  • Senior Human Resources (HR) liaison for all HR actions between Program Chiefs and Deputy
  • Commissioners and the various HR units for Programs totaling over 800-headcount program; Recruitment and Onboarding, Classification and Organizational Development, Payroll and Timekeeping, Benefits Administration, Disciplinary Affairs, Salary Administration, and Labor Relations
  • Meet with Chief and Program Heads to determine, analyze and recommend approaches to effectively staff program areas to meet operational needs in both short- and long-range planning; secure budgetary and headcount authorization for all proposed HR actions prior to approving the expenditures. Advise and educate Programs on critical staffing problems, i.e., promotions and hires, ensuring that the impact of such actions are within contractual agreements and approve budgetary and headcount constraints
  • Analyze and report human resources staffing data, identify/resolve complex HR problems
  • Review and reconcile Planned Action Reports (PAR) for each assigned program area component, ensuring that the PAR submissions conform to all Mayoral directives and approved guidelines
  • Partner and collaborate with other HR, Program and key operational leaders to create and establish technically sound business principles and practices
