The Community Mobilizer will play a key role in fostering relationships between DHCBI and target communities, ensuring effective engagement and participation in Food Security and Livelihoods (FSL) programs. The Community Mobilizer will work closely with local leaders, beneficiaries, and project staff to facilitate program activities, communicate project goals,... and encourage beneficiary involvement. Responsibilities

The Community Mobilizer will:


Community Outreach and Sensitization: Conduct outreach activities to raise awareness of DHCBI’s FSL programs, including information sessions and community meetings to explain program objectives, beneficiary selection criteria, and planned activities.
Beneficiary Identification and Registration: Assist in the identification and registration of eligible beneficiaries for FSL programs, ensuring that selection criteria are clearly communicated and applied fairly.
Support to Livelihood Activities: Encourage community participation in livelihood activities such as agricultural and livestock on job training, hydroponics, income-generating activities, and capacity-building sessions. Engage with beneficiaries to help them understand the benefits of these activities and provide support throughout the process.
Coordination with Local Leaders: Collaborate with community leaders to gain support and alignment for project activities. Ensure that local stakeholders are informed and involved in program planning and implementation.
Organize Training and Awareness Sessions: Support the setup and coordination of training sessions on sustainable agricultural practices, including hydroponic systems, composting, and pest management. Ensure high attendance and engagement by community members.
Facilitate Feedback and Complaints Mechanism: Establish feedback channels, such as suggestion helpdesks, boxes or feedback sessions, to allow beneficiaries to voice concerns or suggestions. Ensure all feedback is documented and shared with relevant staff for prompt response.
Data Collection and Reporting: Assist in collecting field data related to beneficiary needs, participation rates, and program impacts. Submit regular reports to the FSL Manager, including observations from the field and any emerging issues.
Promotion of Hygiene Practices: Where relevant, work with the Program team to promote hygiene and sanitation practices, setting up handwashing facilities at homes and encouraging good hygiene behaviors.
Support to Cash-Based Transfers (CBT) and Distribution Activities: Help organize and monitor cash or in-kind distributions, ensuring smooth coordination and fair distribution to all beneficiaries.


Capacity Building and Community Empowerment


Encourage self-reliance among beneficiaries by promoting skills-building activities, including agricultural and financial literacy training.
Build trust within communities to ensure high levels of participation and foster a sense of ownership and responsibility for program success.

Requirements


Education: Diploma or Bachelor’s degree in Social Sciences, Community Development, Agriculture, or a related field.

Skills: Strong communication and interpersonal skills; knowledge of community engagement techniques; basic understanding of food security and livelihoods.
Additional: Familiarity with the local language and culture; experience working in rural or remote communities is an asset.

General Description and Job Brief

The SCOPE Officer will have overall responsibility for the implementation of all SCOPE registration activities in camp and host communities as well as supporting the Nutrition, GFD and M& E officers in other related activities. Responsibilities


Facilitate Supervises the SCOPE registration team and provides appropriate guidance and oversight as they conduct daily field activities.
Total management of the SCOPE/ digital registration equipment, materials and data.
Manages the SCOPE /digital registration data, progress report of the e-registration activities to enhancing smooth distribution exercise.
Facilitates the training of Scope project staff on Scope online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
Manages shared e-registration related complaint in accordance with WFP guidelines (where necessary).
Liaises closely with WFP SCOPE Unit/Office regarding SCOPE implementation and related issues.
Actively participates along-with other project officers in coordination meetings, if requested.
Develops and maintains strong working relationships with all stakeholders – IDPs, Community support groups, community leaders, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
Participates actively in the monitoring of the project in collaboration with the M&E Officer with specific attention on the efficiency of the nutrition, GFD and IGAs implementation etc.


Coordination:


Develop lines of communication and close collaboration with WFP, team members, and other stakeholders as well as contribute to a coordinated humanitarian response.
Liaise with the Logistics to ensure that SCOPE items are transported in good time and are available in a timely manner.

General Description and Job Brief

Under the direct supervision of the Safety and Security Officer, the Safety and Security Assistant (SSA) upholds the responsibility of ensuring that staff safety and security management are a priority and assist in building up the capacity, awareness and preparedness of staff to deal with security-related risks, threats and... incidents through the delivery of high quality, regular training or briefings to DHCBI staff and visitors within the area of responsibility. The SSA will maintain a high level of contextual awareness of his/her operating area and strong coordination with Program and Operations support teams at the Field level. He/she will form a wide web of networks to proactively collate and source relevant security information. The SSA will assist Safety and Security Officer as well as the Safety and Security Team in conducting collaborative security risk assessments with all field-based staff in line with the standard DHCBI security management structures.

The SSA will support Safety and Security Manager/ Logistics Officer in the enforcement and implementation of existing SOPs and other risk mitigation plans guided by the acceptance, protection and deterrence strategies. The SSA will act as a liaison link between DHCBI and other external security functionaries within the areas of responsibility and represent DHCBI in security forums as directed by the supervisor.

