The Communication Assistant will work under the direct supervision of the Country Director in Kenya and closely liaise with the Regional Communications Advisor for technical support and advice. He/She will work in collaboration with all TdH NL programme and operations departments.

Provide... support in the implementation of the global communication strategy as well as the development and implementation of the country-specific and programme-specific communication plans. 
Provide support in the implementation of internal and external communication activities and roll-out of national, regional, and global campaigns.


Marketing Communication


Provide support with the adoption of TdH NL's new brand visual identity and branding guidelines among internal staff, service providers, and local partners.
Review all external communication materials generated by partners and support them with their communication needs to ensure adherence to TdH NL´s brand guidelines and donorś minimum standards of communication and visibility. 
Assist with the development, design and procurement of marketing collateral, corporate communication materials, programme IEC materials, and child-led communication materials. 


Communication for Advocacy and Awareness


In close collaboration with the Global team and alliance organisations, develop, package, and disseminate lessons learned and good practices to be used for advocacy and fundraising campaigns. 
Provide comprehensive assistance in organising and documenting country events, including international days celebrations and those events and activities organised by programme teams as appropriate or requested.


Expert Communication


Implement the digital strategy by developing and scheduling engaging content for social media channels.
Lead the development and implementation of ethical and inclusive content by ensuring that the collection, creation, and use of high-quality case stories, photos, audio, and videos/documentaries is in line with the Ethical Content Policy. 
Support media outreach efforts by researching and compiling media contacts, drafting press materials, talking points, and backgrounders, coordinating interviews, reviewing and providing feedback on opinion articles and press releases, and monitoring media coverage.
Provide local partners with comprehensive communication training across diverse aspects of communication.


Internal Communication


Organise activities and capacity building in close coordination with the brand value champs team to enable the internalization of the new brand values in the country.
Facilitate county-team participation in internal monthly global meetings and provide regular communication progress updates in country-level meetings.  


Knowledge and experience


Bachelor's degree in communications, public relations, journalism or multimedia.
Minimum of 3+ years’ experience in the communication work, with knowledge of humanitarian issues, international development, or related fields.  
Minimum of 2+ years of experience in photography and videography.
Experience in writing and editing various communication products for various audiences, knowledge of graphic design (experience with Canva or Adobe) and experience with various platforms (Google Analytics, Obi4wan, Tweetdeck, Mailchimp).
Previous experience working with NGOs is highly preferred

ROLE DESCRIPTION 
Working within the framework established by the organisation, the Monitoring and Evaluation (M&E) Manager ensures the consistency and quality of the delegation’s M&E strategies and activities. He/she coordinates and supervises M&E teams and takes responsibility for decisions and actions in the M&E field, operating in coordination with the project, programme and Information Management (IM) teams.
MAIN RESPONSIBILITIES 
Main responsibilities:
Strategic management 
- Helps develop and implement the delegation’s strategic M&E orientations in coordination with the senior managers, programme coordinators and, if applicable, thematic reference persons.
- Leads implementation of an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
- Plans and implements M&E activities with the support of the program teams; manages and supervises related resources. 
- Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data. 

Management
- Manages team members reporting to him/her (M&E staff and/or Information manager/s)
- Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). Monitors M&E budgets monthly.
- Ensures project and programme teams take part in monitoring projects and works towards optimal cooperation within the delegation in the M&E and IM fields. 

Technical support
- Ensures monitoring directives, methodological guidelines and tools are understood and implemented at Tdh.
- Monitors developments in the M&E field while building the delegation’s knowledge and capitalizing on lessons learned in this area.
- Helps develop and write sections on M&E indicators, budgets and organisational measures for project proposals.
- Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes.
- Provides support during the collection of data for programme indicators and programme steering summaries.
- Ensures monitoring tools are relevant and operate correctly. (If there is no Information Manager, also ensures the quality of data management tools and processes in terms of design, collection, storage, processing, analysis, presentation and use.)
- Informs the Project Leader and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.

Use of M&E data 
- Helps ensure that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting.

Qualification:

General job description:
The role will lead on the development of the Access to Justice program of the Kenyan Tdh Delegation, working closely with the Kenya Head of Programs and the Regional Access to Justice programme team. The role will receive guidance and support but is well suited to an ambitious, dynamic, and enthusiastic self-starter who also enjoys networking and shaping nascent... programmes. The role is for an initial period of 6 months with a view to making it permanent based on successfully funding the programme. Some specific deliverables of the role include:

Developing a strategic framework for the A2J work Tdh will pursue in Kenya based on global strategy, gap analysis, and actor mapping.
Build a network of key contacts in Kenya justice system as advisors and champions for Tdh Kenya’s A2J programme.
Design concept notes and proposals under the guidance of the Head of Programs and provide technical representation to potential funders.

Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children. 
In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries. 
In Ukraine, Tdh has worked through partnerships since 2009 and legally established its offices in 2014. Since 2015, Tdh has been providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.
ROLE DESCRIPTION
Under the supervision of the Head of Delegation, the HR Coordinator is responsible for providing strategic leadership for the management and the implementation of Tdh’s HR policies at the Delegation level. 
S/he is responsible to define, adapt, plan and supervise the implementation of the Delegation’s human resource frameworks, procedures and policies adhered by all staff while respecting the local context, local legislation and Tdh’s policies and values.
The HR Coordinator will lead the HR team to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, code of conduct compliance, employee engagement and staff care/wellbeing.
The HR Coordinator will maximize staffing resources, promote a positive organizational culture and ensure efficiency of work processes.
MAIN RESPONSIBILITIES
 Analysis of the socio-economic context and legal framework
- Track and monitor the changes in the cost of living at national and local levels as well as the labour market by performing benchmarking of the salary packages provided by other humanitarian actors;
- Analyse the national legal context and ensure compliance with existing legal and governmental reporting requirements;
- Ensure all legal HR obligations are fulfilled;
- With the support of a legal advisor/lawyer, review and update internal policies, procedures and internal staff regulations in accordance with the Ukrainian legal framework;
- Ensure the HR processes are adapted to the social and cultural context in Ukraine.

HR management of national staff
- Ensure that HR procedures and policies are implemented and respected across the Delegation and all staff are informed and trained;
- Oversee recruitment procedures for the Delegation and play a leading role in the strategic planning of the mid-to-long-term staffing needs;
- Ensure that recruitment and hiring procedures are respected;
- Review at least twice a year the “Welcome to Tdh” training for newcomers;
- Supervise the administrative and payroll procedures in conformity with social legislation and Tdh guidelines;
- Ensure proper application of the internal control framework including compliance with HR Regulations, instructions, procedures, staff regulations and audit;
- Perform regular field visits to supervise human resource matters, and report key recommendations;
- Ensure that disciplinary procedures are respected and confirm eventual sanctions when required;
- Support the Head of Delegation for the administrative monitoring of disputes when dealing with administrative authorities and, if necessary, legal authorities.

HR management of international staff
- Take part in the welcome and administrative briefing for new personnel;
- Ensure the administrative follow-up of the international personnel in collaboration with Headquarters;
- Supervise the bookings of national flight tickets and organize international trips for Tdh staff in coordination with HQ;
- Manage the visa application process and ensure a proper follow up of the status of all international personnel;
- Review once a month the “Welcome to Ukraine” kit for new personnel and visitors;
- Ensure that Tdh’s internal staff regulations for international personnel and procedures are respected by all.

Strategic HR Leadership and Management
- Devise and deliver a planned HR approach to attracting, developing, inspiring and retaining the right people with the right skills to achieve strategic, high-quality programmatic outcomes;
- Determine workforce needs, identify human resources and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and retaining staff;
- Actively participate in proposal design specifically advising on organizational structure, position scoping, demographic/staffing analysis and other inputs critical to ensure a strong HR foundation to support program quality;
- In coordination with the Head of Delegation, support and advise on the HR structure of the Delegation, participate in annual budget preparation and revision;
- Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency in the documents;
- Provide strategic compensation analysis to drive the nationalization strategy and ability to attract high-quality talent;
- Support the transition of the mission to a more sustainable organizational structure with less reliance on international personnel positions;
- Define and review function and salary structure, update and improve the organizational chart for the Delegation.
- Coordinate the annual compensation review process and compensation adjustments with the Head of Delegation and Admin & Finance Coordinator;
- In regard to respect to the Code of Conduct, lead or co-lead investigations and ensure issues are resolved and appropriate follow-up is carried out;
- Advise supervisors in determining appropriate disciplinary action plans in a judicious manner;
- Follow-up disciplinary measures and related employment law matters;

Staff Performance Management and Development
- Serve as a reference of supervisory excellence; supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews;
- Provide constructive feedback and counsel on career paths and professional development for HR team; establish a culture of continuous learning opportunities;
- Support the management, coaching and development of national and international staff to build a cadre of skilled, committed and motivated staff;
- Support senior staff in the development of annual training plans to continue to pursue nationalization of senior and management positions.

Reporting/Communication
- Ensure HR national administrative reporting in accordance with the time frame specified by the administrative calendar;
- Establish and maintain relations at a national level with local labour laws regularly, approve information collected by law firm and integrate this information in internal documents;
- Take part in meetings relating to HR issues, representing Tdh on HR issues;
- Contribute to the monthly Sitrep report;
- Take part in drawing of donor reports, focusing on the analysis and the HR cost of the projects.

 YOUR PROFILE 
- University degree from an accredited educational institution in a relevant field (Human Resources Management, Social Sciences, Social Work and Social Administration, Economics, Public Administration). Professional HR certification is desirable.
- Good practical knowldege of national labour law;
- Minimum 3 year of experience in similar role, preferably with an international non-governmental organization;
- Excellent organizational skills and ability to prioritize;
- Excellent record keeping and documentation skills;
- Receptive, inquisitive, capacity to question and propose new ideas and pragmatic solutions;
- Ability to interact with all levels of staff;
- Strong interpersonal and team skills; ability to build relationships and trust;
- Experience in coaching and team building is an added value;
- Capacity to take initiative and be decisive, respect deadlines;
- Strong work ethic and the ability to work well independently and as part of a team;
- Fluent oral and written skills in English and local language.

