Job Purpose

This post holder has responsibility and will support finance and administration functions for Alert’s Nigeria programme. The Senior Finance Officer will work under the supervision of the Finance Manager or Senior Business Owner at the Global Office where necessary and will work closely with programme/project managers/budget holders and implementing partner staff, in line with Alert... and donor policies and procedures, and Nigerian law.

Duties and Responsibilities


Support on the management of Alert Nigeria’s financial systems
Maintain office accounts in accordance with local legislation, Alert’s finance systems and donor requirements.
Support on the preparation and submission all internal and donor finance reports, forecasts and fund requests in a timely, accurate and compliant manner.
Ensure that the accounting package (MS D365) is maintained and utilized in an appropriate and effective manner. This will include uploading the monthly accounts and then running the subsequent reports (e.g monthly monitoring budgets)
In providing support, ensure that all expenses are authorized and efficiently processed, with effective controls and segregation of duties;
Support the maintenance and update of country operational budget and ensure costs are managed with fair allocations. Be proactive in identifying gaps and surpluses and proposing remedial action including preparing budget realignments.
Support capacity development of the programme and finance teams in field offices to ensure that a high standard of financial management is maintained;
Organize and participate in monthly expenditure reviews with budget holders;
Effectively monitor and trace income and expenditure on all commercial contracts, and manage payments of consultants and invoicing of donors.
Support audit processes ensuring all necessary documentation is available.
Prepare budgets for new proposals, working closely with programme team
Ensure adequate controls over cash and bank management are constantly monitored and updated to minimise the risk of fraud and misappropriation.
Support on the review of existing systems on an on-going basis in order to develop and improve internal controls, in compliance with Alert’s policies and procedures.
Support in ensuring that sufficient funds are maintained in bank and cash accounts and initiate requests for additional funds;
Assist with investigations into alleged fraud and irregularities;
Conduct month-end reallocations of prepayments and misallocation of expenditures.
Ensure all tax and statutory payments, registration, and reports are made to the relevant agencies in a timely manner.
Support on effective grant management by implementing partners in collaboration with project managers
Conduct or oversee partner assessments (financial and operational) and provide training and coaching to partner staff as needed;
Support the timely transfer of agreed funds to partners;
Monitor and review partner financial reports;
Maintain regular relations with grant partners on issues of finance and administration;
Support partners in the development of sound finance systems and the management of funds, as required;
Build the capacity of programme and partner staff in partner financial management.


Cross-cutting functions


Ensure field offices are running at optimal capacity with limited administrative constraints
Participate in the management of Alert Nigeria and contribute to organisational development
Ensure understanding of programme strategies and activities;
Occasionally, liaise closely with Alert’s London office, especially the Finance team, ensuring streamlined finance management between Nigeria and London, and providing required information in appropriate formats;

Project: Promoting Stability, Access to Justice and Accountability in Northwest Nigeria (Samun Adalci Shine Kwanciyar Hankali)
Project Areas of Intervention: The project targets 2 LGAs each in Kaduna and Zamfara States (Chikun and Jema’a LGAs in Kaduna state, Birnin Magaji and Tsafe LGAs in Zamfara... state)
Donor: Integrated Security Fund (ISF)

CONTEXT
Kaduna and Zamfara States are part of Nigeria’s (North-West) region where the security situation has deteriorated over the last decade, and increasingly so since 2019. The violence is rooted in competition over natural resources between Fulani herders and the predominant Hausa farmers and escalated amid a rise in organized crime, including cattle rustling, kidnapping for ransom and village raids. The region is suffering from full scale violence involving many non-state armed groups such as herder-allied groups, vigilantes, criminal gangs, and jihadists. The violence led to over 8,000 deaths since 2011, and displaced over 200,000, some into neighbouring Niger and other countries in the Sahel. Violence increases the vulnerability of communities and marginalized groups and further expose women to sexual and gender-based violence yet the platforms for women and other marginalized groups to participate in decision-making processes and access justice are limited in this context. Community violence is exacerbated by the level of impunity witnessed due to the lack of prosecution of perpetrators, weak dispute resolution measures and poor access to justice for survivors.
It on this note that International Alert with funding from the United Kingdom Integrated Security Fund (ISF) is implemented the project; Promoting Stability, Access to Justice, and Accountability in North-West Nigeria: Samun Adalchi Shine Kwanciyar Hankali (Achieving Justice Promotes Stability) to address these challenges.
The project aimed at supporting stabilization, local justice and SGBV prevention through broadening inclusion, accountability and managing tensions to reduce violence in Zamfara and Kaduna states. These was to be achieved through;

