naira.
Failure to comply with the instruction(s) and provide any required document(s) may automatically result in disqualification.

GENERAL INFORMATION
This RFP shall not be construed to be a commitment on the part of TACONNECT, nor shall it entail the applicant to make any claim(s) whatsoever and/or seek any indemnity from TACONNECT, by virtue of such applicant having responded to this RFP.

The Monitoring & Evaluation Assistant will support the Program Coordinator to oversee performance management of the accelerating uptake of the rotavirus vaccine project in Kano State, a project that aims to reduce diarrhea infection among children under five in high-burden communities. He/she will collaborate with the other program teams to ensure seamless implementation of the project in Kano... State. He/she will track program implementation and support stakeholders’ engagement to ensure that program implementation is harmonized and integrated in the state. He/she will also ensure adherence to TAConnects’ corporate and field office policies and donor regulations.
Principal Duties and Responsibilities (Essential Functions):

Support the program coordinator and other team members in activity planning and implementation, including pipeline analysis, and budget tracking, to ensure timely implementation of activities.
Provide support on all aspects related to data management, analysis, monitoring, evaluation, and reporting for the accelerating uptake of the rotavirus vaccine project in Kano State.
Conduct regular data analysis and visualization of key indicators related to accelerating rotavirus vaccination coverage, generates monthly indicator reports, and tracking of progress against workplan.
Conduct visits to LGAs/Wards/Facilities as necessary for data validation to monitor the quality and completeness of report viz-a-viz datasets.
Work closely with government and stakeholders to conduct capacity building for M&E staff at the LGA, data clerks/record officers, and healthcare workers at the facility to improve data management and reporting capabilities.
Support advocacy efforts to state government to commit more resources to immunization programs through budgetary allocations in the state Annual Operational Plan (AOP) and other funding streams.
Together with the Program Coordinator, contribute to the identification, analysis, and synthesis of technical knowledge and evidence-based information on immunization coverage leveraging the accelerating uptake of the rotavirus vaccine project in Kano State.

Job Qualifications

Bachelor’s degree / HND in demography, statistics, social sciences, public health, health information management, or related field.
Minimum of 4 years of work experience, with at least 2 years related experience in Monitoring & Evaluation /Health Management Information Systems. Experience on an Immunization/Vaccine delivery project is an added advantage.
Working knowledge of District Health Information Systems 2 (DHIS2), and the Electronic Management of Immunization Data (EMID) is required.
Competency in MS Word, Excel, and PowerPoint, and a statistical software package (SPSS, EPI-INFO, STATA, or similar) is required.
Proficiency in the use of any mobile data collection/CAP packages, and at least one data visualization tool/platform such as PowerBi, Tableau, Google Data Studio etc.
Knowledge of the local health system and experience working with and supporting the Government of Nigeria Ministries and Ministry Department and Agencies (MDAs) is an asset.
Demonstrated data analysis, time management, and problem-solving skills.
Strong written and spoken communication skills in English to communicate technical information to audiences with varying levels of technical expertise. The ability to communicate in Hausa is an added advantage.
Organizational skills, interpersonal skills, and a demonstrated ability to work independently as well as part of a team. Adaptable to change, and flexible with duties and hours.
Ability to consistently meet multiple deadlines Strong written and spoken communication skills in English and Hausa are required.

TAConnect curates and deploys comprehensive, cohesive technical assistance and institutional strengthening support to State Governments, using a tailored and coordinated approach to promote sustainable PHC systems strengthening and enhanced service delivery. We operate by matching requests for TA from states to compatible TA supply from donors and TA providers.

The TAConnect strategic approach is to work with States, partners and donors to define issues, identify solutions, and facilitate the skills/expertise needed to strengthen PHC systems and improve coverage and quality of services to positively impact on health outcomes This enhanced coordination of TA deployments will lead to increased cost efficiency, technical efficacy, more effective system strengthening and ownership by states, long-term sustainability, and increased local capacity.

TAConnect is requesting for interested and qualified organizations with the requisite expertise that meet the requirements below to express their interest as Technical Assistance providers by submitting a detailed organizational profile that highlights key areas of expertise including other requirements as listed in the qualification criteria section.

TAConnect priority areas include RMNCAH+N, PHC System Strengthening, Health Care Financing, Supply Chain /Procurement Supply Management, Formative Research and Gender integration.


B. ELIGIBILITY CRITERIA

TAConnect will intentionally (through marketing of opportunities and evaluation criteria) favor local (Nigerian) service providers, or international service providers with a local presence for subawards. TAConnect shall apply the following definition to determine if an organization is Nigerian or not, in the event of a multinational corporation. The Nationality of an organization/supplier is defined by the following criteria:

The firm is organized under the laws of the country or place of legal organization: and
The organization is conducting business as an "ongoing concern" (functioning business entity for foreseeable future) in of the country: And either a. or b. below:

a. The organization is managed by a governing body, the majority of whom are citizens or residents of the country, OR

b. The organization 's employment of citizens or residents of the country in more than half of its permanent full- time positions and half its principal management positions.
Subawards may not be awarded to individuals, only entities or organizations. Grants will only be awarded to private sector firms when:

A private sector firm is clearly best placed to carry out an activity.
Where they have the capacity to implement or have already received TA and are now in a position to implement.
Where they forgo any generation of profit
They have been vetted/assessed by TAConnect as having the necessary financial management systems and reputational assets to be held accountable for results

PURPOSE
Technical Advice Connect (TAConnect) is inviting qualified professional firms for a short-term technical consultancy to conduct gender analysis across 10 BMGF priority states. This analysis will aim to identify the root causes of existing gender inequalities and the extent to which gender roles, norms, and inequalities affect sexual behavior, risk-taking, and health-seeking behavior, as well as access to and utilization of the RMNCH continuum of care.