Overarching Responsibilities
Under the Head of Delegation’s supervision, the Deputy Head ensures the supervision of operations at the national level. He/She sees to the proper implementation of operations in compliance with the Strategic Planning (SP) of the delegation’s operations in adherence to the general reference framework and the program approach.
He/She ensures the implementation of... monitoring and evaluation systems in the projects and monitor the progress of activities according to pre-established indicators. He/She notifies the Head of Delegation if there is a need to implement corrective measures. He/She supervises the program teams. He/She feels accountable to the beneficiaries, collaborators and donors.
He/She ensures that teams and partners have been instructed in the security policies and the general code of conduct and conform to them at all times.
Through delegation from the Head of Delegation, He/She contributes to managing and assuming ultimate responsibility for all the mission’s risks and aspects of access.
Specific Responsibilities
More specifically He/She has the following responsibilities:
Steering activities:

Ensures project implementation and activities follow-up according to the program approach and the strategic issues connected to their context(s) (targets, follow-up of scheduled activities, budgetary activity reports follow-up
Informs the Head of Delegation and colleagues involved, if necessary (PROG& EXP, RDF, etc.) of the timelines for execution and propose adjustments where necessary depending on the available means and in coordination with the teams involved
Puts in place a regular system of information and data reporting (e.g. beneficiary counts, indicators, steering, etc.) as well as the formal coordination at field level (coordination meetings, reports, etc.)
In coordination with the support staff, ensures that the needs of programs and expertise in terms of financial, logistics and HR means are covered in a professional way within the framework of current and well measured projects for the implementation of new operations (GAP, etc.)
Ensures that the strategic plan, including the program approach, are properly implemented to attain the results as defined in the operational framework and projections planned for by the Foundation
Ensures that the implementation of activities is in harmony with the quality and accountability protocols
Participates in the design of assessment methods intended to collect qualitative and quantitative data in terms of program indicators (needs assessment, statistical data, impact studies, etc.)
In connection with the delegation technical adviser(s), ensures the compliance of technical practices with the Tdh’s remit and the major strategic lines
Makes regular visits to programs and activities in the field and informs the Head of Delegation and the other colleagues involved of possible problems, challenges or identified obstacles

Operational strategy

Follows the evolution of the humanitarian and political context of the country of operations and shares this information with the Head of Delegation and his/her collaborators; actively contributes to drafting the context analysis
Actively participates in identifying the needs and proposes adapted responses as part of the implementation of the country strategy in concert with the program coordination team
In concert with the program coordinators and experts and the project leaders, in collaboration with the support department and under the supervision of the Head of Delegation, defines the country strategy and interventional plan for the delegation and recommends realistic adjustments if necessary (including in terms of resources where necessary)
Ensures that the country strategy is in harmony with the Foundation’s values and remit

Human Resources

Supervises and oversees a diversified team, guaranteeing cohesion and good coordination between them for the successful execution of programs
Supports the Head of Delegation in the design and implementation of an organizational structure, participates in defining the roles and responsibilities needed for the proper execution of activities
May be led to participating in the recruitment of their collaborators
Ensures a constant effort of strengthening national and international teams’ capacity according to the needs identified and proposes internal and external training activities
Drafts field job descriptions, participates and leads coordination meetings, resolves any conflicts when required, defines activity priorities and scheduling

Representation

Ensures good information reporting from the field to the coordination office
Supports the Head of Delegation by taking part in coordination meetings and in this regard, represents Tdh locally with donors, the authorities, partners, etc.
Ensures Tdh sectorial representation in various forums
May be led to act as a Tdh spokesperson with the media upon a request by the Head of Delegation

Reporting

Consolidates the monthly drafting of sitreps about monitoring current activities in the delegation and submits them for endorsement to the Head of Delegation
Contributes to the drafting of intermediary and final reports intended for donors
Contributes to the drafting of any other document is necessary and upon request

Finance

In adhering to the GAP, participates in fund-raising and negotiations with donors to ensure adequate funding for current and future programs
Ensures program budget follow-up together with the heads of the departments involved

Management

Efficiently directs their collaborators by appropriately delegating with a view to attaining results and developing skills
Watches over good management practices in line with Tdh values

Required conditions
Training/Qualifications

Master’s Degree in relevant social science

Experience

A minimum of eight years of senior management and development experience in an NGO environment, including experience directing and implementing programs for children
Robust experience of program cycle management including in emergencies
Substantial experience and knowledge of effective financial and budgetary control and managing grants from major institutional donors
Experience in more than one of Tdh’s thematic sectors: child protection, health and nutrition, emergencies
Experience managing teams for resource mobilisation and submitting proposals including large proposals in a wide range of thematic areas
Experience working with high level government agencies and academics on issues related to children
Proven experience in new business development, project design, and donor proposal design with corporate, foundations and institutional donors
Proven experience in developing and managing monitoring, evaluation and learning systems

Languages

English. French would be an asset.
