The primary objective of this assignment is to provide high-quality sign language interpretation services during the launch event. The sign language interpreter will facilitate communication between deaf  and/or hard-of-hearing participants, ensuring their full inclusion, participation and engagement at the meeting. The deaf and /or hard of hearing participants can fully understand and participate in the discussions, making the meeting inclusive.
Facilitate clear and effective communication among all participants, ensuring that everyone’s perspectives and inputs are understood and considered.
Allow deaf and/or hard-of hearing participants to contribute equally, ensuring their ideas, concerns, and feedback are heard and valued.
Support to maintain the flow of the meeting by ensuring all participants can follow the conversation without interruptions or misunderstandings.


Scope of Work and Terms of Reference

Pre-Meeting Preparation:

Review meeting agendas, documents, and any other relevant materials to understand the context and content of the launch.

During the meeting:


Provide real-time sign language interpretation of spoken communication into sign language and vice versa.
Seek clarification from speakers when necessary to ensure accurate interpretation.
Assist in facilitating questions and answers from deaf or hard-of-hearing participants.


Post-Meeting:


Gather feedback from deaf and/or hard-of-hearing participants regarding the interpretation services provided.
Provide a brief report on the interpretation services delivered, including any challenges encountered and recommendations for future meetings.

Required Qualifications, skills and Competencies.


Certified sign language interpreter with recognized qualifications.
Minimum of three years of experience in interpreting, particularly in formal settings such as meetings, conferences, or seminars.
Proficiency in the specific sign language required (e.g American Sign Language, British Sign Language).

The overall objective/purpose of the consultant in the virtual Inclusive Dialogue on the Global Gateway Investment (Digitalisation) in Kenya is to ensure that all key points, discussions, and recommendations are accurately and comprehensively documented into a report that will be submitted to the European Union Delegation to Kenya.

Scope of Work and Terms of Reference

The consultant... will:


Document the dialogue proceedings by capturing detailed and accurate notes of all discussions, presentations, and contributions made during the dialogue in line with the FEMNET Rapporteur template and guidelines that will be shared by FEMNET.
Actively listen and observe during the dialogue while paying close attention to discussions, decisions, and actions taken.
Take detailed and concise notes of the dialogue, including key points, discussions, decisions, and action items.
Provide a concise summary of the main ideas, recommendations and points discussed during the dialogue.
Record any decisions made, responsibilities and timelines assigned during the dialogue, along with the rationale behind them to ensure follow-up and implementation.
Document the input from diverse CSOs representatives ( women, youth, persons with disabilities, refugees, persons with HIV, young women adolescent girls, internally displaced persons etc) to ensure their perspectives are considered in the design, implementation and monitoring of the Global Gateway initiative in Kenya.
Submit a comprehensive report that will be shared with all stakeholders.


Key Deliverables and Outputs.

The consultant will submit a final detailed and accurate report that documents the dialogue’s discussion, presentations, contributions and recommendations made during the dialogue in a results-oriented manner. The report should include the following annexes.


An analysis and summary of the post dialogue evaluation.
The final program and concept note for the dialogue.
List of the participants disaggregated by sex, age, county, disability etc.
Link to presentations made during the dialogue.
Photo gallery or links to photos.
Social media report (to be shared by FEMNET.)


Required Qualifications, skills and Competencies.

Required Qualifications:


A degree in communications, gender studies, human rights international relations, or a related field.
Previous experience in a similar assignment, particularly in documenting meetings, conferences, or dialogues. Knowledge of the Global Gateway initiative and the specific context of digitalisation in Kenya is an advantage.
Experience working in the women’s rights, gender and or feminist spaces.

The responsibilities of the facilitator shall include:


Setting the tone for the dialogue to create a welcoming, energetic, and engaging atmosphere for all attendees.
Managing the dialogue schedule to ensure that each segment of the program begins and ends on time. This includes coordinating transitions between speakers and breakout rooms.
Introducing speakers and participants by providing background information and context about their roles and relevance in the dialogue.
Engaging the audience by encouraging active participation and interaction. This may involve inviting questions and managing interactive segments.
Troubleshooting any technical issues, delays, or unexpected changes by consulting the event host and handling the challenges smoothly to maintain the flow of the dialogue without disrupting the participants’ experience.
Ensuring that the dialogue is inclusive and representative of diverse voices ( women, youth, persons with disabilities, refugees, persons with HIV, , adolescent girls, young women, internally displaced persons etc).

Facilitation of the Inclusive Dialogue Mechanism on Global Gateway ( Digitalisation) Investment in Kenya.
One pager facilitator’s reflection of the dialogue with details of what worked well and what should be improved in the upcoming dialogues.


Required Qualifications, skills and Competencies.


Educational Background: A degree in communications, public relations, event management, development studies, gender studies, social sciences or a related field is preferred. Relevant certifications in public speaking or event coordination may be beneficial.
Experience: Proven experience as a Facilitator or in a similar role, particularly in managing events related to CSOs in Kenya and human rights is highly valuable.


Skills:


Exceptional verbal communication skills, with the ability to articulate ideas clearly and engage a diverse audience.
Confidence and poise in front of an audience, with the ability to handle both prepared material and spontaneous interactions effectively.
Strong organizational skills to manage the event schedule, coordinate between speakers, and ensure smooth transitions.