 Inclusive participation of community groups in alternative dispute resolution and local justice initiative processes through strengthening community capacities for resolving past and emerging disputes while ensuring that local justice mechanisms provide opportunities for survivors and excluded groups to seek redress and be part of decision-making processes,
Providing marginalized groups, including women, their leaders, and Civil Society Organizations (CSOs) with opportunities and platforms to make their voices heard and advocate for their concerns to be addressed.
Creating a favourable environment for women and other vulnerable groups by dealing with and preventing sexual and gender-based violence (SGBV)

PROJECT OUTCOME

Communities, including the most marginalized have increased access to justice, dispute resolution and decision-making.
Women and other marginalized groups have access to opportunities to actively engage in security, justice, conflict resolution and decision-making processes.
A favourable environment for the participation of women and other vulnerable groups in decision making by preventing, addressing, and responding to SGBV is created.

With the afore mentioned, we are seeking experienced external consultants to conduct the following for the project:

Final project evaluation.
Impact harvesting.

FINAL PROJECT EVALUATION CONSULTANT – EOI/08/024/001
This final evaluation will be used to understand the impact of the project in Kaduna & Zamfara states, Northwest Nigeria. The purpose will be to provide information on the efficiency, effectiveness of the strategy adopted, impact and sustainability of the project, for internal accountability and learning which will be used for designing, planning and implementation of future programmes and for accountability to donors.
Specific objectives are:

To update the project indicators in achieving the overall goal of the project.
To determine the extent to which Alert’s project in Kaduna & Zamfara state is having an impact as framed in the programme theory of change.
To assess the conflict and gender sensitivity of the project.
To provide and share actionable lessons learned and recommendations for the design and implementation of future projects.
Evaluate the relevance, impact, efficiency, effectiveness, and sustainability of the project.

Deliverables and tentative schedule:  

The evaluator will produce an inception report detailing methodology and tools for data collection       and analysis, evaluation report and a summarized version of the main report.
Tentatively, the work will be delivered within 30 days from inception to end.
All deliverables will have to be approved by Alert’s Country Director and the Head of Impact HQ All deliverables and data of the evaluation will be owned by Alert and may be used for both internal and external reporting and communications.
The main body of the evaluation report, in word format, should be 20 pages max (excluding the appendices/annexes).

IMPACT HARVESTING CONSULTANT - EOI/08/024/002
The consultant will perform impact harvesting to assess, analyse, and document the impacts of the “Promoting Stability, Access to Justice and Accountability” Project providing actionable insights and recommendations for future strategies.
Deliverables and tentative schedule:

Inception Report: Detailed plan outlining the approach, methodology, and timeline for Impact Harvesting.
Interim Report: Preliminary findings and progress update.
Final Report: Comprehensive Impact Harvesting report with analysis, findings, and recommendations.
Presentation: Presentation of findings to key stakeholders.

REQUIRED SKILLS AND EXPERIENCE:

 Background
International Alert has developed a policy brief focusing on the gendered impact of climate change and natural resources management on... livelihood, conflict, and criminality in the Northwestern and North Central states of Nigeria. The brief provides critical insights and recommendations for stakeholders to address these issues effectively. To ensure wider dissemination and accessibility, there is a need to translate the policy brief into Hausa and Tiv languages, which are commonly spoken in the target regions.
Objective
The primary objective of this assignment is to engage qualified consultants to translate the policy brief developed by International Alert into Hausa and Tiv languages, maintaining accuracy, clarity, and cultural sensitivity.
Scope of Work
The consultant will undertake the following tasks:

Review the English version of the policy brief provided by International Alert.
Translate the policy brief content accurately into Hausa and Tiv languages while maintaining consistency with the original document.
Ensure that the translated content reflects the cultural context and nuances of the target regions.
Provide a high-quality translation within the agreed timeframe.

Deliverables
The consultant is expected to deliver the following:

Translated versions of the policy brief in Hausa and Tiv languages in editable electronic format (Word document).
A brief report outlining any challenges encountered during the translation process and how they were addressed.

Timeline
The consultant will be expected to complete the translation within Five working days, starting from the date of contract signing.
Qualifications and Experience
The ideal candidate should possess the following qualifications and experience:

Proficiency in both English and either Hausa or Tiv languages, with demonstrated translation experience.
Understanding of gender, climate change, natural resources management, conflict, and criminality issues in the context of Northern Nigeria.
Previous experience in translating policy documents or similar materials is highly desirable.
Cultural sensitivity and ability to convey complex concepts accurately in the target languages.

