Scope of the Assignment
We are seeking services of a competent consultant to carry out the following assignment:

Undertake a comprehensive organizational climate survey
From emerging issues, propose a model for LVCT Health to address the issues in driving employee engagement
Facilitate a job analysis and evaluation process to establish relative worth of jobs across projects within the... organization and in line with the approved organizational structure, and use the outcome of the process to update the current job grading structure
Undertake a salary and benefits survey and use the outcome of the survey to develop an equitable and competitive salary and benefits structure for the organization. Based on this, provide recommendations for necessary adjustments to the current salary scales and other conditions of service, as a staff retention strategy
Support the development and roll out of an effective performance management system, and relate this to the reward system

Assignment Context

The organization has grown over the past few years in different aspects to include growth in partnerships (with most projects being implemented within consortiums with LVCT as the prime) and in staff head count. The organizational structure has changed to support the delivery of the new strategy.
With the growth comes complexity in working and reporting. There is disparity of organizational structures across projects, which requires re-alignment.
Existing jobs have rapidly evolved, and new role demands have come up, requiring need to re-define and re-align jobs, within the redesigned structural framework.
Within the current organizational and project structures, there are over 190 job titles. These are not necessarily distinct jobs. The job analysis should support the identification of distinct jobs and align job titles.
With the new jobs/roles coming up, and existing jobs changing in scope (and considering the last job analysis and evaluation was undertaken quite a while back), there’s demand to conduct a job analysis and job evaluation, and review the existing job grading structure. It is expected that the job analysis will allow us to streamline and/or realign reporting relationships across projects.
Our current salary and benefits structure is based on a survey which was carried out a number of years ago, with annual application of a COLA. There remains a need to ascertain our current positioning vs. our desired positioning relative to the market; and come up with a redesigned market competitive salary and benefits structure, which is aligned to the new job grading structure.
There is a mix in terms of staff length of stay in the organization across the projects.

Approaches to the Assignment
As regards to the approach to the assignment, the consultant is free to employ an approach which he/she considers to work best to achieve the objectives. However, the consultant is expected to take into account the following elements:

Work closely with the HR Team Lead and a committee which shall be selected, as the principal counterparts on this exercise.
Hold discussion with a wide range of stakeholders as may be necessary.

Inputs

LVCT Health will provide key documents that will be identified for literature review, and facilitate logistics during any workshop, identify venue and take care of related workshop costs if a workshop is required.

Qualification of the Consultant

The consultant to be involved in this assignment is expected to possess a wide knowledge and work experience in HR strategic alignment and implementation. They need to have clear understanding of the NGO sector in Kenya and the region and in specific have understanding of PEPFAR funded projects. They need to display tangible experience of having done this and delivered in similar tasks and projects within an organization running multiple projects.

Job purpose

The primary responsibility of this role is to support the coordination of LVCT Health’s sub-grantsportfolio, overseeing the compliance with the various awards and sub-award agreements requirements and LVCT Health policies.

Ensure that all the expenditures reported by sub-awardees meet the allowability criteria prior to being charged to the award; document, disseminate and follow up on disallowed expenses.
Monitor   deadlines   and   ensure   final   deliverables   from   grantees   conform   to   LVCT   Health   requirements.
Work with the Sub-awardees to build their capacity to prepare and submit accurate financial reports.
Provide  ongoing  assistance  in  reviewing  sub  awardees  financial  and  accounting  policies  and  procedures and also their internal control system.
Convene grant review meetings with the Sub-grantees
Provide  relevant  financial  information  for  decision  making  to  the  sub-awardees  and  technical  teams in order to facilitate proper program implementation
Ensure  the  cash  disbursement  tracking  schedule  is  updated  and  circulated  in  a  timely  manner,  liaising with the finance team to minimize delays in partner funds disbursement
After projects are completed, support closeout grants in accordance with applicable policies and procedures.

Seven (7) years of experience building partnerships with national and subnational governments, donors and other multilateral organizations, academia and research institutions, the private sector, local community organizations, and policy think tanks.
Demonstrated experience in successful program management, including management of functions of complex multi-activity projects.
Proven experience in strong budget management and oversight to quickly identify problems and take corrective action.

Ensure timely submission of all the required reports.

