The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.
In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.
The ICRC is looking for an enthusiastic and motivated person to fill the position of Forensic Specialist in its sub-delegation in Poltava.
Purpose:
The Forensic Specialist assists the ICRC in the implementation of forensic programs/activities in the Area of responsibilities (AoR) of the Poltava sub-delegation, with a view to reaching the objectives set within the delegation’s Plan for results (PfR). The Forensic Specialist is part of the Forensic Team within the delegation. Under the technical supervision of the Forensic Coordinator, s/he assists in formulating programs/projects, policies/proposals and helps to ensure the integration of the ICRC Forensic programs within the delegation. When requested s/he represents the ICRC towards external interlocutors as well as in various of a relevant to his/her responsibilities and tasks.
Functional general responsibilities:
Under the guidance and supervision of the Forensic Coordinator, the Forensic Specialist’s main responsibilities are:
- Contributing to the implementation of forensic activities and programs in the Delegation.
- Contributes to the Forensic analysis of the context by maintaining an overview of the forensic situation in Ukraine, with a specific focus on the AoR of PLV SD (Poltava, Sumy and Kharkiv), particularly institutions involved in the management of the dead, the search of missing persons and identification process.
- Contributing to defining/orienting the forensic strategy of the delegation, specific objectives, the plan of action, the timeline and the resources required (budget included).
- Promoting the implementation of relevant forensic standards including those applicable to the management and identification of the dead and the Missing and their families.
- Responsible for strengthening the capacity of forensic practitioners, forensic facilities and other relevant interlocutors.
- Representing the ICRC towards the authorities on all matters related to forensics in the AoR.
- Organizing/ providing training and workshops aimed at implementing the program objectives linked to forensics.
- Conducting/participating in field visits in the AoR, including traveling to all locations within the AoR of the PLV substructure.
- Providing technical support and conducting follow-up of cases of missing persons registered with the ICRC that because of their nature or specific circumstances require forensic advice/support and/or close follow-up with both families and concerned authorities.
- Disseminating the organizations’ communications on forensic science and forensic humanitarian action.
- Briefing ICRC staff and others on forensic issues relevant to the ICRC and help sensitize ICRC staff and relevant external stakeholders on issue related to Humanitarian Forensic Action.
- Provides technical support and advice in forensic-related issues, in relation to the delegation’ strategy related to the search for missing persons and identification of bodies resulting from the conflict.
- Supporting the process of enhancing capacity of the forensic practitioners, forensic facilities and other relevant interlocutors involved in the search of missing persons and identification of dead bodies resulting from the conflict.
- Ensuring that delegation’s staff are appropriately knowledgeable about forensic programs undertaken by the delegation.
- Participating and contributing to internal and external working meetings when required, including interpretation for ICRC non-Ukrainian/Russian-speaking delegates participating in the meeting.
- Providing written and oral reports on forensic meetings, activities or other issues as required for ICRC action and planning, contributing to regular delegation reporting.
- Prepare mission reports as required.
- Participating and contributing towards maintaining an optimal team environment.
- Completing all actions in relation to assistance/donation activities aimed at improving working conditions and quality of forensic procedures and services.
Required Qualifications and Skills:
- Citizenship of Ukraine.
- Postgraduate degree in medical, biological or forensic sciences.
- Experience in forensic practice applied to humanitarian or human rights investigations.
- Fluent command of Ukranian and English; knowledge of other local languages an asset.
- Experience in forensic casework.
- Contribution to scientific publications on forensic practice, especially in the field of humanitarian and human rights investigations, a strong asset.
- Experience in negotiations and public relations, particularly in promoting the implementation of professional and ethical standards in his/her field of expertise.
- Experience in forensic training an asset.
- Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