Reporting and Coordination
The consultant will report to the Project Manager who is the focal point for the project. Regular communication and updates on the progress of the translation will be required throughout the duration of the assignment.
Evaluation
The quality of the translation will be evaluated based on accuracy, clarity, and adherence to cultural nuances. Feedback from stakeholders and end-users will also be considered in the evaluation process.
Confidentiality
The consultant is expected to treat all documents and information provided for this assignment with utmost confidentiality and not to disclose any sensitive information to third parties without prior authorization.
Ownership of Materials
Upon completion of the assignment and full payment, the translated versions of the policy brief will be the property of International Alert, and the consultant will have no further claim to the materials.

International Alert Nigeria is looking for an audit firm to support its financial and systems audit of the Matasa Ku Taso Project.
The following are the terms of reference (‘ToR’) on which International Alert agrees to engage an audit company to perform a financial and systems audit and to report in connection with the programme below.
OBJECTIVES
The objectives of this audit are... to enable the Auditor to express an opinion on whether:

The Financial Reports presents fairly, in all material respects, the actual expenditure incurred, and the revenue received for the project in conformity with the applicable Accountable Grant; and
Project funds provided by the EU have, in all material respects, been used in conformity with the applicable contract conditions.
The Internal Control System set up and operated by the Entity for the purpose of managing risks to the achievement of the objectives of the project, was suitably designed and operated effectively.
The entity adhered to established financial compliance requirements, statute and relevant laws and regulations.

The additional specific objectives of this audit are as:

To check that internal control for project application, screening and approval procecess are suitably designed and implemented to achieve the control objectives.
Check whether the financial statements present fairly, in all material respects, International Alert revenues and expenditures incurred for the period 31/12/2020 to 30/08/2023, in conformity with generally accepted accounting principles. Total amount concerned by the audit EUR 500,000.00
Assess whether International Alert adhered to established financial compliance requirements, statute and relevant laws and regulations.
Check that International Alert's internal control structures for project application, screening and approval process are suitably designed and implemented to achieve the control objectives.
Review the assets register and verify that inventories and assets in the project financial statements are complete and accurate and that the existence and ownership of assets and stock is verified by physical checks. The audit should also ascertain if assets are being used for the intended purpose, and they are managed and maintained responsibly.
Verify whether the funds given to International Alert'ts downstream implementing partners have been used for their intended purpose they have achieved value for money and accounted for.
All necessary supporting documents, records, and accounts have been maintained in respect of all project activities. The auditor is expected to verify that respective reports issued during the period agreed with the underlying books of account.
Assess the quality of internal controls and effectiveness of accounting processes within International Alert and its implementing Partners, identify specific deficiencies, risks, and areas of weakness (if any) in systems and controls in the value chain and make recommendations for improvement.
Express an opinion on the adequacy or otherwise of the financial management and operations of the project “Matasa Ku Taso – Youth Arise” in Nigeria.
to provide an assurance that funds granted to the project “Matasa Ku Taso – Youth Arise” in Nigeria, have been used for their intended purposes, they have achieved value for money and have been properly accounted for.
Bring to International Alert's attention any other matters that the auditors consider pertinent, including fraud and corruption.

The IFAC International Standards on Auditing ('ISAs') for Audits of Historical Financial Information insofar as these can be applied in the specific context of a contractual compliance audit.
IFAC International Standard on Assurance Engagements ('ISAE') 3000 for Assurance Engagements other than Audits or Reviews of Historical Financial Information insofar as it can be applied in the specific context of a systems audit intended to provide assurance that risks to the achievement of the objectives of the Project are properly managed and controlled.
The IFAC Code of Ethics for Professional Accountants (issued by IFAC's International Ethics Standards Board for Accountants (IESBA), which establishes fundamental ethical principles for Auditors about integrity, objectivity, independence, professional competence and due care, confidentiality, professional behaviour, and technical standards.
The IFAC International Standards on Quality Control (ISQCs), which establish standards and provide guidance on an Auditor's system of quality control.