Project Management

Lead the team in the development of the annual work plan per division/program.
Guide the review of work plans, tracking progress/status of planned activities.
Monitor the SIE planned activities in the work plan (budgeting for activities, approving budgets and following up on liquidations).
Work with Finance Manager to monitor project efficiency (expenditure analysis against program targets’ achievement).
Review and approve timesheets for the SIE team.
Lead the TA team in writing the project’s interim report and continuation application.

Continuous Quality Improvement

Ensure chart abstraction (DQAs and SQAs) is done in all the service delivery points.

Participate in DQA activities planned by NASCOP.
Participate in M&E and CQI TWG meetings planned by the counties.

Project Surveillance

Generate evidence for planning and decision-making.

Job purpose
The Deputy Chief of Party (DCOP) will be responsible for the overall management and operations of the project and will be the key liaison with USAID. S/he will supervise activity implementation and ensure the program meets stated goals and reporting requirements. The DCOP will take a leadership role in coordination among USAID and key stakeholders, and other implementing... partners.
Specific Roles & Responsibilities
Project Management: Planning and execution

Coordinate the technical implementation across all technical areas for all the implementing counties
Ensuring achievement of all program targets in the counties
Coordinate development and tracking of AWP and quarterly implementation & Reviews
Ensure vibrant liaison committees within each county between the project and the county to enable joint but county-led planning
Convene annual county co-creation work planning meetings
Liaise with technical teams from other implementing partners in the region.
Ensure regular and structured follow-through of action points from TA, SIMS, HQ, USAID visits, monthly catch-up meetings
Mentorship and capacity building for STAs and that the same is cascaded to all technical staff in the project

Stakeholders Management and Communication

Convene and communicate any joint project and county planning and review meetings
Hold regular meetings with CEO CPGH for mutual collaborative relationships.
Communicating and overall coordination of any donor visits, SIMS exercises, and any other external visits to the county management and subsequent follow-up of action points.
Ensure partner teams within the consortium work in an integrated and harmonious manner
Participation in USAID/PEPFAR high-level meetings
Ensure private sector and FBO facilities that offer HIV services receive the necessary technical support from the project.
Communication on program directions/policy change and decisions of donors and/or the management to Counties/STAs/Project staff
Communication of any county-related and specific CGTRH matters on behalf of the project

Management: HRH for Health and Financial

Line manager to Senior technical officers providing direction, performance appraisal, mentorship and responsible for their performance
Support HR to ensure staff have completed the mandatory courses by USAID
Work with HR and COP to ensure adequate staffing aligned to budgets and targets.
Provide oversight for efficient utilization of LVCT Health and donor resources as per approved budgets
Responsible for approval of staff program budgets and liquidations following expenditure, ensuring timeliness as per policy

Project Performance Monitoring

Work closely with the MEAL specialist and the STAs to ensure Project complies with adhoc data requests from the donor are prepared and submitted for review and submission to the donor on a timely basis.
Work with MEAL to prepare presentations for monthly and quarterly USAID meetings, building capacity of technical teams to present their work
Responsible for coordinating and reviewing all project reports before submission to USAID.
Conduct regular performance review meetings- weekly/ M4 meeting
Participate/hold quarterly program review meetings with Counties
Prompt implementation of action points/CAP from SIMS, RDQAs

Visibility and Supervision

Raise the project’s visibility and presence in supported counties through adequate representation in the various County/Sub-County level TWGs by the technical teams as appropriate
Ensure 100% implementation of the Project’s tier system of technical support to county health facilities.
Support officers to develop and implement their monthly/quarterly site support schedules according to the Project’s tier system
Conduct regular site visits to project sites to gain intimate knowledge of the project’s successes, gaps, challenges, and opportunities

Required Qualifications, Skills, and Experience

A minimum of a medical degree and Master’s degree in public health, health administration, management, international health, or related field.
Ten (10) years of experience in a senior role leading a complex program of similar scope and dollar value, preferably in a developing country like Kenya.
Demonstrated expertise in all aspects of TB and TB-HIV/AIDS.
Seven (7) years of experience building partnerships with national and subnational governments, donors and other multilateral organizations, academia and research institutions, the private sector, local community organizations, and policy think tanks. Provide strong budget management and oversight to quickly identify problems and take corrective action.
Experience engaging partners and strengthening partnerships.
Proven ability to provide effective and primary representation with high-profile donors and government stakeholders.
Previous experience implementing and managing USAID-funded programs required.
Staff management experience and abilities that are conducive to a good and productive working environment.
