Job purpose
Responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impacts. They will lead the analysis of data collected for assessment of progress and areas of improvement and overall data management. They will guide reporting processes amongst technical staff and consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. They will support all the technical staff in MEL functions and will manage any MEL-related staff in the program.
Specific Roles & Responsibilities
Project Monitoring

Develop and maintain the overall framework for the project’s M&E systems (prioritizing efficient
HMIS for HIV/TB, including Health applications: eHTS, KenyaEMR & Ushauri/PSurvey/Nishauri,CPMIS database).
Ensure the project PMP is populated and shared monthly with the senior technical team.
Lead the team in preparing and sharing weekly POP, monthly M4, and quarterly progress reviews.
Monitor adherence to data management SOPs.
Support county and sub-county level data review meetings.

Project Reporting (Data Management)

Ensure timely submission of all the required reports.
Ensure data concordance across different reporting platforms: DATIM, 3PM, KHIS, EKMS, NDWH.

Project Management

Lead the team in the development of the annual work plan per division/program.
Guide the review of work plans, tracking progress/status of planned activities.
Monitor the SIE planned activities in the work plan (budgeting for activities, approving budgets and following up on liquidations).
Work with Finance Manager to monitor project efficiency (expenditure analysis against program targets’ achievement).
Review and approve timesheets for the SIE team.
Lead the TA team in writing the project’s interim report and continuation application.
Lead the TA team in writing the project’s annual report.

Continuous Quality Improvement

Ensure chart abstraction (DQAs and SQAs) is done in all the service delivery points.
Support health facilities to identify, monitor and evaluate CQI projects.
Ensure implementation of KHQIF by all facilities.

Stakeholder Engagement

Participate in DQA activities planned by NASCOP.
Participate in M&E and CQI TWG meetings planned by the counties.
Collaborate with Palladium for review and enhancement of products in KenyaEMR.
Collaborate with stakeholders for review of datasets and monitoring of program data in 3 PM
Support county-level data management engagements.

Project Surveillance

Generate evidence for planning and decision-making.

Project Evaluation

Participate in the final phase of the development of evaluation protocols.
Support with data collection, collation, and analysis of evaluation.
Participate in the writing of the baseline evaluation report.

Required Qualifications, Skills, and Experience

A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, biostatistics, information systems, or a related field with knowledge/skills of Geographical Information Systems and information technology.
At least ten years of experience implementing, monitoring, and evaluating activities for complex programs in developing countries.
Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g., performance against each result area) and in the application of statistical methods and database management.

Demonstrated research experience and skills, complemented by experience in facilitation, close collaboration with varying types of partners.
Demonstrated understanding, experience and competency in working with HIV programs among KP communities
Proven track record in operations leadership.