REQUIREMENTS FOR THE AUDITOR
Qualifications and Experience
The Auditor and/or the firm is registered as a certified accountant’s body and commit to undertake this engagement in accordance with the International Federation of Accountants (IFAC) standards and ethics.
The audit team should have experience with audits of development aid programs and projects with varying size and complexities funded by national and/or international donors and institutions. The audit team should provide a report in English.
TEAM COMPOSITION
The team of auditors required for this engagement will be composed of a category 1 auditor who has the ultimate responsibility for the audit and an audit team which is composed of an appropriate mix of category 2 – 4 auditors. It is the responsibility of the auditor to compose and propose an audit team which has an appropriate mix of auditors for this engagement.
Category 1 – Audit Partner
An audit partner should be a highly qualified expert with a relevant professional qualification and assuming or having assumed senior and managerial responsibilities in public audit practice. He/she should be a member of an accountancy institute and must have at least 12 years of professional experience as a professional auditor or accountant in public audit practice.
The audit partner is responsible for the audit and its performance, and for the report that is issued on behalf of the firm. He/she has the appropriate authority from a professional, legal, or regulatory body and is authorized to certify accounts by the laws of Nigeria.
Category 2 - Audit Manager
The Audit manager should be a qualified expert with a professional qualification. They should have at least 8 years of experience as a professional auditor or accountant in public audit practice including relevant managerial experience of leading audit teams.
Category 3 – Senior Auditor
Senior auditors should be qualified experts with a relevant university degree or professional qualification and at least 5 years’ professional experience in public audit practice.
Category 4 – Assistant Auditor
Assistant auditors should have a relevant university degree and at least 2 years professional experience in public audit practice.
CURRICULA VITAE (‘CVs’)
The Auditor will provide International Alert with CV's of the partner or other person in the audit firm who is responsible for the audit and for signing the report together with the CVs of the audit managers, senior auditors and assistant auditors proposed as part of the audit team. CVs will include appropriate details on the type of audits carried out by the staff indicating capability and capacity to undertake the audit as well as details on relevant specific experience.
Alert will examine the CV's before it signs an order form or other applicable contractual document for this engagement and will reject them if they are not considered suitable for the requirements of the engagement.
SCOPE
The scope of an audit is a statement that specifies the focus, extent, and boundary of a particular audit. The scope can be specified by defining the physical location of the audit, the organizational units that will be examined, the processes and activities that will be included, and the time that will be covered.

METHODOLOGY
The exact methodology will be the responsibility of the audit firm, we expect a technical proposal on approach, methodology and work plan of not more than 5 pages. The Auditor should exercise due professional care and judgment and determine the nature, timing, and extent of audit procedures to fit the objectives, scope, and context of the audit.
The Auditor should identify controls which are relevant and appropriate to the Project and the Entity and to the preparation of the Entity's Financial Report for the Project. Controls should be suitable for managing and mitigating risks to the achievement of the objectives of the Project. The audit should cover an examination of the Entity's control environment and more specifically of:

Asset management (This concerns management and control of Project fixed assets such as vehicles, equipment etc).
Procurement process and procedures.
Cash and bank management (treasury).
Accounting and financial reporting (including underlying transaction processing systems and financial ledgers)
Budgetary and expenditure control.
Human resources, payroll processes and time management.
Suitability and effectiveness of controls throughout the delivery chain.
Financial management capacity of downstream partners (sub-grantees).
Proportion of funds being spent on Administration costs throughout the delivery chain.

TIMEFRAME      
The assignment is expected to be completed by 30/04/2024.
The auditor shall include and justify their estimated timeframe for this audit, including chargeable days and budget.
RECIPIENT
The main recipient of this assignment is International Alert.
REPORTING
The Auditors will report to the following members of the International Alert’s team in Nigeria: Country Director, the Project Manager, and Finance Manager. Final reports including the Management letter will be submitted to Alert’s Management team.
WORK PLAN
A revised audit work plan should be submitted 2 days after the first meeting with International Alert management team.
AUDIT REPORT
The audit report will comprise:

a complete set of project’s financial statements and other relevant statements.
the auditors’ opinion on International Alert ’s financial statements.

MANAGEMENT LETTER
In addition to the audit report, the auditors will prepare a “management letter” in which they will:

Give comments and observations on the accounting records, procedures, systems, and controls that were examined during the audit.
Identify specific deficiencies and areas of weakness in systems and controls and make recommendations for improvement.
Report on the degree of compliance with the contract, financial compliance requirements, and relevant programme manuals.
Communicate matters that have come to their attention during the audit which might have a significant impact on the implementation and sustainability of the project; and
Bring to Alert’s attention any other matters that the auditors consider pertinent.

