ESSENTIAL FUNCTIONS:

Accounting review of procurement documentation before payment is initiated.

Participate in budget preparation exercises.

Prepare other balance sheet item reconciliations on monthly basis, such as accrued expenses, advance accounting, etc
Maintain account payable and receivable account on monthly basis
Carry out training staff on expected accounting documents
Assist in the preparation of annual budgets and budgetary control reports for donors.
Assist in development of various accountability vouchers for use in the finance office

Provide a consolidated assessment on the performance of HIAS projects, particularly in relation to its relevance, efficiency, effectiveness, impact, and sustainability.

Methodology

The meta-assessment will be guided by the OECD criteria of evaluation (relevance, effectiveness, efficiency, coherence, sustainability, and impact). It will assess the relevance of the objectives of HIAS Programs. It will assess the effectiveness of the project in line with the respective program objectives. It will assess efficiency in relation to cost-effectiveness or the Value for Money. Conversely, sustainability, particularly through capacity-building, should be assessed to gauge the continuity of program objectives once HIAS Programs end.

The selected consultants will conduct.
Document review:

An extensive desk top review of existing from reports, journals, periodicals and online reviews
A document review of baseline, mid-term reviews, final evaluations and project completion reports and other HIAS strategic documents.
Survey and interviews:
For each selected project evaluation, staff of HIAS implementing the respective projects and partners will be consulted through interviews or surveys to ascertain the perceived usefulness of HIAS Kenya project evaluations as well as support functions, challenges, and constraints.

Deliverables

The Consultant Is Expected To Deliver The Following

Inception report (including a work plan and timeline).
Data collection tools as appropriate
Draft meta-evaluation report.
Finalize the draft report after receiving comments HIAS Kenya
Submit the final report HIAS Kenya Country Director.
Presentation of the final meta-evaluation report (the final report must contain an executive summary and a list of recommendations made by the consultant. It should not comprise more than 30 pages, excluding annexes)

These tasks are indicative for understanding the meta-evaluation. They will be adjusted and elaborated in the consultant's Inception meeting and as agreed upon by HIAS Kenya.

Managing the evaluation process

HIAS MEAL Coordinator will be responsible for the overall coordination of the Meta-assessment with the consultant to ensure timely and quality outputs. In addition, the Program Managers, Program Director, Regional technical advisors, and Country Director will provide all the necessary technical and operational support required throughout the process.

Qualification And Experience Of The Evaluator/Consultant

Monitoring and Evaluation

Develop an integrated monitoring and evaluation system for new and ongoing programs to track their implementation.
Drafts and maintains up-to-date MEAL plans and frameworks and M&E sections of project work plans/operating plans in consultation with program team and partners.
Support program design including development of the theory of change, objectives and indicators..
Lead and support the implementation of HIAS global MEAL Guidelines at country level and, support the continued improvement of key MEAL standards, processes, and systems/tools.

Learning

Ensure the documentation of success stories through e.g. Most Significant Change technique.
Lead project review meetings and lessons learnt workshops at the end of projects (appropriate to length, scale, and complexity) aimed at replicating good practices and strengthening synergies between projects.
Build the capacity of both staff and partners in MEAL tools and guidelines ..

Qualifications & Requirements

A master’s degree in either, Project Planning and Management, Monitoring and Evaluation, Humanitarian law or a social science
A Degree in Social sciences, Monitoring and Evaluation or relevant field.
At least 5 years’ experience in extensive monitoring and evaluation of projects related to social sciences, humanitarian and human rights or development work
Experience in developing data collection tools and training of staff in effective use of those tools.
Demonstrated skills in data collection, data analysis, interpretation, and reporting.
Experience in proposal development and project implementation
Experience in working for an organisation or NGO that deals with refugees will be an added advantage
Knowledge in data management systems, quantitative and qualitative analysis softwares and data visualization. s
Excellent interpersonal, writing and communication skills .

POSITION SUMMARY:
HIAS seeks to recruit a Gender and GBV Associate who will  provide  social interventions and assistance to the most at risk and vulnerable refugee women and girls especially Gender Based Violence (GBV) survivors with focus on strengthening HIAS’ EVAW/G (Ending Violence Against Refugee Women and Girls) response to new and more pronounced challenges faced by refugee women and... girls. The associate will be required to conduct assessments, case management and referrals including follow up to ensure survivors receive appropriate services.
ESSENTIAL FUNCTIONS:
Case work and management:

Identify and provide post GBV services to women and girls who are survivors of GBV or any other form of trauma.
Identify refugee women and girls in need of social support such as financial assistance, medical assistance, and legal protection.
Carry out social assessments and keep track of socio-environmental risks faced by refugee women and girls to ensure timely mitigation of risks.
Review all social and psychological assessments reports generated and link to the MHPSS department for further support
Conduct one on one  interviews with refugee women and girls to understand the prevalence of existing and emerging issues affecting them
Implement a safe  reporting mechanism, which allows women and girls to report GBV incidences allowing access to critical support without risking personal safety
In collaboration with community outreach workers conduct regular assessments of the needs and progress of the refugee women and girls.
In collaboration with the GBV team, conduct training to HIAS staff on safety and capacity to respond to GBV incidences.
Participate in GBV response, outreach and community dialogue activities to enhance community response and prevention of violence against women and girls.
Conduct referrals of vulnerable refugee women and girls to partner agencies and follow up with clients to facilitate access to external services.
Monitor GBV trends through data collection , prepare summaries for presentation in psychosocial panel and effect subsequent panel decisions.
Prepare a monthly analysis on GBV key issues based on case trends to disseminate information on available services and referral pathways.
Open files for clients and ensure that case management is in line with HIAS SOPs and other sector standards.

Community outreach and community activities

Assess, identify, and analyze community sensitive interventions geared towards building resilience and self-reliance among refugee women and girls.
Strengthen community participation and accountability by engaging community outreach workers and community leaders to assist in identifying and selecting beneficiaries most in need within the community.
Establish and maintain networks with existing community structures and other partners for referral and networking purposes.

Reporting

Update client’s information into the data management system and provide a periodic analysis of the data.
Prepare periodic reports on client’s progress and prepare a final report of all the activities.
Perform other related duties as assigned

QUALIFICATIONS & REQUIREMENTS:

The applicant should have either a University Degree in Social Work, Community Development or Gender and Development Studies
At least 1- 2 years working experience in the field of Social Work.
Experience in working with NGOs involved in humanitarian work will be an added advantage
Knowledge in UN Convention on the Refugee Act, Prevention and Responses to Sexual Abuse
Experience in capacity building including facilitation of diversity and inclusion, community-based training and awareness raising
Strong interpersonal and communication skills
Knowledge of Computer Applications
Ability to work in a demanding and high-pressured environment
Knowledge of Accountability to Affected Populations is an added advantage
Knowledge in PSEA and Anti-Fraud.
