JOB PURPOSE
The purpose of this position is to provide leadership in coordination of MEL activities and processes including bi-regional (and inter-country) level coordination of impact data collection and processing, project reporting, feasibility studies, baseline and end-line surveys and documentation of results.
The project is expected to strengthen community capacity to mitigate impact of recurrent disasters in East Africa and the Middle East through anticipatory action and hence the Programme Monitoring Evaluation and Learning (MEAL )Officer has overall responsibility for providing coordination and leadership for monitoring, evaluation and learning, including formative (pre-intervention), implementation (during the intervention) and summative research (post-intervention) of the bi-regional Anticipatory Action project to be implemented in six countries across the East Africa region and the Middle East. The Programme MEL Officer would also provide technical guidance during project assessments or evaluations including engagement with consultants.
The role will coordinate engagements with partners and countries to draw learnings across different implementation entities, building on innovation, learning and knowledge sharing enhancing impact and quality of programming. More so, s/he will provide technical guidance ensuring the project is implemented within industry and internal standards, enabling structured contribution to the SDG and WVI global objectives, and in line to donor frameworks. 
MAJOR RESPONSIBILITIES

Technical Support in Project Design, Monitoring & Evaluation

Coordinate the development and/or review of quality project logframe ensuring clear contribution to the project objectives
Facilitate MEAL trainings to the NOs teams
Coordinate project surveys across 6 national offices in East Africa and Middle East and Eastern Europe regions including assessments, baselines and evaluations
Facilitate project continuous monitoring and annual outcome monitoring
Coordinate reporting process at the national offices and consolidation of the project reports, in line with donor requirements
Socialize and track implementation of the approved Annual MEAL Plan in accordance with donor requirements and overall MEL priorities. Prioritize and lead the Field Office MEAL teams with overall responsibility for all MEAL activities
Undertake regular reviews and catch ups with implementing field offices to support implementation of M&E and to identify where adaptations might be needed
Ensure establishment of quality assurance systems and contextualized business processes, in all the NOs for data integrity and timely reporting.
Provide technical support to ensure alignment with Partnership Disaster Management Standards.
Ensure project contribution and compliance to WVI Impact Framework (Our Impact, Our Story) and associated impact indicators

Documentation, Impact and Learning

Develop and coordinate the implementation of a consolidated learning agenda
Support consolidation and dissemination to different stakeholders of best practices and learnings in the NOs
Develop ToRs for specific studies and documentation
Recruit, guide and supervise consultants or organizations that are contracted to implement surveys and studies required for evaluating grant effects and impact.
Ensure compliance with ADH (donor) regulations and quality control.
Ensure information sharing, consultation and participation and feedback collection are integral part of the Project
Ensure all MEAL related data, reports, and records are clearly organized and archived in a central location for future reference
Design and implement a system to identify, analyze, document and disseminate lessons learned
Support the development of communication materials including brochures and publications for external communication
Participate in WVI regional and/or global impact conversations and in defining/reporting contribution of AA to WVI global objectives and impact

Support the Project Manager in Coordination and Supervision of day to day AA project operations
Support in the development of scale up plan for East Africa EARO ( and MEERO
Represent AA Project in the absence of Project Manager

Coordinate the partner capacity assessments, development, and/or learning in line with WVI partnering standards
Provide technical guidance and support for project impact sustainability throughout project design, implementation, learning and transition/scale-up

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience

A minimum of 4 years multi-sectoral MEAL experience, M&E system coordination/ implementation in a large international non-governmental organization or other international relief/development body
Ability to express ideas clearly and effectively, both in spoken and written English and previous experience in reporting for key donors.
Experience with diverse M&E systems designs, consolidation of different back-end data points and major donors integrating physical and remote community engagement approaches
Exceptional understanding of business office software and applications- MS Office, Outlook, Skype, TEAMS, Zoom
Data analytics using packages such as Microsoft Power BI, Tableau, SPSS, Excel, GIS etc.
Demonstrated experience in developing assessment tools (e.g., questionnaires, focus group discussions), data collection methods and analysis.
Hands-on experience using mobile data collection platforms- from questionnaire design and coding, field-level testing, data collection, upload and analysis using KOBO collect, ODK, SMAP, ONA etc.
Cross-cultural sensitivity, gender and social inclusion, flexible world view, emotional maturity, and resilience.
A self-starter who can work independently under pressure and manage work tasks without direct supervision.
Experience working with partners and ability to maintain performance expectations and healthy social interactions in psychologically stressful environments and physical hardship conditions with limited resources.
Experiencing rolling out Accountability to Affected Populations (AAP)

Required Education, training, license, registration and certification

Must have a minimum of a Bachelor’s degree in social sciences, Monitoring and Evaluation or Project management, Statistics or related discipline from a recognized University.
Post graduate certifications/ qualifications in M&E are an added advantage.