The management letter will include reactions/comments from the auditee on the weaknesses noted by the auditors.

International Alert (Alert) and Taimako Community Development Initiative (TCDI) have... designed the “Matasa ku taso: Youth Arise!” project to address the challenges of youth exclusion and conflict in Yobe and Bauchi States. This has been done through creating opportunities for young people to have more say in decisions that shape their lives, thus reducing grievances, addressing their basic needs, and rebuilding the fractured trust with community leaders, state authorities and security forces. Such trust is the foundation of long-term stability, as it encourages collaboration between different stakeholders in preventing and responding to conflict triggers. The overall objective of the action is to increase the leadership role of young people in addressing local drivers of conflict and fragility in Bauchi and Yobe States through enhanced youth participation in conflict prevention, mitigation and management, and increased youth access to decision-making on local development and economic empowerment initiatives.
Project Goals and Objectives:
The overall objective of the “Matasa ku Taso” (Youth Arise) project is to increase the leadership role of young people in addressing local drivers of conflict and fragility in Yobe and Bauchi States.
The specific objectives of the project are:

Enhance youth participation in conflict prevention, mitigation, and management.
Increase youth access to decision-making on local development and economic empowerment initiatives.

Overview of the survey
This final evaluation will be used to understand the impact of the  Matasa Ku Taso project in Bauchi & Yobe states, Northeast Nigeria. The purpose will be to provide information on the efficiency, effectiveness of the strategy adopted, impact and sustainability of the project, for internal accountability and learning which will be used for designing, planning and implementation of future programmes and for accountability to donors.
Specific objectives are:

To update the project indicators in achieving the overall goal of the project.
To determine the extent to which Alert’s project in Bauchi & Yobe state is having an impact as framed in the programme theory of change.
To assess the conflict and gender sensitivity of the Matasa Ku Taso project in Bauchi State.
To provide and share actionable lessons learned and recommendations for the design and implementation of future projects.
Evaluate the relevance, impact, efficiency, effectiveness, and sustainability of the project.

Overall responsibilities of the consultant include:

develop an inception report for the endline survey 
design/adapt/refine (as appropriate) the endline survey questionnaires
incorporate changes into the questionnaires after pre-testing the questionnaires
hire and train the field supervisors and enumerators (v) plan the field work logistics
conduct a pilot survey and revise the questionnaire based on the findings of the pilot survey (vii) prepare survey implementation and questionnaire documentation. (viii) supervise survey implementation and ensure quality control (ix) analyze and report the findings of the survey and provide datasets and final documentation/report. 

Evaluation Timing and Duration
The evaluation would commence within June 2023, with a desk review. Field data collection would commence ideally at the end of the desk review and inception report produced.
Evaluation Methodology
The evaluation will be led by an independent evaluator who will adopt a quantitative and qualitative result-based approach and utilized several data collection tools including a project document review, direct observations, interview with key informants and focused group discussions and household survey. The evaluator could also use participatory approach to design data collection or analysis that would be inclusive of women, men and youth specific perspectives.

Inception phase: The evaluator will review project documentation and have initial conversations with project staff to ensure that he/she has enough information to refine the evaluation methodology.
Development of the methodology: Following this the evaluator will draft a detailed methodology, work plan and evaluation tools, which will be reviewed and finalized together with International Alert’s team. The methodology will be included in the submission of an inception report, together with the evaluation final terms of reference and tools for data collection.
Fieldwork: Fieldwork will be used to collect data, carry out interviews and focus group discussions, and household survey on specific aspects of the project. The fieldwork will mainly be carried out in the project target areas in Bauchi & Yobe state.
International Alert will provide lists of different stakeholders for the consultant to select from and will ensure that staff assist and accompany the consultant throughout the evaluation.
The survey, interviews and/ or focus group discussions will be carried out with: Alert staff, , beneficiaries, and stakeholders as identified in the agreed methodology.
Analysis of results: All collected data should form part of a comprehensive analysis. The analysis should seek to answer the evaluation questions and be geared to respond to the objectives of the evaluation.
Reports: A draft report will be submitted to  Alert. It will respond fully to the final evaluation terms of reference. The final report will consider and incorporate  observations and comments of Alert on the first draft report.

Deliverables and tentative schedule  

The evaluator will produce an inception report detailing methodology and tools for data collection and analysis, evaluation report and a summarized version of the main report.
Tentatively, the work will be delivered within 30 days from inception to end.
All deliverables will have to be approved by Alert’s Country Director and the Head of Impact  HQ
All deliverables and data of the evaluation will be owned by Alert and may be used for both internal and external reporting and communications.