SCOPE OF SERVICES
The purpose of this Request for Proposals (RFP) is to select an experienced and qualified professional Firm to provide Gender Analaysis consultancy services to TACONNECT Ltd. The successful applicant must be authorized to do business in Nigeria, with experience with similar size entities and lines of business to TAConnect.
ELIGIBILITY CRITERIA

REQUIRED EXPERTISE AND SKILLS

Firms with previous experience managing large-scale research across multiple states.
Experience working on gender and health projects, including RMNCH+N projects.
Experience conducting gender analysis; experience conducting analysis with RMNCH+N/HIV projects is highly preferred. 
Familiarity with Nigerian socio-cultural norms and structures
Knowledge of BMGF gender policies and strategies
Demonstrated skills in qualitative research methods required.
Demonstrated capacity to analyze complex issues, draw relevant conclusions and produce a comprehensive technical report.
Strong writing skills
Cultural sensitivity, particularly in multiethnic and multireligious contexts.

The selected Firm must meet all regulations and requirements for Nigeria. TECHNICAL SPECIFICATIONS/OBJECTIVES OF THE ANALYSIS

Identify the extent to which gender roles and norms affect access to and utilization of RMNCH+N continuum of care. 
Examine harmful gender norms and practices that affect sexual behavior, risk-taking, and health-seeking behavior, as well as access to and utilization of the RMNCH continuum of care.
Assess GBV response availability, adequacy, and quality of clinical and non-clinical post-GBV services.
Examine the relationship between gender and access to income and productive resources including education, that may impede access to RMNCH+N services.

The contextual analysis is expected to:

identify root causes of existing gender inequalities. 
increase understanding about how to address gender inequalities.
identify different RMNCH+N needs and priorities of men and women over the short and long-term
avoid programs and activities perpetuating traditional power imbalances.
enhance the likelihood of strengthened and sustainable project or activity results.
collect sex-disaggregated baseline data.

Bi-weekly progress report
An updated work plan and conceptual framework to be used to collect and analyze data.
Gender analytical framework
Protocol that includes sample plan, the timeline for fieldwork, etc.
Questionnaires and tools (discussion guide and interview questions for the different categories of respondents)
Ethical Approval for the study
A gender analysis study report including findings and recommendations.
Gender Strategies document based on findings from the gender analysis.
Debrief with TAConnect on findings and recommendations.
Copies of all transcribed qualitative interviews.

Duration
The period of the assignment will be a total of 50 working days across all TAconnect-supported states and might require multiple firms. This assignment is on a full-time and output-based basis.
EVALUATION OF PROPOSALS
The most promising responses will be evaluated in detail. Additional information may be sought from the Firm(s). Firm(s) may be asked to present and explain their proposals. TAConnect reserves the right to waive non-material deficiencies in any proposal.

G-ANC Program Evaluation consultancy services

SCOPE OF SERVICES
The purpose of this Request for Proposals (RFP) is to select an experienced and qualified professional Firm and individuals to provide G-ANC Program Evaluation consultancy services to TACONNECT Ltd. TAConnect aims to measure/document the effectiveness of G-ANC as adapted to the RCT, contribute to the available literature on G-ANC implementation (especially at scale) and ultimately foster a community of practice on G-ANC/PNC in Nigeria.
Specifically, the qualitative study will assess the following:

Knowledge, Attitudes & Practices of community gatekeepers towards the adoption of the G-ANC/PNC model, and its effects on improved health outcomes.
Understand the service providers' perceptions and experiences of the G-ANC/PNC model relative to the traditional ANC model.
Evaluate the difference in the experience of care, between Parity 0 women and Parity 1+ enrolled in G-ANC/PNC.
Understand from service providers the drivers and inhibitors to the uptake of high-impact intervention/RMNCH services by mothers and newborns in the G-ANC/PNC model as compared to the individual ANC model.
Understand from the States Government of Nigeria the drivers and inhibitors to the scale-up and sustainability of G-ANC as an alternate service delivery model in the absence of active TA support from development partners.

Through retrospective cohort tracking;

Evaluate the difference in quality/experience of care and outcomes among cohorts of pregnant women enrolled (based on gestational age at enrollment) and recently delivered through G-ANC.
Evaluate the difference in quality/experience of care and outcomes among (Parity 1+) women enrolled and recently delivered through G-ANC as compared with their previous individual ANC model.
Understand from pregnant women/mothers the drivers and inhibitors to the uptake of high-impact intervention/RMNCH services by mothers and newborns in G-ANC model. (With a special focus on IPT uptake, Facility Delivery, PPFP, Postnatal Care & Immunization)

Working closely with TAConnect’ s Technical Director, and M&E Specialist, the consultant will

Lead the design & conduct of the study based on the agreed overall approach, methodology, questions, and tools for data collection and analysis.
Obtain ethical approval for the study from the State’s relevant approving authority.
Provide all logistical support for the data collection, safety, and coordination of engaged ad hoc staff.
Produce a comprehensive report for the study.
Submit all relevant datasets, and tools to TAConnect upon completion of the study.
Develop draft articles for publication from the study.