Responsibilities

Under the direct supervision of the safety and security officer, he/she will:


Be in charge of carrying out continuous monitoring of the environment in the operational areas for which he/she is responsible and report to the Safety and Security Officer daily.
Ensure that the Base Office SOPs and associated documents are kept up to date and reviewed regularly, and staff is constantly kept aware of their contents.
Brief and supervise staff on daily basis with the contracted guards and drivers to ensure the guard force and fleet are aware of DHCBI SOPs and are effectively enforcing the required regulations.
Accompany program staff on field missions, in order to better develop an awareness of the challenges faced by DHCBI staff in the field.
Help in Liaising with government, Army, Police, DSS, Local Heads and other key external stakeholders to ensure that DHCBI staff can maintain regular and safe access to program areas.
Using standard training developed by the safety and security unit, conduct regular refresher training for DHCBI staff on personal safety, fire prevention, and defensive driving among others.
Prepare weekly reports for the Base office and update data on available incident data tools.
Report immediately to the Maiduguri Office when significant security incidents occur.
Submit formal post-incident reports to the Head of Office, Safety and security manager/ HR/Admin Manager, Project Managers and Safety and Security Officer.
During a critical incident, he/she will support the Head of Office and Safety and security Officer/ Logistics Officer in critical incident management giving all the required support as outlined in the DHCBI Security SOP.
The SSA will be available 24/7 to respond to any staff concerns or incidents that might require urgent attention.
Track and monitor DHCBI staff movement within the areas of responsibility and report any breaches of SOP to the Safety and Security Officer and HR/Admin Manager.


Skills & Experience

Essential:


At least 3 year of security-related experience with UN/INGOs/CBOs operating in North-East Nigeria either in safety and security, logistics or administration. Relevant experience from any other institution will also be considered.
Ability to comprehend security-related subjects such as threat/risk assessment, security management, and personal and organizational physical security awareness.
Previous services with any of the Nigerian Disciplined forces (Police, Army, NSCDC, etc) will be a desired advantage. A certificate of discharge or recommendation from an immediate supervisor will be required as proof.
Proven experience or ability to work effectively in complex security environments and situations with an articulate understanding of the conflict in the northeast.


Preferred:


Knowledge of the local language (Hausa and local language).
Willing and able to be based and travel regularly within remote areas, where services are limited.
Ability to work closely, professionally and constructively with all others regardless of ethnicity, gender, religion, race, tribe, or cultural background.

General Description and Job Brief

The Safety and Security Officer role is to help in the management of staff safety and security of properties while working across existing and new programs of the organization. The Security officer will discharge his/her assignment under the direct authority and technical guidance of the DHCBI Security policy document. Responsibilities

Security Management:


Responsible for developing and overseeing the day-to-day conduct of office security programs, ensuring adequate responses to both natural and artificial security incidents.
Provide regular technical security advice to staff.
Periodically conduct security risk assessments, physical security, fire safety and office evacuation drills.
Establish an effective networking system with other key security stakeholders for information gathering and sharing on security matters. 
Conduct onsite training for staff in the field of safety including personal safety, emergency evacuations, travel safety, relocation and evacuation.
Daily & weekly security updates on incidents, trends and risk mitigation.
Responsible for advising project Managers/Coordinators in their regions of the risks associated with staff working in a complex and dynamic security environment.
Liaise with other security actors in safe access to program areas.


Briefing and De-Brief:


Develop and deliver location-specific safety and security briefings for all visitors and new employees in the operating context.
Deliver security orientation on personal safety, organizations and security management.
Post-incident debrief – de-briefing staff/visitors involved in security incidents and help in psychosocial support as well as identifying medical help.


Relocation & Evacuation:


Plan for both security and medical evacuation for all locations and an develop evacuation plan including collection points, routes, etc.
Provide a contingency plan for every operation. 


Staff movement oversight and support:


Travel Security Clearances: Process clearance documents for staff travelling to deep field locations.
Field movement tracking: Coordinate with logistics staff as required to support Field level movement oversight and support.
Ensure that appropriate access controls are in place for all DHCBI facilities
Conduct site assessments and advise on mitigation measures, as required.


Security incidents and data management:


Text Advisories: Draft and disseminate text advisories for DHCBI staff in the Safety Forum WhatsApp group or via SMS as required, when relevant and significant security incidents occur or elevated threat levels are reported.
Email Advisories: Draft and disseminate detailed Email advisories for DHCBI staff when relevant and significant security incidents occur or elevated threat levels are reported.


Administrative and Operational support:


Guard force management:
Manage all guard forces by ensuring standards of readiness are maintained, guard protocols are adhered to and coordination with the guard force supervisor is routinely maintained. 
Ensure that guard payments and other administrative matters that have a direct impact on guard force readiness are completed in a timely manner.
Ensure that the contracted guard force maintains a high standard of guarding for all offices and residences, and when required take corrective action in coordination with the Guard force management
Daily-Weekly and Monthly Security Briefing: Responsible for compiling weekly and monthly reports for Safety Unit. 
Staff briefings: Provide DHCBI staff with current contextual briefings. 


Prevention of Sexual Exploitation and Abuse:

The FSL Project Manager (FSL PM) leads and directs DHCBI's Food Security and Livelihood projects in Damboa and Askira/Uba. The resource is in charge of the direct implementation and development of the FSL program in accordance with the project objectives, DHCBI policies and procedures, and the WFP country strategic plan. Responsibilities

The FSL Project Manager will:

Supervise voucher transactions and will ensure all beneficiaries can access chosen goods without encountering any issues.

Ensure contractual activities for procurements are completed on time, within budget, and with acceptable quality.

External Representation