Based on the final ToRs and contract, International Alert will provide resources such as office space, International Alert’s Project Officer/Northeast Programme Manager will be the focal points for communicating and providing documentation to the Consultant.

Relevant International Alert policies on procurement and HR, and the organizational code of conduct will be provided to successful candidates.

International Alert is seeking the services of a Research Firm/individual to carry out Conflict and climate vulnerability Assessment in Benue and Sokoto States. This is part of the deliverables of the Powering Peace through Climate Action: Pioneering approaches to build peace through inclusive and intersectional climate action in Kenya and Nigeria Project.




Background
The project... is a response to the urgent need to act on escalating climate security risks. The project will be doing that by aligning climate action with peacebuilding approaches in climate-vulnerable and conflict affected contexts in Nigeria. Taking a pioneering and practice-based approach, this project will build understanding of policymakers and practitioners on two important perspectives.  Firstly, the project will be testing what has until now remained a hypothesis, namely, how climate adaption can effectively be mobilised as a neutral entry point to bring groups of people together who conflict with each other. The project will be doing this by for example encouraging joint analysis of the climate and conflict issues by different and divided groups and support them in developing shared Local Peace and Adaptation Plans. Secondly, the project will unpack how climate adaptation policies and action can become more sustainable through inclusive and conflict sensitive approaches for example by building local government’s knowledge on climate and conflict risks and bringing them together in platforms with marginalised communities to encourage principles of inclusivity and collaboration in informing climate actions. 
Rationale
Climate shocks and stresses negatively impact conflict across Sub-Saharan Africa by stacking on top of issues like political and societal marginalisation, weak governance, and existing conflicts. These dynamics are very present in Nigeria, climate shocks and stresses are interacting with different fragilities.
Both Benue State in North-Central and Sokoto State in North-West where this project will be implemented, see climate change adversely impacting communities and their livelihoods. As a result, climate-related conflicts are on the rise. These conflict-affected regions are very vulnerable to climate shocks and stresses but see a lack of knowledge and capacity among local government to address these issues in a joined up and conflict sensitive way.
Key questions should allow for an Assessment of:
How the project will increase localised understanding of conflict impacts of adaptation policy and action to inform on the importance of inclusive and conflict sensitive approaches.
Methodology
Using community-led mapping, focus groups and desk research, with field visits by the consultant across 2 states of Benue and Sokoto states. The Conflict and climate vulnerability Assessment would entail a deep consultative process involving direct and indirect beneficiaries as well as other stakeholders. At the local and state level, the evaluation will be done by engaging with individuals and institutions including government agencies involved directly or indirectly with the project.

Contract Period

The contract is for fifteen Days (15) days starting from the 10th of March 2023.
Required profile for consultant:
The consultant (She/he) to be recruited should have the following experiences.

A good understanding and practical experience of development work including advanced skills in Social Research, Project Impact Evaluation, Climate Change and Conflict, particularly within the North-West and North Central regions of Nigeria.
Degree in the field of Social and Development Work, Social Research, Evaluation, or other relevant Social Science subject (Masters/Ph.D. or Professor preferred) 
Have at least a minimum of 7 years’ experience in carrying out such an assignment and capacity for impact evaluation (a report of such work done in the last 2 years is a required evidence)
Experience in developing tools for Project Needs Assessment
Excellent facilitation and writing skills (keeping it simplified)
Ability to apply a range of primary and secondary research methods including participatory methods.

Roles and Responsibilities
The section below outlines key roles and responsibilities to be assigned to the two main parties at the Conflict and climate vulnerability Assessment process;
International Alert Country Team:

Provide technical oversight to manage and support the overall Conflict and climate vulnerability Assessment process
Monitor and ensure that the Assessment process is followed as per the agreed overall approach, methodology, and timelines.
Provide technical input and quality assurance at all stages of the Assessment process.
Review the quality of the draft reports and provide timely feedback to the consultant.
Provide Country Sign off on the Assessment by the Program Manager at International Alert Nigeria who will confirm reports satisfactory before balance payments are made

Consultants:

Work closely with the Program Manager, partner organization on all the Assessment processes.
Contribute to the design of the Assessment Inception Meeting to agree on the overall approach, methodology, framework, questions, methods, and tools for data collection and analysis.
Conduct desk review and data collection.
Produce consolidated Needs Assessment Report.
